CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m.
PLEDGE OF ALLEGIANCE
ROLL CALL
Present: Council Members Dave King, Art Mercado, and John Sanchez,
Vice Mayor Ed Andrisek and Mayor Holly Sierra
Staff: City Manager Scott Wolfe, City Attorney Greg Murphy, Finance
Director Shannel Zamora, Planning Director Andrea Keefer,
Recreation Supervisor Kyle Abello, Contract Planner Irma Tucker,
Deputy Zach Morphy, and City Clerk Linda Reid
PUBLIC COMMENTS
Caroline Abate, spoke in support of President Trump renegotiating foreign trade deals.
Judi Stauffer, Buellton, thanked the Council and staff for hosting the Cannabis Forum at
Jonata Middle School.
CONSENT CALENDAR
Council Member King requested and the Council agreed by consensus to pull Item 3 for
discussion.

2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year
2019/20
MOTION:
Motion by Council Member King, seconded by Council Member Mercado, approving
Consent Calendar Items 1 and 2.

3. Acceptance of Village Park
Gavin Moores, representing Capital Pacific Development Group, discussed how Village
Park has evolved through the years along with development of the Village Specific Plan.
City Attorney Murphy stated the Council could accept the Village Park Deed contingent
upon staff working with the development parties to secure an agreement detailing how
reimbursement will be paid, together with submission of as-built drawings for the Park.
If these issues are successfully arranged, this item does not need to return to Council.
MOTION:
Motion by Council Member King, seconded by Vice Mayor Andrisek, approving
Consent Calendar Item 3, pursuant to the City Attorney’s comments above.

PUBLIC HEARINGS
4. Ordinance No. 19-02 – “An Ordinance of the City Council of the City of Buellton,
California, Amending Municipal Code Title 19 (Zoning) Related to Certain
Commercial Cannabis Activities” (Introduction and First Reading)
RECOMMENDATION:
That the City Council consider adoption of Ordinance No. 19-02.

SPEAKERS/DISCUSSION:
Mayor Sierra opened the public hearing.
Peggy Brierton, Buellton, requested that the conditional use permit be reviewed annually
rather than allowing it go on indefinitely.
There being no additional speakers, Mayor Sierra closed the public hearing.
MOTION:
Motion by Mayor Sierra, seconded by Council Member Sanchez approving the
introduction and first reading of Ordinance No. 19-02 – “An Ordinance of the City
Council of the City of Buellton, California, Amending Municipal Code Title 19 (Zoning)
Related to Certain Commercial Cannabis Activities” by title only and waive further
reading.

COUNCIL MEMBER COMMENTS/ITEMS
Vice Mayor Andrisek stated the eight flag poles on the Avenue of Flags are now
illuminated and thanked Council Member Sanchez for his dedicated follow through in
having the lights installed.
Mayor Sierra stated the Cannabis Forum on October 9 was well attended.
Mayor Sierra announced the Santa Barbara County Fire Department will be hosting a
Pancake breakfast on Saturday, October 12, from 9:00 a.m. to 12:00 p.m. at the Buellton
Town Center, with proceeds going to Oak Valley-Jonata PTSA. Mayor Sierra also
announced the Deuces on 101 Car Show will be held Saturday, October 12, from 9:00
a.m. to 3:00 p.m. at Zaca Creek Golf Course.

COMMITTEE REPORTS
Council Member Sanchez announced he attended the first Arts and Culture Committee
board meeting and provided an oral report for the record.
Mayor Sierra announced that she attended the Santa Barbara County Association of
Governments North County Sub-Regional Committee meeting and provided an oral
report for the record.
BUSINESS ITEMS
5. Discussion and Direction Regarding Dia de Los Muertos/Day of the Dead Project
Proposal (Arts & Culture Committee)
RECOMMENDATION:
That the City Council consider approving $2,500 to fund the Dia de Los Muertos/Day of
the Dead Project.
STAFF REPORT:
Recreation Supervisor Abello presented the staff report and indicated there will be three
daytime workshops and two evening workshops supporting this event.
SPEAKERS/DISCUSSION:
Stacey Thompson, the local artist who wrote the project proposal discussed the Dia de
Los Muertos project and said that everyone is welcome to attend the event.
Peggy Brierton, Buellton, spoke in support of the project and stated the community is
fortunate to have this event in Buellton.

6. Annual Report from the Buellton Visitors Bureau for the Period July 2018 through
June 2019
RECOMMENDATION:
That the City Council receive the Annual Report from the Buellton Visitors Bureau and
their marketing team.
STAFF REPORT:
Finance Director Zamora presented the staff report.
SPEAKERS/DISCUSSION:
Kathy Vreeland, Executive Director of the Buellton Visitors Bureau provided a
PowerPoint presentation showing the Buellton Visitors Bureau’s activities from July
2018 through June 2019. Ms. Vreeland introduced the Visitor Bureau’s marketing team,
including: Megan DeCicco, Michelle Rodriguez, and Charlie Littlejohn, who also
provided information regarding Buellton’s tourism branding.
The City Council thanked the Visitors Bureau and their marketing team for their efforts
to showcase Buellton.

7. Discussion and Direction Regarding Proposal for Update to Community Design
Guidelines
RECOMMENDATION:
That the City Council consider updating the 2005 Community Design Guidelines;
authorize the City Manager to enter into agreement with Ravatt, Albrecht & Associates,
Inc. for professional services outlined in the proposal for design guideline modifications;
and direct the Finance Director to modify the Fiscal Year 2019/20 budget to fund this
project.
STAFF REPORT:
Contract Planner Tucker presented the staff report.
SPEAKERS/DISCUSSION:
The City Council requested that staff return with a draft of the Community Design
Guidelines at 50 percent completion for review by Council to ensure the building design
samples are appropriate.

MOTION:
Motion by Council Member Mercado, seconded by Council Member King authorizing
Staff to update the 2005 Community Design Guidelines; authorizing the City Manager to
enter into agreement with Ravatt, Albrecht & Associates, Inc. for professional services
outlined in the proposal for design guideline modifications (using the City’s standard
agreement) with funding not to exceed $16,350; and directing the Finance Director to
modify the Fiscal Year 2019/20 budget to fund this project.
