CONSENT CALENDAR 1. Minutes of December 13, 2018 Regular City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year 2018/19 3. Quarterly Report for July 1, 2018 through September 30, 2018 from Visit Santa Ynez Valley (VisitSYV) 4. Monthly Treasurer’s Report – November 30, 2018 5. Resolution No. 19-01 - “A Resolution of the City Council of the City of Buellton, California, Approving a Final Development Plan (17-FDP-02) and Tentative Tract Map (TTM 31060) for the Central Homes Project Located on the North East Corner of First Street and Central Avenue, Assessor’s Parcel Numbers 099-283-005, 099-283-006 and 099-283-007” RECOMMENDATION: That the City Council consider adoption of Resolution No. 19-01. STAFF REPORT: Planning Director Keefer presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: Michael Kim, project applicant, discussed the proposed project and the incomplete plan submittals. Judy Pedersen, Buellton, spoke about street lights on Central Avenue expressed her support for the project. The City Council discussed the following issues:  Future street lighting in the area  Requiring an affordable housing unit in the complex  Allowing the Historical Society to go through the existing building to salvage any of Buellton’s historical artifacts  How the project has evolved through various iterations and will help to make this area more desirable  Concerns over the setback modifications  Proposed alleyway improvements City Council Meeting Minutes Page 3 January 10, 2019 MOTION: Motion by Vice Mayor Andrisek, seconded by Council Member King approving Resolution No. 19-01 – “A Resolution of the City Council of the City of Buellton, California, Approving a Final Development Plan (17-FDP-02) and Tentative Tract Map (TTM 31060) for the Central Homes Project Located on the North East Corner of First Street and Central Avenue, Assessor’s Parcel Numbers 099-283-005, 099-283-006 and 099-283-007” and that staff ensures that plans are complete before further permits are issued. VOTE: Motion passed by a roll call vote of 5-0. Council Member King - Yes Council Member Mercado – Yes Council Member Sanchez – Yes Vice Mayor Andrisek - Yes Mayor Sierra – Yes COUNCIL MEMBER COMMENTS/ITEMS Council Member King requested that staff agendize and Council agreed by consensus to review the agrarian architectural style. Vice Mayor Andrisek requested that staff contact Endelos Energy regarding solar lighting for the Avenue of Flags. Vice Mayor Andrisek asked when the art structures on the Avenue of Flags will be removed. City Manager Bierdzinski stated the structures will be moved to the Santa Barbara Train Station soon. Vice Mayor Andrisek requested that staff agendize and Council agreed by consensus to discuss having a videographer to operate the camera during City Council and Planning Commission meetings. Council Member Sanchez requested that solar lighting be considered for Central Avenue. Council Member Sanchez requested that staff look into conducting a salary survey for City employees. Mayor Sierra asked about the status of semi-truck parking in Buellton. City Manager Bierdzinski stated he is working with property owners regarding this issue. Consideration of Wastewater Treatment Plant Management Agreement with Santa Ynez Community Services District STAFF REPORT: Public Works Director Hess announced this item will be continued to the meeting of January 24 to allow further time for attorney review of the proposed agreement. CITY MANAGER’S REPORT City Manager Bierdzinski provided an informational report to the City Council and announced his retirement date of June 30, 2019 and provided a written notice for his personnel file.
