City Manager Review: MPB Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of August 25, 2016 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor Ed Andrisek called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members John Connolly, Leo Elovitz, Holly Sierra, Vice Mayor Dan Baumann and Mayor Ed Andrisek Staff: City Manager Marc Bierdzinski, Finance Director Carolyn Galloway-Cooper, Public Works Director Rose Hess, City Attorney Steve McEwen, Station Commander Lt. Shawn O’Grady, and City Clerk Linda Reid REORDERING OF AGENDA None PUBLIC COMMENTS None CONSENT CALENDAR 1. Minutes of August 11, 2016 Regular City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year 2016-17 3. Revenue and Expenditure Reports through July 31, 2016 4. Acceptance of the Reservoir 1 and 2 Improvement Project City Council Meeting Minutes Page 2 August 25, 2016 MOTION: Motion by Council Member Sierra, seconded by Council Member Elovitz approving Consent Calendar Items 1 through 4 as listed. VOTE: Motion passed by a roll call vote of 5-0. Council Member Connolly – Yes Council Member Elovitz – Yes Council Member Sierra – Yes Vice Mayor Baumann – Yes Mayor Andrisek – Yes PRESENTATIONS None PUBLIC HEARINGS 5. Ordinance No. 16-03 – “An Ordinance of the City Council of the City of Buellton, California, Revising Title 19 (Zoning) of the Buellton Municipal Code (16-ZOA-02) Relating to Sections 19.08.100.E (Zoning Clearance Time Limits), 19.08.110.E (Use Permit Time Limits), and 19.08.120.H (Development Plan Time Limits)” (Introduction and First Reading) RECOMMENDATION: That the City Council consider the introduction and first reading of Ordinance No. 16-03. STAFF REPORT: City Manager Bierdzinski and City Attorney McEwen presented the staff report. SPEAKERS/DISCUSSION: Mayor Andrisek continued the opened public hearing at 6:07 p.m. There being no public comment, Mayor Andrisek closed the public hearing at 6:08 p.m. The City Council discussed the details of the ordinance and why the ordinance was being revised. DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Vice Mayor Baumann, seconded by Council Member Elovitz approving the introduction and first reading of Ordinance No. 16-03 – “An Ordinance of the City Council of the City of Buellton, California, Revising Title 19 (Zoning) of the Buellton Municipal Code (16-ZOA-02) Relating to Sections 19.08.100.E (Zoning Clearance Time Limits), 19.08.110.E (Use Permit Time Limits), and 19.08.120.H (Development Plan Time Limits)” by title only and waive further reading. Council Member Connolly - Yes Council Member Elovitz - Yes Council Member Sierra - No Vice Mayor Baumann - Yes Mayor Andrisek – Yes COUNCIL MEMBER COMMENTS/ITEMS Council Member Sierra stated she attended the ribbon cutting for Brothers Spirits and said it was a great event. She also congratulated City Clerk Linda Reid on becoming a published author. Mayor Andrisek announced that he and Council Members Sierra and Connolly attended the Channel Counties League of California Cities dinner at the City of Lompoc and said it was a great event. Mayor Andrisek also stated that residents can get voter registration materials at the Buellton Library. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Council Member Sierra announced that she attended a board meeting for Santa Barbara County Air Pollution Control District (APCD) and provided an oral report regarding the meeting. BUSINESS ITEMS 6. Discussion and Possible Award of Contract Regarding Engineering Services RECOMMENDATION: That the City Council discuss the panel’s recommendations for Engineering Services and provide comments and direction on how to proceed with contracted services. STAFF REPORT: Public Works Director Hess presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. City Council Meeting Minutes Page 4 August 25, 2016 SPEAKERS/DISCUSSION: Correspondence was received and made part of the record from James Salvito, President and CEO of MNS Engineers Inc., Buellton resident Diane Campbell, and Gavin Moores, President of CPDC, Inc. The City Council discussed the following issues:  Review of MNS billing records  The value of MNS’s experience in the community  That staff provide Council with a bullet point list of performance measurements to be included in the contract  Possibility of using two engineering firms to fulfill the City’s engineering needs MOTION: Motion by Vice Mayor Baumann, seconded by Council Member Connolly continuing this item to the Council meeting of September 22 and requesting that staff provide MNS billing information to all Council Members. VOTE: Motion passed by a roll call vote of 5-0. Council Member Connolly – Yes Council Member Elovitz – Yes Council Member Sierra – Yes Vice Mayor Baumann - Yes Mayor Andrisek – Yes 7. Discussion and Direction Regarding Recreational Vehicle Parking RECOMMENDATION: That the City Council review the existing ordinance wording regarding parking of recreational vehicles, boats, and trailers and provide direction to staff on how to proceed. STAFF REPORT: City Manager Bierdzinski presented the staff report. SPEAKERS/DISCUSSION: Barbara Knecht, Buellton, expressed her displeasure with the number of recreational vehicles, boats, and trailers in front yards and on City streets and that Council consider placing limits on where these items can be parked. Ms. Knecht provided evidence photos for the record. The City Council discussed the following issues:  Revising parking restrictions for recreational vehicles, boats, and trailers  Staff to provide various ordinance wording options for parking recreational vehicles, boats, and trailers City Council Meeting Minutes Page 5 August 25, 2016 DIRECTION: The City Council agreed by consensus to direct staff to research different wording options for possible revision to the RV parking ordinance. CITY MANAGER’S REPORT City Manager Bierdzinski provided an informational report to the City Council.
