CALL TO ORDER
Mayor Holly Sierra called the meeting to order at 6:00 p.m.

Motion by Vice Mayor Andrisek, seconded by Council Member Connolly approving
Consent Calendar Items 1 through 3 as listed.

4. Ordinance No. 17-03 – “An Ordinance of the City Council of the City of Buellton,
California, Under Government Code Section 65858(a), Extending the Moratorium
on Non-Medical Marijuana Facilities and Marijuana Cultivation, Except for Private
Indoor Cultivation of Six Marijuana Plants or Less, Which Shall be Subject to
Reasonable Regulations”
RECOMMENDATION:
That the City Council consider adoption of Ordinance No. 17-03.
STAFF REPORT:
City Attorney McEwen presented the staff report.
SPEAKERS/DISCUSSION:
Mayor Sierra opened the public hearing at 6:05 p.m. There being no public comment,
Mayor Sierra closed the Public Hearing at 6:06 p.m.

MOTION:
Motion by Council Member Reif, seconded by Council Member Baumann adopting
Ordinance No. 17-03 – “An Ordinance of the City Council of the City of Buellton,
California, Under Government Code Section 65858(a), Extending the Moratorium on
Non-Medical Marijuana Facilities and Marijuana Cultivation, Except for Private Indoor
Cultivation of Six Marijuana Plants or Less, Which Shall be Subject to Reasonable
Regulations” by title only and waive further reading.

COUNCIL MEMBER COMMENTS/ITEMS
Vice Mayor Andrisek said the State of the City was very well attended and well done.
Mayor Sierra announced that the RV Ordinance was adopted for the betterment of the
City and not because of one person’s request.

COMMITTEE REPORTS
Council Member Connolly stated the new Valley pool will arrive on March 3 and will
receive a blessing at the Santa Ynez Mission before being transferred to Santa Ynez High
School for installation.
Mayor Sierra announced that she attended a board meeting for Santa Barbara County
Association of Governments (SBCAG) and provided an oral report regarding the
meeting.
BUSINESS ITEMS
5. Discussion Regarding No-U/Left Turn Sign at Avenue of Flags/Zaca Street
RECOMMENDATION:
That the City Council discuss the safety requirements at the intersection of Avenue of
Flags and Zaca Street and keep the No U/Left Turn signage as placed.
STAFF REPORT:
Public Works Director Hess presented the staff report.
SPEAKERS/DISCUSSION:
Stan Mathiasen, Lompoc, discussed the No U-Turn sign at the location and provided his
comments for the record.
Finn Runge, Buellton, stated he’s witnessed U-Turn sign violations daily and said the
sign should remain in place.

Deputy Ellis stated there has been one traffic collision at the intersection of Avenue of
Flags and Zaca Street since the first of the year.
The City Council discussed the following issues:
The number of traffic collisions at this location
The number of people making U-Turns at this intersection
Cost to create a turn pocket lane at this location
Installing a larger No U-Turn sign in the location to alert drivers

DIRECTION:
The City Council agreed by consensus to keep the No U/Left Turn sign at the Avenue of
Flags/Zaca Street.
CITY MANAGER’S REPORT
City Manager Bierdzinski provided an informational report to the City Council.

6. CONFERENCE WITH REAL PROPERTY NEGOTIATORS
(Government Code Section 54956.8)
Property: Assessor’s Parcel Number 099-283-001 (480 Central Avenue) and 099-
283-010 (495 Avenue of Flags)
Negotiator: Marc Bierdzinski, City Manager
Parties: City of Buellton/Leslie K Houston EGST Trust/Nancy Lee Williams,
Williams Revocable Trust
Purpose: Possible Acquisition Terms and Price
The City Council met in closed session to discuss possible property acquisition. No
reportable action was taken.
ADJOURNMENT
Mayor Sierra adjourned the regular meeting at 6:55 p.m. The next regular meeting of the
City Council will be held on Thursday, March 9, 2017 at 6:00 p.m.
