OFFICIAL MINUTES OF A BOARD OF PUBLIC WORKS: Regular: Board of Public Works Date and Time: Tuesday, October 11, 2022 at 7:00pm Location: City Hall, 2000 N. Calhoun Road, Council Chambers Members Present: Alderman Rick Owen-Chairman, Alderman Chris Blackburn, Alderman Mike Hallquist (via phone) and Alderwoman Jenna Meza Members Excused: Mayor Ponto, Alderman Scott Berg (Mayor alt.) and Alderman Kris Seals Others Present: Director of Public Works Tom Grisa and City Engineer Jeff Chase 1. Roll Call Alderman Rick Owen noted a quorum present and called the Board of Public Works meeting to order at 7:14pm. 2. Announcements The next regularly scheduled meeting will be held on Tuesday, November 8, 2022 at 7:00pm. 3. Minutes of the August 9, 2022 meeting Motion by Alderman Chris Blackburn, second by Alderman Mike Hallquist to approve the minutes of the August 9, 2022 Board of Public Works meeting. Motion carried 4-0. 4. Unfinished Business None 5. New Business a) Intergovernmental agreement with the Village of Elm Grove for cost sharing the replacement of the Gebhardt Road bridge over the Dousman Ditch. Mr. Grisa commented the agreement allows for the cost to be split between the City of Brookfield and the Village of Elm Grove. Alderman Blackburn asked where the dividing line is located. Mr. Grisa stated it is right down the middle of the ditch and the bridge. Mr. Grisa added that Elm Grove will not be able to fund the project until 2024 so there may be some minor changes to the agreement. Motion by Alderman Mike Hallquist, second by Alderman Chris Blackburn to approve the intergovernmental agreement with the Village of Elm Grove for cost sharing the replacement of the Gebhardt Road bridge over the Dousman Ditch. Motion carried 4-0. Board of Public Works October 11, 2022 Page 1 of 2 b) Award of the Gebhardt Road Bridge over Dousman Ditch replacement project Mr. Grisa stated the goal is to complete the project during the summer of 2023 when school is not in session. Alderman Hallquist asked about the bonds for $650,000. Can the excess money be used to fund the portion Elm Grove owed for the project since they currently do not have the funding? Mr. Grisa advised the City is able to loan the money to Elm Grove so the project can be completed in a timely manner. Alderwoman Meza inquired if Elm Grove does not agree or comes back with alternative terms to the monetary agreement would the City staff bring the information back to the Board of Public Works. Mr. Chase said the Board of Public Works would be presented with the information so they can make a decision. Motion by Alderman Mike Hallquist, seconded by Alderwoman Jenna Meza to approve the award of the Gebhardt Road Bridge over Dousman Ditch replacement project contingent upon Elm Grove approving the agreement for cost sharing of the bridge work. Motion carried 4-0. c) Intergovernmental agreement with Waukesha County regarding the Municipal Recycling Dividend Program Alderman Blackburn asked about the tipping fees. He questioned if the City didn’t have a recycling program the City’s waste tonnage would be higher and the waste contract would be higher as a result. Mr. Grisa responded the City would be in violation of state law without the recycling programs and the City would have higher tipping fees. Motion by Alderman Chris Blackburn, second by Alderman Mike Hallquist to approve the intergovernmental agreement with Waukesha County regarding the Municipal Recycling Dividend Program. Motion carried 4-0. 6. Adjournment Motion by Alderman Chris Blackburn, second by Alderman Rick Owen to adjourn the meeting at 7:45 pm. Motion carried 4-0. Respectfully Submitted: Thomas M.
