CITY OF BRUSH! MINUTES OF THE MARCH 14, 2016 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on March 14, 2016. Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Chuck Schonberger Councilor Jeanine Anderson Councilor Rick Bain Councilor Marlene Baker Councilor Heath Becker Councilor Kimberly Dykes Councilor Vicky Quinlin Absent: None. Also present were City Administrator Monty Torres, City Attorney Robert Chapin, Assistant Administrator Karen Schminke, Public Works Director Dale Colerick, Police Lieutenant Corey Hardy and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of February 22, 2016, were approved as submitted. VISITORS AND DELEGATIONS None. MANAGEMENT First Reading of Ordinance No. 844-16 to Repeal a Section of Article 7, Chapter 6, Brush Municipal Code, Related to Retail Marijuana Facilities and Stores City Attorney Bo Chapin presented Ordinance No. 844-16 and stated there would be one change to the presented Ordinance from Municipal Court to Municipal Code and that the newspaper had been contacted and would be able to make this change for the publication on first reading if approved. Councilor Anderson introduced and moved, second by Councilor Quinlin to approve on first reading and publish in full, Ordinance No. 844-16, Repealing a Section of Article 7, Chapter 6 of Brush Municipal Code, Related to Retail Marijuana Facilities and Stores. Council Proceedings –March 14, 2016 1 Roll Call Vote: Yes: Councilors Anderson, Bain, Baker, Becker, Dykes and Quinlin. No: Mayor Schonberger Right of Entry Agreement (north of 505 East Edison Street) Public Works Director Colerick presented a Right of Entry Agreement requested by CGRS to access property owned by the City located on the north side of 505 East Edison Street in Brush. CGRS had been retained by the Colorado Department of Labor and Employment, Division of Oil and Public Safety and will be installing three groundwater monitoring wells on the referenced property and will sample these wells on a quarterly basis. Councilor Dykes moved, second by Councilor Quinlin to approve a right of entry agreement north of 505 East Edison Street. It was approved unanimously by roll call vote. FINANCE City Disbursements Councilor Quinlin moved, second by Councilor Anderson to approve City bills from February 22- March 14, 2016. The motion was approved unanimously by roll call vote. Council Proceedings –March 14, 2016 2  • The department conducted a class at the Brush Middle School on texting and internet safety. Public Works Director Colerick • Phase 4 of the Downtown Project is moving forward with a pre-construction meeting March 24 and excavating on March 28. • Staff is working on alleys. • Reported that the 300 block of Edison will be closed to repair a water line, traffic will be diverted off of Hwy 34. • Spring Clean-up will be the week of May 2-5; citizens can bring tree branches all week and drop them off in the parking lot across from the City shops. He is also working to have an electronic recycling vendor present on Wednesday of the week. City Clerk Strand • Read upcoming meetings and announcements. Assistant Administrator Schminke • Provided details about the 50/50 tree program. • Reported that the Historic Preservation Board will meet Wednesday, March 16, and will discuss the details about becoming a Certified Local Government status. Administrator Torres • Reported that he is meeting with Xcel Energy to convert the current city street lights to LED to save energy and money. MAYOR AND COUNCIL REPORTS Councilor Anderson asked about the citizen outreach meeting held on March 7. Those present stated that no one from the public attended, but the weather was questionable that evening.
