CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m.

PUBLIC COMMENTS
Stacey Thompson spoke about the Dia de Los Muertos event and said it was a great
success.
Puck Erickson, representing the Santa Ynez Valley Botanic Garden, spoke about the
success of the Dia de Los Muertos event.
CONSENT CALENDAR

PUBLIC HEARINGS

COUNCIL MEMBER COMMENTS/ITEMS
Council Member Sanchez stated that he attended the Arts and Culture Committee
meeting and provided an oral report for the record.
Mayor Sierra announced there will be a Highway 154 Safety Forum on Monday evening,
December 16. Details will be forthcoming.
Mayor Sierra requested the next budget adjustment include a capital improvement line
item for safety improvements on Highway 246.
WRITTEN COMMUNICATIONS
Correspondence was received on November 13, 2019, distributed to City Council
Members, and made part of the record from Buellton residents Kirk and Christy
Nordgren.
COMMITTEE REPORTS
Council Member Sanchez announced that he attended the Elected Leaders Forum to
Address Homelessness on October 30 and provided an oral report for the record.
Mayor Sierra announced that she attended the Green Team meeting and provided an oral
report for the record.

7. Ordinance No. 19-03 – “An Ordinance of the City Council of the City of Buellton,
California, Considering Revisions to Title 19 (Zoning) of the Buellton Municipal
Code (19-ZOA-01) Relating to Accessory Dwelling Units, Amending Sections:
19.02.110, 19.04.142, 19.12.020, 19.16.010, 19.16.014, 19.16.020, Deleting Title and
Text of Section 19.06.180, and Replacing with New Title (Accessory Dwelling Units)
and Text” (Second Reading)
RECOMMENDATION:
That the City Council consider adoption of Ordinance No. 19-03.

SPEAKERS/DISCUSSION:
The City attorney advised the City Council that the State of California recently changed
the Accessory Dwelling Unit statutes and that a modification to this ordinance would be
brought to them early in 2020, but recommended approval of this ordinance.
MOTION:
Motion by Council Member Mercado, seconded by Council Member King approving
Ordinance No. 19-03 – “An Ordinance of the City Council of the City of Buellton,
California, Considering Revisions to Title 19 (Zoning) of the Buellton Municipal Code
(19-ZOA-01) Relating to Accessory Dwelling Units, Amending Sections: 19.02.110,
19.04.142, 19.12.020, 19.16.010, 19.16.014, 19.16.020, Deleting Title and Text of
Section 19.06.180, and Replacing with New Title (Accessory Dwelling Units) and Text”
by title only and waive further reading.

8. Discussion and Direction Regarding Industrial Way Lighting
RECOMMENDATION:
That the City Council provide direction to staff regarding how to proceed with lighting on
Industrial Way.
STAFF REPORT:
Public Works Director Hess presented the staff report.

SPEAKERS/DISCUSSION:
The City Council discussed the following issues:
Expenditures to date on the proposed project
Consideration of a lighting district, which may provide grant funding
opportunities
Moving forward with solar lighting rather than conventional lighting
Continue item to second meeting in January to bring back comparison between
solar lighting and conventional lighting
DIRECTION:
The City Council agreed by consensus to direct staff to continue this item to the City
Council meeting of February 13 and bring back a comparison analysis between the
installation of solar lighting or conventional lighting.
9. Resolution No. 19-21 – “A Resolution of the City Council of the City of Buellton,
California, for the Purpose of Budget Amendments from Operational Changes
Related to Fiscal Year 2019-20 through the First Quarter Ending September 30,
2019”
RECOMMENDATION:
That the City Council consider adoption of Resolution No. 19-21.

SPEAKERS/DISCUSSION:
The City Council discussed the increased appropriation for landscape maintenance at
Village Park.

Motion by Council Member Mercado, seconded by Vice Mayor Andrisek approving
Resolution No. 19-21 – “A Resolution of the City Council of the City of Buellton,
California, for the Purpose of Budget Amendments from Operational Changes Related to
Fiscal Year 2019-20 through the First Quarter Ending September 30, 2019”
