CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present: Council Members Dave King, Art Mercado, and John Sanchez,
Vice Mayor Ed Andrisek and Mayor Holly Sierra
Staff: City Manager Marc Bierdzinski, City Attorney Greg Murphy,
Public Works Director Rose Hess, Finance Director Shannel
Zamora, Planning Director Andrea Keefer, Lt. Eddie Hsueh, and
City Clerk Linda Reid
PUBLIC COMMENTS
Carolyn Abate, spoke in support of President Trump.
Joe Armendariz, representing Santa Barbara County Taxpayers Association, spoke in
support of Buellton’s Resolution No. 19-11 and thanked the Council for supporting
interim trucking of crude oil along northern stretches of Highway 101.
Mike Hecker, representing SYV Spoke, thanked the City of Buellton for being
progressive in adding bike lanes on Highway 246 and Avenue of Flags. Mr. Hecker
asked the Council to continue to support bicycle infrastructure in the Santa Ynez Valley.

MOTION:
Motion by Council Member Mercado, seconded by Council Member King, approving
Consent Calendar Items 1 through 5 as listed.

PRESENTATIONS

PUBLIC HEARINGS

COUNCIL MEMBER COMMENTS/ITEMS
Vice Mayor Andrisek requested a future resolution supporting balanced energy solutions
and provided a sample resolution for the record. City Manager Bierdzinski suggested
the Green Team review this item and bring comments forward to the City Council.
Vice Mayor Andrisek announced that this week is National Small Business Week and
encouraged everyone to support small businesses.
Council Member King requested that staff expedite installation of a crosswalk at
Damassa Road. City Manager Bierdzinski stated this can be addressed during the design
of Median 2 on the Avenue of Flags.
Mayor Sierra announced that Caltrans will be installing a median on Highway 246 at La
Lata Drive with a left turn pocket.
Vice Mayor Andrisek announced that he attended the North County Economic Summit in
Santa Maria and provided a booklet for the Library.

COMMITTEE REPORTS
Mayor Sierra announced that she attended the Santa Barbara County Association of
Governments North County Sub-Regional Committee meeting and provided an oral
report for the record.
BUSINESS ITEMS
6. Budget Study Session for Fiscal Years 2019-20 and 2020-21 Biennial Budget
RECOMMENDATION:
That the City Council review the Fiscal Year 2019-20 and 2020-21 City Budget and
provide direction to staff as to any desired changes.
STAFF REPORT:
Finance Director Zamora presented the staff report.
DOCUMENTS:
Staff Report with attachments as listed in the staff report.
SPEAKERS/DISCUSSION:
The City Council discussed the preliminary City budget and provided requested changes
to the Budget and the Capital Improvement Program.
Peggy Brierton, Buellton, complemented Finance Director Zamora on the well prepared
budget. Ms. Brierton supported the funding of bike trails and the Arts and Culture
Committee.
Mike Hecker, representing SYV Spoke, thanked the Council for their forward thinking
and for supporting cycling in Buellton and additional funding for amenities at River View
Park.
DIRECTION:
The City Council directed staff to implement the budget changes as discussed and bring it
back for consideration of adoption at the regular Council meeting scheduled for May 23,
2019.
7. Review of Community Design Guidelines – Architecture
RECOMMENDATION:
That the City Council review and provide further direction to Staff on a possible update
to the City’s Community Design Guidelines.

STAFF REPORT:
Planning Director Keefer presented the staff report.
DISCUSSION:
The City Council discussed the following issues:
Different design styles and materials
Remove board and batten or reduce the usage percentage from new projects
Allowing higher quality wood siding on new buildings
DIRECTION:
The City Council agreed by consensus to direct staff to work with the City’s contract
architect to review the use of board and batten and provide alternatives for consideration.
CITY MANAGER’S REPORT
City Manager Bierdzinski provided an informational report to the City Council.

The City Council met in closed session to discuss Item 8. No reportable action was
taken.

Mayor Sierra adjourned the regular meeting at 8:43 p.m. The next regular meeting of the
