CITY OF BRUSH! MINUTES OF THE DECEMBER 12, 2016 – REGULAR CITY COUNCIL MEETING The City Council of the City of Brush, Colorado met in regular session on December 12, 2016. Mayor Chuck Schonberger called the meeting to order at 6:00 p.m. The meeting was held at Brush City Hall. The pledge of allegiance was given. Present on roll call were: Mayor Chuck Schonberger Councilor Jeanine Anderson Councilor Rick Bain Councilor Marlene Baker Councilor Heath Becker Councilor Kimberly Dykes Councilor Vicky Quinlin Absent: None. Also present were City Administrator Monty Torres, Finance Director Joanne Gosselink, Police Chief Travis Anderson, City Attorney Bo Chapin, Assistant Administrator Karen Schminke, Marketing Specialist Tyler Purvis and City Clerk Andrea Strand. MINUTES The minutes of the regular meeting of November 28, 2016, were approved as corrected. VISITORS AND DELEGATIONS None. MANAGEMENT Resolution No. 2016-7 Amending Fees of the Brush Memorial Cemetery City Clerk Andrea Strand presented Resolution No. 2016-7, Amending fees at the Brush Memorial Cemetery and asked for Council approval. Councilor Dykes offered a motion, second by Councilor Quinlin to approve Resolution No. 2016- 7 Amending Fees of the Brush Memorial Cemetery. The roll call vote passed unanimously. Residential Building Incentive Policy Marketing Specialist Tyler Purvis presented the Residential Building Incentive Policy that expires in December 2016. He asked for Council consideration to extend it for another year. Council Proceedings –December 12, 2016 1 He added that in 2016, the City had seen 3 single family homes and 2 duplex permits issued. Councilor Bain offered a motion, second by Councilor Anderson to approve the Residential Building Incentive Policy through 2017. The roll call vote was unanimous. FINANCE Resolution No. 2016-8 Supplemental Budget for 2016 Finance Director Gosselink presented a Supplemental Budget to cover donations at the golf course and for a veteran’s memorial at the Cemetery. Councilor Anderson offered a motion, second by Councilor Quinlin to approve Resolution No. 2016-8 Supplemental Budget for 2016. The roll call vote was unanimous. Finance Public Hearing 2016 Budget Mayor Schonberger opened the public hearing at 6:07 p.m. to hear comments on the proposed 2017 Budget. Finance Director Gosselink stated that the amount received from the Highway User’s Tax Fund for 2016 was $138,000 and was used to defray costs of street maintenance. The budgeted amount from the Highway User’s Tax Fund for 2017, is $140,000. She added that there had been several opportunities for public input during the Budget process. A public hearing was held on September 26, 2016 where department heads presented line item requests. October 10, 2016, the proposed budget was presented. November 1, 2016, a public hearing was held and department heads presented capital improvement requests. A budget work session was held on November 21, 2016. There was no one present from the public to provide comments. Mayor Schonberger closed the public hearing at 6:10 pm. Resolution No. 2016-9 Adopt The 2017 Budget Councilor Quinlin offered a motion, second by Councilor Dykes to approve Resolution No. 2016- 9, A RESOLUTION SUMMARIZING EXPENDITURES AND REVENUES FOR EACH FUND, AND ADOPTING A BUDGET FOR THE CITY OF BRUSH, COLORADO FOR THE CALENDAR YEAR BEGINNING ON THE 1ST DAY OF JANUARY 2017, AND ENDING ON THE LAST DAY OF DECEMBER, 2017. The motion passed unanimously by roll call vote. Council Proceedings –December 12, 2016 2 Resolution No. 2016-10 Appropriating Funds Councilor Dykes offered a motion, second by Councilor Quinlin to approve Resolution No. 2016-10, A RESOLUTION APPROPRIATING SUMS OF MONEY TO THE VARIOUS FUNDS AND SPENDING AGENCIES, IN THE AMOUNTS AND FOR THE PURPOSES AS SET FORTH BELOW, FOR THE CITY OF BRUSH, COLORADO, FOR THE 2017 BUDGET YEAR. The motion passed unanimously by roll call vote. Resolution No. 2016-11 Set Mill Levy Councilor Baker offered a motion, second by Councilor Quinlin to approve Resolution No. 2016-11, A RESOLUTION LEVYING GENERAL PROPERTY TAXES FOR THE YEAR 2017 TO HELP DEFRAY THE COSTS OF GOVERNMENT FOR THE CITY OF BRUSH, COLORADO, FOR THE 2017 BUDGET YEAR. The motion passed unanimously by roll call vote. City Disbursements Councilor Quinlin moved, second by Councilor Anderson to approve City bills from November 28-December 12, 2016. The roll call vote was unanimous. General Fund $ 96,269.61 Capital Improvement Fund $ 71,685.10 Water Fund $ 19,858.62 Trash and Garbage Fund $ 18,013.03 Waste Water Fund $ 23,707.10 Storm Water Fund $ 58,419.30 Golf Course Fund $ 7,310.24 Community Enhancement Fund $ 1,500.00 Joslin Needham Fund $ 8,187.25 Payroll and Cafeteria $ 64,474.81 Payroll Liability $ 42,585.19 Disbursements Total $ 412,010.25 STAFF REPORTS Finance Director Gosselink • Stated that the bills would be ready for approval for the Finance Committee on December 28, 2016. Police Chief Anderson • Reported that the City of Brush was reported to be #9 safest cities in Colorado by SafeWise. • He recently met with the director of SHARE and stated that they would be willing to come to a city council meeting if desired by Council. Council Proceedings –December 12, 2016 3 City Clerk Strand • Highlighted upcoming meetings on the calendar. • Brush will host the City/County meeting in January 2017. Marketing Specialist Purvis • Encouraged everyone to shop Brush for Christmas City Administrator Torres • Reported that Director Schwindt submitted the GoCo Recreation master plan grant. Plans to have community meetings early next year. • Morgan County REA assisted with an energy audit at the golf course building. • A company doing work for REA has asked to use English Feedlot as an equipment storage place. He will contact Morgan County to inquire on permitting. MAYOR AND COUNCIL December 19, 2016, Council Meeting – Councilor Anderson offered a motion, second by Councilor Quinlin to cancel the December 19, 2016, city council meeting. All approved. Director Gosselink reminded the finance committee to sign-off on bills on December 28, 2016. Councilor Anderson • Reported that at a recent Rotary meeting the new district president announced that their project to eradicate polio is seeing positive results. There was a 3-4 week period worldwide, when no new cases of polio were reported. • Encouraged council to go together and take names off of the spirit tree.
