CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present: Council Members Ed Andrisek and Art Mercado, Vice Mayor
Dave King and Mayor Holly Sierra
Staff: City Manager Marc Bierdzinski, City Attorney Greg Murphy,
Public Works Director Rose Hess, Planning Director Andrea
Keefer, Finance Director Shannel Zamora, Lt. Eddie Hsueh, and
City Clerk Linda Reid
PUBLIC COMMENTS
Jerrie Domingos, Buellton, requested that the City Council consider a part-time position
to manage Special Olympics programs for Buellton and Solvang Recreation.
Caroline Abate, spoke in support of President Trump.
Richard Kusmitch, Buellton, expressed his concern for safety with regard to crosswalks
on Highway 246. Public Works Director Hess provided an update regarding crosswalks.
Henry Alvarado, Buellton, requested support for Measure A, as it will help support local
schools and he provided a handout for the record.
John Sanchez, Buellton, thanked staff and the Buellton Chamber of Commerce for
hosting the 50th Anniversary dedication of the Avenue of Flags. Mr. Sanchez requested a
Kiosk be installed to display memorabilia from the Reagan Foundation.
Kathy Vreeland, representing the Buellton Chamber of Commerce and Visitors Bureau
thanked everyone for their support of the 50th Anniversary dedication of the Avenue of
Flags.

MOTION:
Motion by Vice Mayor King, seconded by Council Member Mercado, approving Consent
Calendar Items 1 through 4 as listed.
VOTE:
Motion passed by a roll call vote of 4-0.

PRESENTATIONS
5. Proclamation Declaring September 27, 2018 as the Hancock Promise Day in
Buellton
Mayor Sierra presented Greg Pensa, Guy Walker, Richard Ellison, and Lee Volker Cox,
representing the Allan Hancock College Foundation with a proclamation declaring
September 27, 2018 as Hancock Promise Day in Buellton. Mr. Pensa accepted the
proclamation and thanked the Council for their support.

COUNCIL MEMBER COMMENTS/ITEMS
Council Member Andrisek requested that staff bring back discussion regarding amplified
music at Flying Flags RV Resort. City Manager Bierdzinski stated that staff will contact
Flying Flags RV Resort to investigate the noise issue and report back to Council.
Council Member Mercado thanked the Buellton Chamber of Commerce for hosting the
50th Anniversary dedication of the Avenue of Flags.

Mayor Sierra thanked the Buellton Chamber of Commerce for hosting the 50th
Anniversary dedication of the Avenue of Flags and spoke about the Vintage Trailer Bash
at Flying Flags RV Resort.
Mayor Sierra announced she went to the Skirball Cultural Center and thanked Recreation
Coordinator Abello for arranging the trip. Mayor Sierra welcomed City Attorney Greg
Murphy from Burke, Williams and Sorensen.
Mayor Sierra announced that the Santa Barbara County Veterans Stand Down event is
scheduled for Saturday, October 20 from 9:00 a.m. to 1:00 p.m. at the Santa Maria
Fairpark. Mayor Sierra stated there is a donation box at City Hall and asked for
donations of new towels, socks, toiletries, and other similar items.
Mayor Sierra requested bike sharrows be brought back for discussion for installation near
the schools. The City Council agreed by consensus to bring this issue back for discussion
at a future meeting.
WRITTEN COMMUNICATIONS

COMMITTEE REPORTS
Council Member Andrisek announced that he attended the Central Coast Water Authority
(CCWA) Board Meeting and provided an oral report regarding the meeting.
Vice Mayor King announced that he attended the League of California Cities Annual
Conference in Long Beach and provided an oral report regarding the event.
Mayor Sierra announced that she attended a board meeting for Santa Barbara County
Association of Governments (SBCAG) and provided an oral report regarding the
meeting.
BUSINESS ITEMS
6. First Contract Amendment with the Buellton Business Association/Chamber of
Commerce for Operation of a Visitor’s Bureau
RECOMMENDATION:
That the City Council approve the First Amendment to the Service Contract and
authorize the City Manager to execute the amendment.

SPEAKERS/DISCUSSION:
Kathy Vreeland, representing the Buellton Visitors Bureau discussed funding Winterfest.
The City Council discussed the following issues:
That funds need to be allocated for Winterfest for lighting and traffic control
Discussed parking options for Winterfest

MOTION:
Motion by Council Member Mercado, seconded by Vice Mayor King, approving the
First Amendment to the Service Contract with the Buellton Business

7. Acceptance of the 2017/2018 Road Maintenance Project
RECOMMENDATION:
That the City Council accept the 2017/2018 Road Maintenance Project and instruct the
City Engineer to file the attached Notice of Completion.

Public Works Director Hess presented the staff report.

DIRECTION:
The City Council agreed by consensus to accept the 2017/2018 Road Maintenance
Project and instructed the City Engineer to file the Notice of Completion.

City Manager Bierdzinski provided an informational report to the City Council.

8. CONFERENCE WITH LEGAL COUNSEL – ANTICIPATED LITIGATION
Initiation of litigation pursuant to Government Code Section 54956.9, subdivision
(d)(4) (2 cases)
The City Council met in closed session to discuss anticipated litigation. No reportable
action was taken.
ADJOURNMENT
Mayor Sierra adjourned the regular meeting at 7:10 p.m. The next regular meeting of the
City Council will be held on Thursday, October 25, 2018 at 6:00 p.m.
