Approve the Minutes of the December 2, 2024 Council Meeting and the December 2, 2024 Joint Special Meeting. 3. Hearing of Public Concerns (Residents are limited to 5 minutes). 4. Clerk Treasurer’s Report. 5. An Ordinance Authorizing the Salary Ranges and Classifications in the Compensation Program for the City of Bryan, Amending Ordinance 64, 2023 and Repealing Any Portion of the Ordinances Inconsistent Therewith, and Declaring an Emergency. 6. An Ordinance Establishing the Pay Rate Scale for Seasonal Workers in the Parks and Recreation Department of the City of Bryan, Making it Effective January 1, 2025 and Rescinding Ordinance No. 1, 2024. 7. An Ordinance Providing for Annual Appropriations for the City of Bryan, for the Fiscal Year Ending December 31, 2025, and Declaring an Emergency. 8. An Ordinance Adopting the Updated City of Bryan Personnel Handbook. 9. An Ordinance Authorizing the Mayor to Enter into Memoranda of Understanding with the IBEW, IUPA, and OPBA Extending Certain Changes Made to the City Personnel Handbook to Bargaining Unit Employees. 10. An Ordinance Authorizing the Mayor to Enter into a Work Authorization Agreement with Arcadis, U.S., Inc. to Provide Construction and Residential Inspection Services for the City of Bryan’s Wastewater Treatment Plant – Secondary Treatment Improvements Project, Phase 1 in an Amount not to Exceed $740,000 for the Construction Services and $270,000 for the Residential Inspection Services. 11. Set the time and dates of Council meetings for 2025. Council meetings are currently at 5:30 PM on the First and Third Mondays of the month unless changed upon special request. Proposed changes are Monday January 20, 2025 Martin Luther King Day council meeting is changed to Thursday, January 23, 2025, Monday, September 1, 2025 Labor Day council meeting is changed to Tuesday, September 2, 2025, Monday, November 3, 2025 (Ready, Set, Relax) council meeting is changed to Tuesday, November 4, 2025. 12. Executive Session to Discuss Pending or Imminent Litigation. 13. Adjournment.
