CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present: Council Members Ed Andrisek and Art Mercado, Vice Mayor
Dave King and Mayor Holly Sierra
Staff: City Manager Marc Bierdzinski, City Attorney Steve McEwen,
Finance Director Shannel Zamora, Public Works Director Rose
Hess, Senior Deputy Jose Alvarez, and City Clerk Linda Reid
PUBLIC COMMENTS
Caroline, spoke in support of President Trump.
Barbara Knecht, Buellton Recreation Center invited the public to purchase tickets from
City of Buellton or the Buellton Recreation Center for the Crab Feast Gala on Friday,
September 7 at Zaca Creek Golf.
Randall Haggard, Ph.D., Superintendent of Buellton Union School District discussed the
increase of new students attending Buellton schools and announced a parcel tax (Measure
A) will be on the November 6 ballot to help fund Buellton schools.
City Manager Bierdzinski introduced Senior Deputy Jose Alvarez as the City’s new
motor officer.
Peggy Brierton, Buellton, stated she witnessed a plane advertising for the Chumash
Casino and expressed her displeasure with this activity.

3. Reduction of Bond for Hampton Inn – 600 McMurray Road
MOTION:
Motion by Council Member Mercado, seconded by Vice Mayor King, approving Consent
Calendar Items 1 through 3 as listed.

Motion passed by a roll call vote of 4-0.

COUNCIL MEMBER COMMENTS/ITEMS
Vice Mayor King and Mayor Sierra thanked Buellton Recreation and all the volunteers
who helped to make the Buellton BBQ Bonanza a success.
Mayor Sierra requested and the Council agreed by consensus that staff agendize truck
parking on McMurray Road.
City Manager Bierdzinski announced there are no items for the August 23 Council
meeting, so the City Council agreed by consensus to cancel that meeting.

BUSINESS ITEMS
4. Appointment of Ex-Officio Member to the Buellton Chamber of Commerce
NOMINATION:
The City Council agreed by consensus to appoint Council Member Mercado as the Ex-
Officio Member to the Buellton Chamber of Commerce.
5. Visitor’s Bureau Proposed Fiscal Year 2018-19 Budget and Request for Additional
Funding
RECOMMENDATION:
That the City Council receive the Buellton Visitor’s Bureau Fiscal Year 2018-19 Budget
and provide direction on their request for additional funding.
STAFF REPORT:
City Manager Bierdzinski presented the staff report.
DISCUSSION:
Kathy Vreeland, representing the Buellton Visitors Bureau and Chamber of Commerce
discussed the proposed budget and request for additional funding.
The City Council discussed the following issues:
The proposed budget and request for additional funding
Reevaluate using a percentage allocation for the Visitors Bureau
Agreement for additional funding to help with traffic control for Winterfest
Future discussion regarding funding for specific events
Contract amendment is only for Fiscal Year 2018/19
Peggy Brierton, Buellton, discussed surplus funds and requested the Visitors Bureau
present a balanced budget before additional funding is granted.

MOTION:
Motion by Vice Mayor King, seconded by Council Member Mercado, approving City
funding for the Visitors Bureau in the amount of $450,000 for Fiscal Year 2018/19 and
bring back a contract amendment at the September 13 Council meeting. Future event
funding shall be determined on a case by case basis.

6. Discussion of City Manager Duties
RECOMMENDATION:
That the City Council discuss the City Manager’s responsibilities and provide direction to
staff as deemed appropriate.
STAFF REPORT:
City Attorney McEwen presented the staff report.
DISCUSSION:
The City Council discussed the following issues:
Mayor and City Manager to continue to meet and review Council agendas
Ramifications of City Council involvement in personnel issues, specifically,
individual City Council liability and legal issues involving discovery of
confidential information
City Manager to continue to alert the City Council regarding major purchases
including those previously approved through the budget process
City Attorney to research Rancho Palos Verdes ordinance regarding City Manager
duties
DOCUMENTS:

DIRECTION:
The City Council agreed by consensus to leave the City Manager title and duties as listed
in the City’s Municipal Code.
7. Discussion and Direction Regarding School Traffic Safety Improvements
RECOMMENDATION:
That the City Council discuss the School Traffic Safety Improvements and provide
direction to staff.
STAFF REPORT:
Public Works Director Hess presented the staff report.

DISCUSSION:
The City Council discussed the following issues:
When the last speed study surrounding the schools was conducted
Adding additional crosswalks
Reducing the speed limit around the schools
Schools to add crossing guard volunteers
Adding additional speed limit signs
Randy Haggard, Ph.D., Superintendent of Buellton Union School District spoke about
School traffic safety and the speed limit surrounding the schools.

DIRECTION:
The City Council agreed by consensus to direct staff to continue to work with the
Buellton Union School District to implement traffic safety improvements around the
schools.
CITY MANAGER’S REPORT
City Manager Bierdzinski provided an informational report to the City Council.
ADJOURNMENT
Mayor Sierra adjourned the regular meeting at 8:30 p.m. The next regular meeting of the
City Council will be held on Thursday, August 23, 2018 at 6:00 p.m.
