THE STATE OF TEXAS § CITY OF BROWNSVILLE § COUNTY OF CAMERON § MINUTES of a Regular Meeting of the Planning and Zoning Commission of the City of Brownsville, Texas, held via Zoom Teleconference Meeting, on Thursday, December 3, 2020 at 5:30 P.M. with the following members present: PRESENT: RONALD MILLS CHAIRMAN DEREK BENAVIDES SECRETARY ABRAHAM GALONSKY COMMISSIONER TROY WHITTEMORE COMMISSIONER AARON RENDON COMMISSIONER VANESSA CASTILLO COMMISSIONER RICK VASQUEZ PLANNING & REDEVELOPMENT DEPARTMENT DIRECTOR MARTIN VEGA SENIOR PLANNER ALLAN GARCES SENIOR PLANNER EDUARDO GARRIDO PLANNER-1 BRIGETTE GRAYBILL PLANNER-1 ERIKA ESPINOZA HELP DESK SPECIALIST ABSENT: RUBEN O’BELL A quorum being present, Chairman Ronald Mills, asked Erika Espinoza, Help Desk Specialist, to read the call to consider the following matters as posted and filed for the record in the Planning & Redevelopment Department on December 3, 2020. **************** REGULAR MEETING: 5:30 P.M. PLEDGE OF ALLEGIANCE: The Pledge of Allegiance was led by Chairman Ronald Mills. *************** 1. Updates/Comments Martin Vega, Senior Planner, provided updates on the adoption of the Unified Development Code. 2. Approval of the Minutes for the Regular Meeting(s) on November 5, 2020 Upon Motion by Chairman Troy Whittemore seconded by Commissioner Abraham Galonsky was found complete and carried unanimously. Minutes for December 3, 2020 – Page 1 of 3 PUBLIC HEARINGS: 3. Public Hearing and Action: Garden Woods Subdivision Section III, Final Plat Martin Vega, Senior Planner, stated that staff finds Garden Woods Subdivision Section III, Final Plat complete. Upon motion by Commissioner Troy Whittemore, seconded by Commissioner Derek Benavides was found complete and carried unanimously. 4. Public Hearing and Action: Lago Vista Subdivision Section III, Final Plat Martin Vega, Senior Planner, stated that staff finds Lago Vista Subdivision Section III, Final Plat complete. Upon motion by Commissioner Derek Benavides, seconded by Commissioner Abraham Galonsky was found complete and carried unanimously. 5. Public Hearing and Action: Rosewood Subdivision Section II, Final Plat Martin Vega, Senior Planner, stated that staff finds Rosewood Subdivision Section II, Final Plat complete. Upon motion by Commissioner Troy Whittemore, seconded by Commissioner Abraham Galonsky was found complete and carried unanimously. 6. Public Hearing and Action on Ordinance Number 235-2020-034: To rezone from Dwelling “A” (DA) to Heavy Commercial (C-2) for a tract of land described as Tract I being 2.90 acres of land out of the West 7.50 acre tract of Lot 14, Block “B”, Corrected Map of El Jardin Terrace Subdivision, Share 19, Espiritu Santo Grant, Cameron County, Texas, located at 72 Billy Mitchell Boulevard Brownsville, Texas 78521. Allan Garces, Senior Planner, delivered a brief explanation of the ordinance, noting that staff does not support the applicant’s request. Property owners Hector Barron and Veronica Martinez spoke in favor of their case. Neighbors Jackie Lockett, Mahandran Rajasuriar, Glenda Rodriguez, Reynaldo Montanaro and Sofia Benavides expressed their opposition to the case. Upon motion by Commissioner Aaron Rendon, seconded by Commissioner Abraham Galonsky and carried unanimously, the public hearing was closed.
