Mayor Ed Andrisek called the meeting to order at 6:00 p.m.

Election to be Held on Tuesday, November 8, 2016 for the Election of Certain
Officers as Required by the Provisions of the Laws of the State of California
Relating to General Law Cities”
Resolution No. 16-10 – “A Resolution of the City Council of the City of Buellton,
California, Requesting the Board of Supervisors of the County of Santa Barbara to
Consolidate a General Municipal Election to be Held on Tuesday, November 8, 2016
with the General Election Pursuant to Section 10403 of the Elections Code”
Resolution No. 16-11 – “A Resolution of the City Council of the City of Buellton,
California, Adopting Regulations for Candidates for Elective Office Pertaining to
Candidate’s Statements, Materials Submitted to the Electorate, and the Cost
Thereof, Submitted to the Voters at an Election to be Held on Tuesday, November 8,
2016”
MOTION:
Motion by Vice Mayor Baumann, seconded by Council Member Elovitz, approving
Consent Calendar Items 1-5 as listed.

6. Ordinance No. 16-02 – “An Ordinance of the City Council of the City of Buellton,
California, Revising Title 19 (Zoning) of the Buellton Municipal Code (16-ZOA-01)
Relating to Section 19.04.170.E.6.d, Community Identification Signs and Making
Findings in Support Thereof” (Introduction and First Reading)
RECOMMENDATION:
That the City Council consider the introduction and first reading of Ordinance No. 16-02.

STAFF REPORT:
City Manager Bierdzinski presented the staff report.
SPEAKERS/DISCUSSION:
The City Council discussed the following issues:
Future use of digital technology
That the City own and control the sign
Displaying non-profit events on the sign
Mayor Andrisek opened the public hearing at 6:20 p.m.
Judith Dale, Buellton, stated the community identification sign should be owned and
controlled by the City and that only Buellton events should be displayed on the sign.
Peggy Brierton, Buellton, discussed using Caltrans freeway overpasses for community
identification purposes. Ms. Brierton asked that the sign be made smaller, that the City
be the sole owner and operator of the sign, and that the City develop policies and
procedures as to how the sign is to be used.
Judi Stauffer, Buellton, requested the Council look at how the community identification
sign can be used to brand Buellton and that it be tastefully designed to reflect the beauty
of the area. Ms. Stauffer reminded the Council that non-profit organizations do not have
a large advertising budget.
Mayor Andrisek closed the Public Hearing at 6:47 p.m.

MOTION:
Motion by Vice Mayor Baumann, seconded by Council Member Connolly approving the
introduction and first reading of Ordinance No. 16-02 – “An Ordinance of the City
Council of the City of Buellton, California, Revising Title 19 (Zoning) of the Buellton
Municipal Code (16-ZOA-01) Relating to Section 19.04.170.E.6.d, Community
Identification Signs and Making Findings in Support Thereof” by title only and waive
further reading, including that the sign will be owned and controlled by the City and that
the prohibition on digital signs be deleted.

COMMITTEE REPORTS
Council Member Elovitz announced that he and Vice Mayor Baumann met with
representatives of the Buellton Chamber of Commerce regarding the creation of a new
contract between the Buellton Chamber of Commerce and the City of Buellton.
Mayor Andrisek announced that he attended the Central Coast Water Authority (CCWA)
Board meeting and provided an oral report regarding the meeting.
BUSINESS ITEMS
7. Resolution No. 16-12 – "A Resolution of the City Council of the City of Buellton,
California, Adopting the Fiscal Year 2016-17 Budget"
RECOMMENDATION:
That the City Council consider the adoption of Resolution No. 16-12.

Finance Director Galloway-Cooper presented the staff report.

SPEAKERS/DISCUSSION:
Vice Mayor Baumann announced that due to his meeting absence on May 12, he listened
to the meeting audio and he met with Finance Director Galloway-Cooper to discuss the
budget.
Peggy Brierton, Buellton, requested the Council consider the creation of a new fund to
develop downtown Buellton. City Manager Bierdzinski provided an explanation
regarding a capital improvement line item in the budget for the Avenue of Flags
improvements.
