City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON SPECIAL CITY COUNCIL MEETING MINUTES Special Meeting of September 30, 2021 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor Sierra called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Ed Andrisek, Dave King, Elysia Lewis, Vice Mayor John Sanchez, and Mayor Holly Sierra Staff: City Manager Scott Wolfe, City Clerk Linda Reid, Public Works Director Rose Hess, Assistant City Attorney Christina Burrows (via Zoom), Finance Director Shannel Zamora (via Zoom), and Planning Director Andrea Keefer REORDERING OF AGENDA None PUBLIC COMMENTS Pam Gnekow, Executive Director of the Buellton Senior Center announced that “Welcome to the Barn” is scheduled for October 16 from 3:00 to 7:00 p.m. at the Willemsen Ranch and provided details regarding the event. CONSENT CALENDAR 1. Minutes of September 9, 2021 Regular City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Years 2020/2021 and Fiscal Year 2021/2022 3. Monthly Treasurer’s Report – August 31, 2021 Special City Council Meeting Minutes Page 2 September 30, 2021 4. Appointment of Voting Alternate to California Joint Powers Insurance Authority for Annual Board Meeting MOTION: Motion by Council Member King, seconded by Council Member Andrisek, approving Consent Calendar Items 1 through 4 as listed. VOTE: Motion passed by a roll call vote of 5-0. Council Member Andrisek – Yes Council Member King – Yes Council Member Lewis – Yes Vice Mayor Sanchez - Yes Mayor Sierra – Yes PRESENTATIONS None PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS Vice Mayor Sanchez announced that he, Council Member Andrisek, and Mayor Sierra attended the League of California Cities annual conference in Sacramento and thanked staff for making the conference arrangements. Mayor Sierra thanked the Buellton Recreation staff for organizing “Bike Night” at River View Park and said it was very well attended. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Vice Mayor Sanchez announced that the Buellton Arts & Culture Program was chosen by the Santa Barbara County Arts Commission to receive the 2021 “Leadership in the Arts” Award and thanked all involved with this great program. Mayor Sierra announced that she attended the Highway 154 Safety Committee Meeting and provided an oral report for the record. Special City Council Meeting Minutes Page 3 September 30, 2021 Mayor Sierra announced that she attended a board meeting for Santa Barbara County Association of Governments (SBCAG) and provided an oral report regarding the meeting. BUSINESS ITEMS 5. Request for Use of Affordable Housing In-Lieu Funds from Cabrillo Economic Development Corporation RECOMMENDATION: That the City Council review the request for use of In-Lieu funds and direct staff as appropriate. STAFF REPORT: City Manager Wolfe presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: Correspondence supporting the project was received, provided to the City Council, and made part of the record from Ren Ross, Director of Project Management at New Directions for Veterans. Gustavo Almarosa, Director at Cabrillo Economic Development Corporation discussed the proposed project and their request for use of in-lieu funds. Ryan Ortiz, representing Cabrillo Economic Development Corporation provided a presentation describing the request for use of in-lieu funds. The City Council discussed the following issues:  Available parking spaces  All applicants must be at least 55 years of age to live in this development  Using the affordable housing in-lieu funds for several projects, rather than just one project MOTION: Motion by Mayor Sierra, seconded by Council Member Lewis, approving Cabrillo Economic Development Corporation’s request for use of in-lieu funds in the amount of $150,000. Masks are required to be worn, except when comments are being addressed to the Council. Any person may address the Council on any subject pertaining to City business, including all items on the agenda not listed as a Public Hearing, including the Consent Agenda and Closed Session. Limited to three (3) minutes per speaker. By law, no action may be taken at this meeting on matters raised during Public Comments not included on this agenda. Public Speakers using a translator are allotted a total of six (6) minutes to speak, unless simultaneous translation equipment is used.
