City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON SPECIAL CITY COUNCIL MEETING MINUTES Special Meeting of November 10, 2021 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor Sierra called the meeting to order at 6:00 p.m. EMERGENCY APPROVAL TO ALLOW COMMENTS VIA TELEPHONE AND ZOOM City Attorney Murphy announced that the City Council can continue the emergency resolution to allow Council Members and the public to participate at Council meetings via teleconference and stated that staff will bring back a written resolution at the December 9, 2021 Council meeting continuing the need for teleconferenced meetings, if necessary. MOTION: Motion by Council Member King, seconded by Council Member Lewis, approving the emergency resolution for 30 days, allowing Council Members, staff, and the public to take part in Council meetings via teleconference. VOTE: Motion passed by a roll call vote of 4-0. The City Council thanked Ms. Powers and Mr. Glas and all the volunteers who help to make the Garden a success. CONSENT CALENDAR 1. Minutes of October 28, 2021 Regular City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year 2021/2022 3. Financial Report for First Quarter Ending September 30, 2021 MOTION: Motion by Council Member King, seconded by Council Member Andrisek, approving Consent Calendar Items 1 through 3 as listed. Ordinance No. 21-03 – “An Ordinance of the City Council of the City of Buellton, California, Pertaining to the Mandatory Organic Waste Disposal Reduction” (Introduction and First Reading) RECOMMENDATION: That the City Council consider adoption of Ordinance No. 21-03. Special City Council Meeting Minutes Page 3 November 10, 2021 STAFF REPORT: Public Works Director Hess presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed whether residents will be given waste cans to dispose of organic waste materials. Public Works Director Hess stated that currently the program is working with commercial businesses to comply with the organic waste disposal program. Mayor Sierra opened the public hearing at 6:29 p.m. There being no public comment, Mayor Sierra closed the Public Hearing at 6:30 p.m. DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Mayor Sierra, seconded by Council Member King approving the introduction and first reading of Ordinance No. 21-03 – “An Ordinance of the City Council of the City of Buellton, California, pertaining to the Mandatory Organic Waste Disposal Reduction” by title only and waive further reading. VOTE: Motion passed by a roll call vote of 4-0. Mayor Sierra thanked the Recreation Department for hosting the Holiday Bazaar Arts & Crafts Fair on November 6 at River View Park. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Council Member King stated he attended the Santa Ynez Valley Community Aquatics Foundation Ad Hoc Committee and provided an oral report for the record. Special City Council Meeting Minutes Page 4 November 10, 2021 BUSINESS ITEMS 5. Discussion of Broadband Strategic Planning Effort RECOMMENDATION: That the City Council discuss the broadband strategic planning effort and direct staff accordingly. SPEAKERS/DISCUSSION: Marjorie Kirn, Executive Director of Santa Barbara County Association of Governments (SBCAG) discussed the broadband strategic planning effort and introduced Bill Simmons, D.M., from Broadband Consortium, Pacific Coast, who discussed the broadband planning effort in depth and answered questions from the City Council. DIRECTION: The City Council agreed by consensus to direct staff to bring back discussion of a Memorandum of Understanding and budget amendment to fund the broadband strategic planning effort. 6. 2023 Housing Element Update; Consideration of Award of Contract and Entering into Professional Services Agreement RECOMMENDATION: That the City Council authorize work on the City’s Housing Element and direct the City Manager to execute an agreement with Civic Solutions for their professional services for $116,430. SPEAKERS/DISCUSSION: George Buell, representing Civic Solutions, thanked the Council for their support and stated he looks forward to working with City staff on the 2023 Housing Element Update. Special City Council Meeting Minutes Page 5 November 10, 2021 MOTION: Motion by Council Member King, seconded by Council Member Lewis, authorizing Civic Solutions to perform work on the City’s 2023 Housing Element at a cost not to exceed $116,430. Resolution No. 21-15 – “A Resolution of the City Council of the City of Buellton, California, for the Purpose of Budget Amendments from Operational Changes Related to Fiscal Year 2021-22 Budget through the First Quarter ending September 30, 2021” RECOMMENDATION: That the City Council adopt Resolution No. 21-15.
