Pursuant to Section 551.127, Texas Government Code, one or more Commissioners or employees may attend this meeting remotely using videoconferencing technology. APPROVAL OF MINUTES A. July 16, 2021 – Offered for consent approval. 2. PUBLIC HEARINGS A. Discussion and Possible ACTION on Applications for Certificates of Appropriateness A.1 07192021 – 104 E. St. Charles St. Clemencia G. & Reynaldo Galindo Rental House District D4 Traditional Neighborhood Proposal: Build new side addition to the Southeast Front Façade. Applicant: Fairway Construction, LLC. City Staff: Juan Velez, Historic Preservation Office, 956-548-6142. Staff recommendation: To table the item so the addition is built on the rear without altering the historic architectural features. HPC may give additional recommendations. A.2 1312 E. Adams St. Auto Burton Supply Addition Architect: William C. Baxter (1956) District D4 Proposal: Remodel industrial building. Applicant: City of Brownsville – Department of Communication. City Staff: Juan Velez, Historic Preservation Office, 956-548-6142.  Staff recommendation: To table the item and redesign the project to avoid the demolition of the rear portion of the building to build a rear courtyard. HPC may give additional recommendations. A.3 1525 Central Blvd. (address to be confirmed by the Engineering Department) District D4 Proposal: Build a Car Wash. Applicant: City Staff: Juan Velez, Historic Preservation Office, 956-548-6142. Staff recommendation: Approval may be granted once drawings have been submitted that include embellishment at the exit of the tunnel area, as it will be viewed from Central Blvd. COA must be filled out. HPC may give additional recommendations. A.4 07292021 – 1015 E. Washington St. (as per Cameron Appraisal District) Clay & McDavitt Building Extension District D4 Proposal: Rehabilitation of the commercial building to be reused as Restaurant. Applicant: Esthela Valdez. City Staff: Juan Velez, Historic Preservation Office, 956-548-6142. Staff recommendation: Owner to open conversations with the Texas Historical Commission is highly recommended. Approval may be granted upon scale drawings showing redesign of canopy and storefront and transom windows to match any historical photograph and/or existing architectural features of 1001 E. Washington St. HPC may give additional recommendations. A.5 913 E. Jefferson St. (as per Cameron Appraisal District) District D4 Proposal: Build new fourplex. Applicant: City Staff: Juan Velez, Historic Preservation Office, 956-548-6142. Staff recommendation: If building type is permitted under Building Types for this Zoning District, approval of design subject to minor changes (base of the porch supports). If building type is not allowed, table the item encouraging design to meet UDC, Building Division, Design Guidelines, and staff provided comments for the Architectural Review Committee. HPC may give additional recommendations. A.6 07112019 – 1237 E. Washington St. & 1239 E. Washington St. (as per Cameron Appraisal District) District D4 Issue: 1237 E. Washington color does not follow the signed COA. 1239 E. Washington St. was painted without a permit and inadequate color. Applicant: Arsenal Design / Roberto Escobedo. City Staff: Juan Velez, Historic Preservation Office, 956-548-6142 Staff recommendation: 1237 E. Washington St. must be painted in a light color as approved on the signed COA. 1239 E. Washington St. must be painted in white as it was before (original color of the existing brick). Otherwise, authorization from the HPC to start legal process against business owner. A.7 708 – 722 E. 12th St. (as per Cameron Appraisal District) District D4 Proposal: To acknowledge the historical significance of the building. Potential rehabilitation following the Secretary of the Interior’s Standards for Rehabilitation.
