Grimes Office: (317) 852-1109 Chief of Police Fax: (317) 858-2023 BROWNSBURG POLICE COMMISSION MINUTES These are the Minutes of the regularly scheduled meeting of the Brownsburg Police Commission held at the Brownsburg Town Hall on June 11, 2024 at 6:00PM. MEMBERS PRESENT: Ray Kotarski, Tim Cooper, Allan Bolante, Matt Simpson and Sam Lowe ALSO PRESENT: Chief Joseph Grimes, Major Andy Watts, Captain Jeff Klayer Attorney Jayson Marksberry and Secretary Kellie Cummins ABSENT: Major Bryan Fultz _______________________________ Department Chaplain, Father Sean Danda from St. Malachy Catholic Church gave the invocation. The Pledge of Allegiance was recited. Roll Call was conducted and a quorum was formed. Major Fultz was absent. Ray Kotarski requested a motion to approve the agenda for today’s Police Commission meeting. Allan Bolante made a motion to approve the agenda as posted. Matt Simpson seconded the motion. Motion carried 5-0. Ray Kotarski requested a motion to approve the minutes from the May 14, 2024 Police Commission meeting. Allan Bolante made a motion to approve the minutes as presented. Grimes Office: (317) 852-1109 Chief of Police Fax: (317) 858-2023 -2- OLD BUSINESS CHIEF OF POLICE Chief Grimes asked if the Commissioners had any questions regarding the Expense Report. There was none. Chief Grimes updated the group on the Forensic Analyst recruitment process. Chief said that oral interviews would be conducted tomorrow, June 12th. Nineteen candidates were invited however, not all have RSVP’d. Chief updated the group on the status of the Sworn Officer Recruitment. Chief Grimes said that the three candidates that received conditional offers; Perf and the 1977 application have accepted on two; one is still waiting to be accepted. Chief stated he plans to have all three begin on July 15th. OLD BUSINESS COMMISSION There was nothing to report. NEW BUSINESS CHIEF OF POLICE Chief Grimes discussed two different ERT deployments for May. Chief said that on May 14th the team assisted US Marshals serve an arrest warrant on a wanted individual who had an outstanding warrant for Armed Robbery. A vehicle takedown was conducted without incident in a commercial parking lot. The second deployment was on May 21st and stemmed from a BNU investigation at a residence on Rosewood Drive in Brownsburg. ERT was able to take the suspect in custody without incident. A search was conducted by BNU. A large amount of marijuana, US currency, weapons and other items used for drug trafficking were located and collected. One person was taken into custody. Grimes Office: (317) 852-1109 Chief of Police Fax: (317) 858-2023 -3- Chief Grimes announced that Brownsburg has been evaluated by SafeWise as the 9th safest town in Indiana. Brownsburg is the only town in Hendricks County to be in the Top 10. Chief said that on May 28th PMB Shift was dispatched to Hendricks Regional Hospital in Brownsburg to a person armed with a knife in the ER. The suspect was dropped off by Medics stating he was dizzy. Officer Dustin Johnson was able to talk to negotiate with the suspect and get the knife from him. Drugs were also located on the individual, he was taken into custody. Chief Grimes discussed a felony intimidation case. Chief said that detectives worked with the Brownsburg Community School Police and Faculty. Detectives and Officers collected information and Intel. Intelligence Analyst, Michael Langeman, was able to get the needed information and search warrants were conducted. Detective Sgt. Tim Wells interviewed the suspect and got a confession. Chief stated that Officers participated in S.T.A.R (Success Through Adaptive Rec) Soccer again this year. Corporal McCoy and Officer Dixon enjoyed playing soccer with children with disabilities. Chief stated this is a great program and the Officers look forward to spending time with the kids each year. Chief Grimes said that since the last meeting BPD hosted a Car Seat Safety Training Course. Heidi Shepherd attended the course and is now a certified tech. Officer Elsiana Crosby is the department’s other certified tech. During the three day course there was an opportunity for the people attending the class to check car seats of residents. Ten different families brought their vehicles with car seats and all were checked out. Chief Grimes discussed an increase in the amount of impaired drivers. Chief said that after reviewing data he noticed a 33.3% increase in OWI’s from January-May 2023 and January-May 2024. Last year during that period, there were thirty-eight OWI arrests and this year there were fifty-seven. Overall arrests numbers have increased 22.6% from last year. Ray Kotarski asked for a motion to approve the request. Tim Cooper made a motion to approve the request. Matt Simpson seconded the request. Motion carried 5-0. Ray Kotarski read a letter from Chief Grimes requesting the promotion of Officer Daniel Brinson to the rank of Corporal. Allan Bolante made a motion to approve the request. Matt Simpson seconded the motion. Motion carried 5-0. Major Watts read over and discussed the following policies and they were voted on and by the Commissioners: Emergency Response Team and Tactical Operations 07.02.01 dated June 11, 2024. Tim Cooper made a motion to approve the policy as presented. Allan Bolante seconded the motion. Motion carried 5-0. Extra Duty or Off Duty Employment 01.11.01 dated June 11, 2024. Allan Bolante made a motion to approve the policy as updated. Matt Simpson seconded the motion. Motion carried 5- 0. Grievance Procedures 02.08.01 dated June 11, 2024. Tim Cooper made a motion to approve the policy updates. Allan Bolante seconded the motion. Motion carried 5-0. Jurisdiction and Mutual Aid 07.02.02 dated June 11, 2024. Sam Lowe made a motion to approve the updates to the policy. Tim Cooper seconded the motion. Motion carried 5-0. Crises Negotiation Unit 07.02.02 dated June 11, 2024. MISCELLANEOUS CORRESPONDENCE Commissioner Lowe read a thank you letter from Sheriff Sadler. Commissioner Simpson read a thank you letter from Danville Community School Police. Commissioner Kotarski read a letter from the Lucas Family. ATTORNEY Jayson Marksberry had nothing to report.
