Call to Order. 5:30 Mr. Rodrigo Moreno calls the meeting to Order. 2.) Public Comment Period. No public comments. 3.) Discussion, Consideration and Action to approve the Minutes of September 23rd 2020, of the Brownsville Border Film Advisory Commission Meeting. Mr. Rodrigo Moreno moves to approve, all in favor. Motion passes. 4.) Discussion, Guidelines for Filming in Brownsville, TX. Mrs. Maria Rentrop shares guidelines for filming in Brownsville, these suggestions are from the Texas Film Commission. Item 1: Mrs. Maria Rentrop suggests that naming Deputy City Manager, Mrs. Helen Ramirez, rather than Mr. Noel Bernal, for City Manager Authority— due to accessibility. The Commission agrees Item 2: Application fee is up for consideration, priced at $20. The Commission agrees Item 3: Activity Cost coverage. Total closure or disruption, priced $500 a day. Partial closure or disruption $250 a day. Total or disruption road closure at $50 a day. Partial road closure $25 a day. Mr. Rene Rhi suggests adding these guidelines project based. Mr. Rodrigo Moreno suggests charging by hour rather than per day. Mr. Meme Garza mentions Studio space, if the Brownsville Border Film Advisory Commission has the capacity for creating such space. Mr. Felipe Romero shares that the CMD new building will be production-ready. Item 4: Hours of filming allowance Mr. Rodrigo Moreno advises that depending on the budget of the film, insurance should vary. Mr. Rene Rhi agrees. They share that these factors depend on a film’s budget, filming location and size of the crew. Mr. Jesus Trevino reminds the commission the need to be collecting data on these matters— especially when registering with the City of Brownsville. Mrs. Maria Rentrop advises that she will make the edits. 5.) CMD Director and Brownsville Border Film Commission Officer Update (FilmBTX.com) Mrs. Maria Rentrop shares the Production Directory. Ms. Holly Putegnant suggests having an incentive for non-local companies utilizing Brownsville based work, instead of out-sourcing. Mr. Rene Rhi suggests only listing Brownsville based companies Mr. Rodrigo Moreno stresses the importance of building up the directory rather than limiting it at the moment. Mr. Rene Rhi suggests to add this item to next meeting’s agenda, Mr. Rodrigo Moreno agrees. The commission agrees to meet Wednesday, the 27th of January to vote on the item. _____________________________________________________________________________________ 6.)
