MINUTES OF AN OFFICIAL MEETING: Regular / Special Meeting: Human Resources and Public Safety Committee Date and Time: Wednesday, October 12, 2022 at 7:00 P.M. Location: City Hall, North Conference Room, 2000 North Calhoun Road Members Present: Alderman Christopher Blackburn, Alderman Chuck Bloom III, Alderman David Christianson, Alderman Rick Owen, and Alderman Bob Reddin. Members Excused: None. Others Present: Human Resources Director James Zwerlein and Finance and Administration Director Robert Scott. 1. Roll Call After noting a quorum was present, Chairman Reddin called the Human Resources and Public Safety Committee to order at 7:00 p.m. 2. Announcements Chairman Reddin stated the next meeting of the Human Resources and Public Safety Committee will be held on Wednesday, November 2, 2022 at 7:00p.m., if needed. 3. Minutes of the September 14, 2022 Meeting Alderman Bloom moved to approve the Minutes of the September 14, 2022 meeting. Seconded by Alderman Owen. Motion carried 5-0. 4. Human Resources and Public Safety Committee Items a. Review of Health Insurance Experience. Director Zwerlein presented the Executive Summary contained in the Data Dashboard report provided by the City’s Insurance consultant, Willis, Inc. Through August 2022, the health plan ran at 124.9% of budgeted accrual. He stated the two (2) prime suspects are high inflation and a significant number of very high cost claimants. There are eleven (11) claimants beyond 50% of the $150k specific stop-loss deductible. There were $95k in stop-loss reimbursements. Discussion item only. No action taken. b. Brookfield Professional Firefighters’ Association and Brookfield Professional Police Association bargaining strategy discussion. Discussion item only. No action taken. 5. Common Council Items a. Resolution adopting the Waukesha County All Hazards Mitigation Plan. Director Scott presented the rationale for adopting Waukesha County’s All Hazards Mitigation Plan. He stated adoption is needed in order to qualify for FEMA grant monies, should the need arise. Human Resources and Public Safety Committee September 14, 2022 Page 1 of 2 Alderman Christianson moved to approve the Resolution approving adoption of the Waukesha County All Hazards Mitigation Plan. Seconded by Alderman Bloom. Motion carried 5-0. b. Resolution approving first amendment to agreement between School District of Elmbrook (ESD) and the City of Brookfield regarding School Resource Officer (SRO) services. Director Scott presented the rationale for amending the School Resources Officer Agreement between the City and the ElmBrook School District. He stated that starting next year, a police officer will be placed in Wisconsin Hills Middle School performing SRO duties similar to the construct currently in place in the two (2) high schools. Elm Grove will be responsible for SRO services at Pilgrim Park Middle School. He stated the ESD will be reimbursing the City for the entire salary and benefit cost of the officer. Alderman Blackburn moved to approve the Resolution approving amendments to the SRO Agreement between the City of Brookfield and ElmBrook School District. Seconded by Alderman Bloom. Motion carried 5-0. c. Resolution approving the 2023 City of Brookfield employee and retiree health insurance program. Director Zwerlein outlined the modifications being proposed to the City’s Health Insurance program. He stated the City is at a crossroads with respect to its Preferred Provider Option (PPO) and significant change is warranted to begin the segue toward the High Deductible Health Plan (HDHP). The health plan through August of this year is running at approximately 25% above budgeted accrual. This level of increase cannot be sustained. Accordingly, the following modifications are being recommended: a 15% employee wellness premium rate for the PPO; increasing the PPO deductible to $1,500/$3,000 from $1,000/$2,000; increasing the out-of-pocket maximum to $3,500/$7,000 from $3,000/$6,000; limiting new hires to the HDHP; incentivize non-participation in a manner equal to the City’s HDHP contribution; and, doubling wellness program funding to $100k. Director Scott stated that if these modifications are made the City could hold to the 10% increase proposed to be charged to departments in the 2023 budget, if combined with remaining reserves. Alderman Bloom moved to approve the Resolution approving the 2023 City of Brookfield employee and retiree health insurance program. Seconded by Alderman Christianson. Motion carried 5-0. d. 2023 Salary Ordinance Addendum Amendment. Director Zwerlein listed the organizational design modifications being proposed in conjunction with the 2023 budget. He stated there are four (4) technical changes in the City Attorney’s Office; Assessor’s Office,; Community Development; and, the Water Pollution Control Center, which will lead in total to approximately $11k in savings annually. Alderman Christianson moved to approve the 2023 Salary Ordinance Addendum Amendment. Seconded by Alderman Bloom. Motion carried 5-0. 6. Adjournment Alderman Christianson moved to adjourn.
