CALL TO ORDER
Mayor Holly Sierra called the meeting to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present: Council Members Ed Andrisek, Art Mercado, Vice Mayor Dave
King, and Mayor Holly Sierra
Staff: City Manager Marc Bierdzinski, Public Works Director Rose Hess,
City Attorney Steve McEwen (Via Telephone), Finance Director
Shannel Zamora, Deputy Rockwell Ellis, and City Clerk Linda
Reid
PUBLIC COMMENTS
Steve Lykken, Buellton, spoke regarding the poor condition of the Avenue of Flags and
provided photos for the record. Mr. Lykken also asked staff to contact Caltrans regarding
the weeds surrounding the freeway ramps.
Finn Runge, Buellton, asked the Council to speak into the microphones so residents at
home can hear their conversation.
CONSENT CALENDAR
Mayor Sierra requested and the Council agreed by consensus to pull Item 5 for
discussion.

MOTION:
Motion by Council Member Andrisek, seconded by Vice Mayor King approving Consent
Calendar Items 1 through 4 as listed.

5. Acceptance of Public Waterline Easements (Flying Flags)
The Council questioned the public waterline easement and staff responded to the
questions.

Motion by Council Member Andrisek, seconded by Mayor Sierra approving Consent
Calendar Item 5.

COUNCIL MEMBER COMMENTS/ITEMS
Council Member Andrisek requested that staff contact Caltrans and ask them to post
Buellton’s current population number. Council Member Andrisek also discussed the
City’s emergency management plan and emergency response capabilities.

Vice Mayor King asked about replacing a faded stop sign at Central Avenue and Second
Street. Vice Mayor King stated he would like to see a Farmer’s Market come to town.
Mayor Sierra stated the book boxes are installed in two locations in town and thanked
resident Finn Runge for repairing the boxes.
Mayor Sierra stated that the updated water fee schedule was legally implemented.
Mayor Sierra announced the first Special Olympics basketball game is scheduled for this
Saturday at noon.
Mayor Sierra announced that Buellton has a team running in the Santa Barbara Wine
Country Half Marathon this Saturday.

6. Discussion and Direction Regarding the City Owned Property at 480 Central
Avenue
RECOMMENDATION:
That the City Council provide direction to staff regarding adding the 480 Central
property to the Fiscal Year 2018-19 Capital Improvement Program as a parking lot.

City Manager Bierdzinski presented the staff report.

SPEAKERS/DISCUSSION:
The City Council discussed the following issues:
Monthly parking rate
Whether the parking lot could be part of a parking district
Having a developer versus the City build the parking lot
DIRECTION:
The City Council agreed by consensus to work with a future developer for construction
of the parking lot at 480 Central Avenue.

The City Council met in closed session to discuss anticipated litigation. No reportable

Mayor Sierra adjourned the regular meeting at 6:55 p.m. The next regular meeting of the
City Council will be held on Thursday, May 24, 2018 at 6:00 p.m.
