MINUTES of the Public Meeting of the HISTORIC PRESERVATION AND DESIGN
REVIEW BOARD OF THE CITY OF BROWNSVILLE, held at the Historic Brownsville
Museum, Mary Yturria Education Center, located at 641 E. Madison St., Brownsville, Cameron
County, Texas, 78520-5349, on Friday, November 6, 2020 at 12:00 p.m., with the following
members present:

I. CALL THE MEETING TO ORDER
With a quorum present, Chair Calvin Walker called the meeting to order at 12:09 p.m.
II. APPROVAL OF MINUTES
Board Member Tara Putegnat moved to approve the October 9, 2020 minutes with the
correction on item 5 saying “Board Member Tara Putegnat[…]”; motion was seconded by
Board Member Joseph A. Rodriguez, and carried unanimously.
III. PUBLIC HEARINGS
1. Public Hearing and ACTION to grant a Certificate of Appropriateness to demolish
three tenement dwellings at 952 E. Adams St.
Board Member Tara Putegant moved to approve the issuance of a Certificate of
Appropriateness following staff recommendations. Motion was seconded by Board Member
Lawrence Lof, and carried unanimously.
2. Public Hearing and ACTION to grant a Certificate of Appropriateness to build a new
privacy wall at 952 E. Adams St.
Board Member Lawrence Lof moved to approve the issuance of a Certificate of
Appropriateness following staff recommendations. Motion was seconded by Board Member
Philip Samponaro, and carried unanimously.
3. Public Hearing and ACTION to grant a Certificate of Appropriateness to build an
addition to an existing detached garage at 2030 Palm Blvd.
Board Member Philip Samponaro moved to approve the issuance of a Certificate of
Appropriateness following staff recommendations, but matching existing wall building
materials. Motion was seconded by Board Member Tara Putegnat, and carried unanimously.
4. Public Hearing and ACTION to grant a Certificate of Appropriateness to build a
front porch at 1200 W. Saint Francis St.
Board Member Lawrence Lof moved to approve the issuance of a Certificate of
Appropriateness following staff recommendations. Motion was seconded by Board Member
Philip Samponaro, and carried unanimously.
5. Public Hearing and ACTION to grant a Certificate of Appropriateness to build a
duplex at 744 E. Ringgold St.
Board Member Tara Putegnat moved to table the issuance of a Certificate of Appropriateness
following staff recommendations. The HPDRB (Board Members Calvin Walker and Luis
Murillo) and the HPO will work with the owner and designer to meet design criteria. Motion
was seconded by Board Member Joseph A. Rodriguez, and carried unanimously.
6. Public Hearing and ACTION to grant a Certificate of Appropriateness to build a
monument type masonry and brick structure at 1908 E. 6th St.
Board Member Tara Putegnat moved to approve the issuance of a Certificate of
Appropriateness following the drawings introduced by the owner and with dimmable
illuminated signs with an indirect light source. Motion was seconded by Board Member Luis
Murillo, and carried unanimously.
7. Public Hearing and ACTION to grant a Certificate of Appropriateness to two logo
signs at E. 6th and S. Frontage Rd.
Board Member Tara Putegnat moved to approve the issuance of a Certificate of
Appropriateness following staff recommendations. Motion was seconded by Board Member
Joseph A. Rodriguez, and carried unanimously.
8. Public Hearing and ACTION to grant a Certificate of Appropriateness to remodel
façade at 914 Palm Blvd.
Board Member Joseph A. Rodriguez moved to table the issuance of a Certificate of
Appropriateness following staff recommendations. The HPDRB (Board Members Calvin
Walker and Luis Murillo) and the HPO will work with the owner and designer to meet design
criteria. Motion was seconded by Board Member Luis Murillo, and carried unanimously.
9. Public Hearing and ACTION to grant a Certificate of Appropriateness to demolish
an existing gas station at 1654 E. 7th St.
Board Member Tara Putegnat moved to table the issuance of a Certificate of Appropriateness
following staff recommendations. The HPDRB (Board Members Calvin Walker, Lawrence
Lof, and Luis Murillo) and the HPO will work with the owner and designer to meet design
criteria preserving the building. Motion was seconded by Board Member Luis Murillo, and
carried unanimously.
10. Public Hearing and ACTION to grant a Certificate of Appropriateness to replace a
gas station with a building mimicking the original or similar design at 1654 E. 7th St.
Board Member Joseph A. Rodriguez moved to table the issuance of a Certificate of
Appropriateness following staff recommendations. The HPDRB (Board Members Calvin
Walker and Luis Murillo) and the HPO will work with the owner and designer to meet design
criteria. Motion was seconded by Board Member Lawrence Lof, and carried unanimously.
IV. APPROVAL AND RATIFICATION
1. Approval and RATIFICATION to rehabilitate the interior 540 E. Monroe St.
Board Member Lawrence Lof moved to approve and ratificate the signed Certificate of
Appropriateness. Motion was seconded by Board Member Philip Samponaro, and carried
unanimously.
2. Approval and RATIFICATION to rehabilitate the interior 902 E. Adams St.
Board Member Tara Putegnat moved to approve and ratificate the signed Certificate of
Appropriateness. Motion was seconded by Board Member Joseph A. Rodriguez, and carried
unanimously.
V. ADJOURNMENT
Board Member Joseph A. Rodriguez moved to adjourn, motion was seconded by Board
Member Lawrence Lof at 1:36 p.m.
