OFFICIAL MINUTES OF A BOARD OF PUBLIC WORKS: Regular: Board of Public Works Date and Time: Tuesday, March 8, 2022 at 7:00pm Location: City Hall, 2000 N. Calhoun Road, Council Chambers Members Present: Alderman Rick Owen-Chairman, Alderman Chris Blackburn, Alderman Scott Berg (Mayor alt.), Alderman Mike Hallquist, Alderwoman Jenna Meza and Alderman Bill Carnell Members Excused: Mayor Ponto Others Present: Director of Public Works Tom Grisa, City Engineer Jeff Chase 1. Roll Call Alderman Rick Owen noted a quorum present and called the Board of Public Works meeting to order at 7:30pm. 2. Announcements The next regularly scheduled meeting will be held on Tuesday, April 12, 2022 at 7:00pm. 3. Minutes of the January 11, 2022 meeting Motion by Alderman Mike Hallquist, second by Alderman Chris Blackburn to approve the minutes of the January 11, 2022 Board of Public Works meeting. Motion carried 5-0. 4. Unfinished Business None 5. New Business a) Amending the Municipal Code for Special Event and Block Party Permits on Streets and other Public Ways Alderman Berg asked why this is being reviewed. Alderman Hallquist responded that this is his referral and included multiple perspectives from staff. This is to codify some of the process and questions which have previously occurred. This discussion is directed to part 4 and 8 of the code which may block a street or impact a right-of-way. This establishes an appeal process which did not exist. Once a permit was issued there was no means to pull the permit back or allow a resident to appeal the decision. Alderman Blackburn questioned the 75% of people on the street or the homeowner’s association board need to agree to the block party. Mr. Grisa responded it would be the homeowner’s association decision. Alderman Berg felt there should be no insurance requirement or indemnification for block parties. Board of Public Works March 8, 2022 Page 1 of 2 Motion by Alderman Mike Hallquist, second by Alderman Scott Berg to approve the request to amend the Municipal Code for Special Event and Block Party Permits on streets and other public ways. Motion carried 3- 2. Alderman Berg and Alderman Blackburn against. b) Sale of City-owned land adjacent to 3335 Parkside Drive Mr. Grisa explained this is a small sliver of land which the neighboring homeowner has requested to purchase. The City has owned the property for a number of years. Alderman Berg asked if the property can be used for any other purpose. Mr. Grisa responded no. Motion by Alderwoman Jenna Meza, second by Alderman Chris Blackburn to approve the sale of City-owned land adjacent to 3335 Parkside Drive. Motion carried 5-0. c) Sale of City-owned parcel at 3380 N. Calhoun Road Alderman Blackburn commented there was a house on the property the City took down. The market is good so the property should be sold. Motion by Alderman Chris Blackburn, second by Alderman Mike Hallquist to approve the sale of City-owned parcel at 3380 N. Calhoun Road. Motion carried 5-0. d) Dedication of roads and streets, storm sewer and surface water drainage improvements for TID No. 4 – Northbrook Court Alderman Hallquist asked about the timing of the dedication. Mr. Chase replied the City made many attempts to obtain the requested document but the developer did not complete the dedication in a timely manner. The warranty on the improvements starts at the dedication. Motion by Alderwoman Jenna Meza, second by Alderman Mike Hallquist to approve the dedication of roads and streets, storm sewer and surface water drainage improvements for TID No. 4 – Northbrook Court. Motion carried 5-0. e) 4555 Wessex Dr. Hold Harmless Agreement Approval Alderman Blackburn inquired as to what is in the easement. Mr. Chase replied there is a 5-foot diameter storm sewer in the center of the easement. This is an unusually large easement due to the size and depth of the storm sewer. Alderman Hallquist questioned the risk of approving the agreement. Mr. Chase answered the City may have to relay the storm sewer which may result in some increase in construction cost. The trench gets wider than expected or the soil gets disturbed. Motion by Alderman Chris Blackburn, second by Alderwoman Jenna Meza to approve the request for 4555 Wessex Dr. hold harmless agreement approval. Motion carried 5-0. 6. Adjournment Motion by Alderman Chris Blackburn, second by Alderman Mike Hallquist to adjourn the meeting at 8:32 pm. Motion carried 5-0.
