City Manager Review: MPB Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of August 13, 2015 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor Holly Sierra called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Dan Baumann, John Connolly, Leo Elovitz, Vice Mayor Ed Andrisek, and Mayor Holly Sierra Staff: City Manager Marc Bierdzinski, City Attorney Steve McEwen, Finance Director Carolyn Galloway-Cooper, Public Works Director Rose Hess, Recreation Coordinator Kyle Abello, Station Commander Lt. Shawn O’Grady, and City Clerk Linda Reid REORDERING OF AGENDA None PUBLIC COMMENTS Kyle Abello, Paul Smith, and David Priest announced the Santa Ynez Valley Cycling Club’s donation of 2 Cycle Ops for kids to use for exercise at the Zone. Kathy Vreeland, Executive Director of the Buellton Chamber of Commerce and Visitors Bureau, provided upcoming event announcements for the record. CONSENT CALENDAR 1. Minutes of July 9, 2015 City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year 2015-16 3. Revenue and Expenditure Report through June 30, 2015 City Council Meeting Minutes Page 2 August 13, 2015 MOTION: Motion by Vice Mayor Andrisek, seconded by Council Member Elovitz, approving Consent Calendar Items 1 through 3 as listed. VOTE: Motion passed by a roll call vote of 5-0. Council Member Baumann - Yes Council Member Connolly - Yes Council Member Elovitz - Yes Vice Mayor Andrisek - Yes Mayor Sierra – Yes PRESENTATIONS 4. Proclamation Recognizing Darin Biamonte for his Volunteer Service at PAWS Park Mayor Sierra presented a proclamation to Darin Biamonte recognizing his volunteer service at PAWS Park. Mr. Biamonte accepted the proclamation and thanked the Council for their support of PAWS Park. PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS Vice Mayor Andrisek announced the Sheriff’s office has a community resource publication to help people deal with everyday issues and he thanked the Sheriff’s office for providing the brochure. Mayor Sierra thanked the Santa Ynez Valley Marriott for hosting the Mixer in July. Mayor Sierra also announced a special event at the Santa Ynez Airport on Saturday, August 15 at 11:00 a.m. Council Member Elovitz asked for the status of the parking study at PAWS Park and staff indicated it will be brought back for discussion in September. Mayor Sierra requested that staff agendize discussion of allocating funding for the gazebo/playground equipment at The Village Park at the August 27 Council meeting. WRITTEN COMMUNICATIONS None City Council Meeting Minutes Page 3 August 13, 2015 COMMITTEE REPORTS Vice Mayor Andrisek announced that he attended the California Joint Powers Insurance Authority (CJPIA) Annual Board of Directors meeting in July. Vice Mayor Andrisek announced that he attended the Central Coast Water Authority (CCWA) Board meeting and provided an oral report regarding the meeting. Vice Mayor Andrisek announced that he attended the Buellton Chamber Board of Directors meeting and provided an oral report regarding the meeting. BUSINESS ITEMS 5. Discussion Regarding Suggested Changes to River View Park Reservation Application, Special Event Permit Application and Limits on Special Events RECOMMENDATION: That the City Council consider the Parks and Recreation Commission’s recommendations regarding River View Park Reservation Application, Special Event Permit Application and Limits on Special Events. STAFF REPORT: Recreation Coordinator Abello presented the staff report. DOCUMENTS: Staff Report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: Correspondence was received from Andrea Derrick and Zachary and Carol Hauser regarding this item which was provided to Council and made part of the record. Mark Derrick, Buellton, discussed his concern regarding live music at River View Park and asked that the Council prohibit live music at the Park or place restrictions on the usage of music with added enforcement. Rick Martin, Buellton, discussed his concern regarding the music and parties at River View Park and asked that the Council restrict parking in the neighborhood during special events. Mr. Martin suggested giving residents parking passes to access their homes during special events. Kathy Vreeland, Executive Director of the Buellton Chamber of Commerce and Visitors Bureau, discussed the importance of special events being held in Buellton and stated that special events are carefully monitored to mitigate impacts to residents. Jeff Shaffer, Buellton, stated he’s noticed the escalating music at the Park over the past year and requested the Council limit special events at the Park. City Council Meeting Minutes Page 4 August 13, 2015 Morgen McLaughlin, Executive Director of the Santa Barbara County Vintners Festival, spoke about the importance of the Vintners Festival being held at River View Park. Ms. McLaughlin requested that the Council provide preference to local non-profit agencies who want to hold events at the Park. Peggy Brierton, Buellton, asked that the Buellton sponsored events be included in the total number of special events. The City Council discussed the following issues:  Number of special events allowed annually  Event music being a nuisance to residents and enforcement options  Working to accommodate local non-profit agencies to hold events at River View Park  Closing residential streets and providing parking passes to residents to access their homes during special events  Prohibiting live and DJ music at private events and installing signs indicating this prohibition  City Manager approval for allowing additional events under extenuating circumstances MOTION: Motion by Council Member Connolly, seconded by Vice Mayor Andrisek, approving the Parks and Recreation Commission’s recommendations regarding River View Park Reservation Application, Special Event Permit Application, Limits on Special Events, prohibiting live and DJ music at private events and City Manager approval for allowing additional events under extenuating circumstances. VOTE: Motion passed by a roll call vote of 5-0.
