MINUTES Parks and Recreation Advisory Meeting Brownsville Recreation Center Conference Room February 14th, 2019 Present Joe Lee Rubio – Member Adrian Delgado – Member Benjamin Del Angel – Member Jorge Santoy – Member Mike Leinart - Member Esli Ceballos - Member Damaris McGlone – Parks Director Nathan Burkhart – Asst. Parks Director Carlos Velica, Jr. – Staff Absent Myrta I. Garza- Parks Chairperson 1. Meeting called to order by Co-Chairperson, Mr. Joe Lee Rubio at 12:08 p.m. ********************* 2. Pledge of Allegiance: United States Pledge * Texas Pledge • The pledge of Allegiance and the Texas Pledge led by Board Member Mr. Rubio. ********************* 3. Approval of minutes • Minutes of last meeting (January 10th, 2019) approved on a motion by Mr. Mike Leinart, seconded by Mrs. Esli Ceballos, motion carried. ********************* 4. Statement of Appointed Officer & Oath of Office for recently appointed one (1) Parks & Recreation Advisory Board member(s) to the Parks & Recreation Advisory Board Committee (Parks Chairperson) • Co-Chairperson, Mr. Rubio asked Mr. Adrian Delgado to stand and take the Statement of Appointed Officer & Oath of Office to be officially sworn in to the Parks and Recreation Advisory Board Committee. On February 14th, 2019, Mr. Delgado was sworn in and witness by current Parks Board members and persons in attendance. 5. Safety Concerns (Parks Dept.) • There were no safety concerns at this time. Mr. Rubio reminded everyone, if they see any safety issues or concerns to call the 546-Help line. 6. Discussion Period (15 Minutes) • Trail park system play areas and Trail cleanup section adoption (Ben Del Angel). Item was tabled due to Mr. Del Angel being absent from the meeting. • Board Member Mr. Santoy commented on the 2017-2020 PABM Strategic Goals & Objectives if the department had dates and deadlines they may want to discuss. • Parks Director stated that some Board members had participated on the Strategic Goals & Objectives last year with World Class Training Solutions. One of the goals discussed last year by the Board members was the Mission & Vision Statement, which was review and approved by the Board to keep the current Parks Advisory Mission and Vision Statement as is, at the June 7th, 2018 board meeting. • Board member Mr. Rubio commented if the Parks department has a list of what parks do the department oversees and the locations of them. Parks Director reported that the department is currently working on a map of the Parks. Assistant Parks Director Mr. Burkhart commented that the department currently has 39 parks, which includes all of the other facilities. • Board Member Mr. Rubio have us update on the U.S. Fish & Wildlife. • Board Members suggested using the Strategic Goals as part of the discussion period to discuss the progress of the objectives. • A brief discussion of the 2.0 objective goals in establishing regular communication among board members was discussed, Parks Director suggested of removing that goal due to legal issues that may arise if board members were to meet on their own consisting of four or more members, which would be considered a quorum unless they create sub-committees. • Discussion on Goal #3 and what is the goal for that! Parks Director reiterated that the goal is to develop a year-round recruitment program, a Parks Advisory Board Member selection process and develop marketing materials top promote the Parks Advisory Board vacancies. What are we looking for in board members and the strategy in posting it on Face book. • Board Member Mr. Rubio suggested having a list of the board members, when their terms expire & review their terms, & recommend them for re-appointment. • Board member Mr. Rubio suggested any items that need to be presented to the City Commission, to place it the Parks agenda for review and consideration by the Parks Advisory Board. • Board Member Mr. Santoy asked each board member to give their input on what is their goal is on being on the Parks Advisory Committee: Mr. Rubio commented that his goals is to make Brownsville a better place and have more communication with other committees, Mrs. Ceballos goals is to promote for the children in the community to have a park for them to go to and speak up for them, Mr. Delgado also commented that his goal is to give back to the community; make sure we do something for everybody, Mr. Leinart goal is support the Parks Community, Mr. Santoy goal is change the community’s mindset on Brownsville. • Mr. Rubio suggested continuing discussing Goal #4 at the next Parks Advisory Board meeting. ********************* 7. Director’s Report: • Parks Director provided a packet to all board members with information regarding PARD Operations, Events, Collaborative updates and major projects. • Reported on the City Park Alliance National Webinar participation by Parks Department held on January 23, 2019 discussing the Southmost Waterplein Park. Also the Healthy Aging RGV nominations held January 31 and February 1st, 2019.  • Brief update on the Mitte Cultural District street naming rights at Dean Porter Park, the Mitte Foundation purchased the Jackson Feed & Seed store property on 7th street. • Reported at the PID meeting held recently approving funds for engineering plans on the restoration of the banks along the Paseo Trail. • On a motion by Mr. Jorge Santoy, seconded by Mr. Mike Leinart, motion carried to acknowledge the Director Report. ********************* 7.
