Monthly Treasurer’s Report – March 31, 2021 Mayor Sierra questioned why restricted cash decreased by nearly $865,000 and Finance Director Zamora explained that the loan proceeds to be used for ENGIE Services are being held in an escrow account and are restricted to be used for ENGIE Services expenditures. Finance Director Zamora further explained that loan repayments will be paid from the City's General checking account once the project is complete. Public Works Director Hess responded that staff was waiting for the flag pole to be installed in the next two weeks but the Median could be opened prior to installation of the flag pole. Mayor Sierra announced that the Arts & Culture Committee will present the “Walk into Fire” display on Saturday, April 24 from 1:00 – 4:00 p.m. at Jonata Middle School. Mayor Sierra announced that she listened to the last Planning Commission meeting and was impressed by the Planning Commissioners’ knowledge and input during the meeting. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Council Member Andrisek announced that he attended the Central Coast Water Authority (CCWA) Board Meeting via Zoom and provided an oral report regarding the meeting. Council Member King and Vice Mayor Sanchez announced that they attended an Ad Hoc Committee meeting pertaining to the Santa Ynez Valley Community Aquatics Center and provided an oral report regarding the meeting. Mayor Sierra announced that she attended the Santa Barbara County Association of Governments (SBCAG) board meeting and provided an oral report regarding the meeting. BUSINESS ITEMS 4. Presentation of the City’s CalPERS Pension Liability RECOMMENDATION: That the City Council receive an update from the City’s independent consultant on the City’s pension liabilities with CalPERS. SPEAKERS/DISCUSSION: Dan Matusiewicz, Senior Consultant for GovInvest, Inc. presented details of the City’s CalPERS pension liability via a slide presentation. City Council Meeting Minutes Page 4 April 22, 2021 The City Council discussed the following issues:  CalPERS discount rate and its effect on the City of Buellton  How Buellton can reduce its funding liability going forward such as making additional contributions, which will be discussed further at a future Council meeting. 5. Presentation Regarding Phase Two Community Action Plan – Homelessness RECOMMENDATION: That the City Council receive a presentation regarding Phase Two Community Action Plan to address homelessness and direct staff to bring back a resolution outlining how staff will work with the County of Santa Barbara to address this issue. STAFF REPORT: Planning Director Keefer presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: Lucille Boss with the County of Santa Barbara Housing and Community Development provided a presentation and spoke about the Phase Two Community Action Plan regarding Homelessness. The City Council discussed the low number of homelessness in Buellton and the large number of homelessness throughout Santa Barbara County. MOTION: Motion by Mayor Sierra, seconded by Council Member Lewis, directing staff to bring back a resolution outlining how staff will work with the County of Santa Barbara to address the Community Action Plan regarding homelessness. VOTE: Motion passed by a roll call vote of 4-1, with Council Member King voting no. Discussion and Approval of Arts & Culture Project Application: Creating an Art Journal RECOMMENDATION: That the City Council consider approving the request for $2,296 to fund the Creating an Art Journal Project. STAFF REPORT: Recreation Supervisor Abello presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed the following issues:  No charge to project participants  The project may be too selective and not available to everyone, which was the desired focus of the Arts & Culture Committee  Project may be better suited as a class at the Buellton Recreation Center DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Vice Mayor Sanchez, seconded by Council Member Andrisek, approving the amount of $2,296 to fund the Creating an Art Journal Project. The motion failed as a second motion was made and a roll-call conducted and the original motion became moot. MOTION: Motion by Council Member King, seconded by Council Member Lewis, denying the funding request of $2,296 to create Art Journals. VOTE: Motion passed by a roll call vote of 4-1, with Vice Mayor Sanchez voting no. Discussion Regarding Proposition 68 Per Capita Grant Projects RECOMMENDATION: That the City Council provide direction to staff on potential Park projects to be included in the City’s Proposition 68 Per Capita Grant Program Application. STAFF REPORT: Recreation Supervisor Abello presented the staff report. City Council Meeting Minutes Page 6 April 22, 2021 SPEAKERS/DISCUSSION: The City Council discussed the following issues:  Bike skills course safety measures and making equipment available to various age groups  Value in installing Bocce courts and the splash pads  Removing the adult fitness equipment from the grant application as residents can utilize the same equipment at the Recreation Center Fitness Center  Adding a second splash pad at Village Park  Repairing concrete areas where needed DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Council Member Lewis, seconded by Council Member King, directing staff to submit a Proposition 68 Per Capita grant application requesting funding for amenities at River View Park to include a bike skills course, Bocce courts, a splash pad, and needed concrete repair and for staff to submit a second grant application requesting funding for a second splash pad at Village Park. Discussion Regarding Solar Energy Structures at Park and Ride and Area North on Avenue of Flags RECOMMENDATION: That the City Council review and discuss the conceptual plans for proposed solar energy structures and provide direction to staff regarding the City entering into a license agreement with Flying Flags RV Resort for the installation, operation, and maintenance of the proposed structures. STAFF REPORT: Planning Director Keefer presented the staff report. SPEAKERS/DISCUSSION: Tim Kihm and Sam Elias, representing the applicant, Flying Flags RV Resort and Campground, provided a presentation regarding their request to add solar energy structures adjacent to the RV Resort on Avenue of Flags. City Council Meeting Minutes Page 7 April 22, 2021 Public comments were received and made part of the record from Buellton residents Mark & Jill Cavanaugh and Hudson Hornick opposing the proposed solar energy structures. The City Council discussed the following issues:  Adding the solar panels on private property rather than on Avenue of Flags  Bring back additional visual renderings for the Council and public to view  Allowing private businesses to use City owned property and the private/public benefit that would come from the project  Installation of solar panels qualifies for a federal tax credit DOCUMENTS: Staff report with attachments as listed in the staff report.
