MEMBERS PRESENT: Allan Bolante, Ray Kotarski, Paul Whalen and Tim Cooper ALSO PRESENT: Chief Joseph Grimes, Major Andy Watts, Major Bryan Fultz, Attorney Jayson Marksberry and Secretary Kellie Cummins ABSENT: Brian Jessen Brownsburg resident, Rashad Cunningham gave the invocation. The Pledge of Allegiance was recited. Roll Call was conducted and a quorum was formed. Police Commissioner Brian Jessen was not in attendance. Allan Bolante requested a motion to approve the agenda for tonight' s meeting. Ray Kotarski made a motion to approve the agenda as posted. Paul Whalen seconded the motion. Motion carried 4- 0. Allan Bolante requested a motion to approve the minutes from the February 9, 2021 Police Commission meeting. Tim Cooper made a motion to approve the minutes as presented. Grimes Office: ( 317) 852- 1109 Chief of Police Fax: ( 317) 858- 2023 2- OLD BUSINESS CHIEF OF POLICE Chief Grimes stated the budget year- to- date, the department remains under the projected amount of expenditures for this year. Chief said that some funds within the Employee Officer Overtime line item. Chief said that additional events may be taking place in Brownsburg and this will effect some of the Overtime line item. OLD BUSINESS COMMISSION There was nothing to discuss. NEW BUSINESS CHIEF OF POLICE Chief Grimes discussed Narcan. Chief stated that due to other funding opportunities the Substance Abuse Task Force, who has provided grant funds for the purchase of Narcan, has decided to utilize their grant opportunities for other ventures that agencies can benefit from. Chief Grimes stated they have identified the availability of Narcan distribution through Overdose Life Line Incorporated. Chief stated the department has entered an agreement in regards to providing data on the usage of the Narcan, in return for distribution of Narcan to our agency. Chief Grimes stated that year- to- date personnel and staff have had three incidents with seven dosages administered. The narcotics used continue to be dangerous and are made of substances that are taking multiple doses in order to revive the individuals. Paul Whalen asked how many dosages were used last year. Chief stated he did not have that data but said that we are on a quicker pace than in 2020. Chief informed the commission of the 2020 Overdose and Opioid Coroner' s Report. Chief said that he recently received the 2020 report from the Hendricks County Coroner' s Office. Chief said it is troubling to see the overdose rate we are seeing as a community. There were 50 deaths in Hendricks County during 2020, contributing to overdoses. Thirty- eight being factors of opioid. Chief Grimes said 15 of the 38 deaths occurred in a Brownsburg residence. Chief added of the 15, 14 of those were due to the contributing factor of opioids. Chief stated this is why the Board of Police Commissioners Attorney Ray Kotarski 31 N. Grimes Office: ( 317) 852- 1109 Chief of Police Fax: ( 317) 858- 2023 3- BPD provides the level of training, equipment and skills for our personnel to quickly respond and the influx of crimes and victimization from narcotics. Our agency is fortunate to have a self- sustaining narcotics unit as well as personnel assigned to task force positions with the DEA. Chief Grimes said that on February 10th member of the Enforcement Division and Investigations Division responded to an armed robbery at a local cellular store on west Northfield Drive. This same location was robbed a year and a half ago. Chief said personnel canvased the area and processed the scene. Morgan Culley, our Victim Advocate, was able to provide immediate resources and aid to the victims of this crime. The emotional trauma that they experienced. Both divisions have collected evidence and lead information, one of the individuals involved has been identified. Chief stated they anticipate more identification in regards to the others involved. Charges are pending. Chief Grimes added that he is thankful for Morgan Culley who routinely works with victims on a multitude of cases. Paul Whalen commented that the Hendricks County ICON did a nice story on Morgan and her job with BPD. Chief informed the commissioners of the body/mobile camera upgrades that was purchased with encumbered funds from the 2020 budget. The purchases and upgrades are installed. This upgrade will allow the officers to be more efficient and streamlined. Chief Grimes recognized personnel for years of service. Chief said that so far for 2021 three individuals have met milestones of tenure with the department. Steve Crowe— 25 Years Chief Grimes discussed the status of our community programs and restrictions. Chief said that Sgt. Fleck has been in his office on a regular basis to check on the status of holding some of our programs in person. Chief stated that Hendricks County is now under the Blue restriction advisory; therefore, Sgt. Fleck will be conducting in person meetings, Women' s Self-Defense, Citizen' s Academy, Crime Watch meetings and some of the Out Reach programs Sgt. Fleck conducts. Chief Grimes said that Sgt. Fleck would also be working on this year' s Police & Fire Summer camp for our youth. The number of children able to attend may be restricted. Chief Grimes discussed 2021 salaries. Chief said that he continues to work diligently along with the Town Manager' s office to attempt pay increases for the department for 2021. Chief said that this was not part of the budget development for 2021 due to the impacts and effects of revenue streams from COVID. Chief Grimes stated in order for our department to continue to attract quality personnel, retain quality personnel we have to continue to be forward thinking to provide an increase to our working force personnel. The Chiefs hopes are that the message is carried forward from the Town Manger' s office to the Town Council to accept his recommendation for pay increases for 2021. Chief said the percentage pool that he is asking for( and not to be retroactive) based upon civilian pay, officer pay, FICA, Medicare and PERF is $ 140, 299 increase. Chief added that with this increase it would keep the department in a competitive bracket with surrounding agencies. Chief Grimes said that we have been doing comparisons with other departments for development of the 2022 budget. The increase would benefit civilians and non- ranking officers. NEW BUSINESS COMMISSION Ray Kotarski read a retirement letter submitted by Corporal Stephen A. Crowe. Cpl. Crowe will be retiring after serving the community for over 24 years. Cpl. Officer Lawson will be moving out of state and his last day is March 30, 2021. Allan Bolante requested a motion to approve the retirement and resignation of said personnel. Ray Kotarski made a motion to approve and accept. Tim Cooper seconded the motion. Motion carried 4- 0. Allan Bolante read a conditional offer letter to the candidates in attendance. Chief Grimes' recommendation was extended to Cameron Frank and Jacob Ward. These are the top two candidates of the 2020/ 2021 lateral recruitment process. Jacob Ward stated he is currently a police officer in Springfield, IL for five years. Cameron Frank stated he is currently an officer at IUPUI PD. Allan Bolante requested a motion to extend the conditional offers. Paul Whalen made a motion to approve the conditional offers. Tim Cooper seconded the motion. Motion carried 4- 0.
