CALL TO ORDER
Mayor Sierra called the meeting to order at 6:00 p.m.

MOTION:
Motion by Vice Mayor King, seconded by Council Member Lewis, approving Consent
Calendar Items 1 through 6 as listed.

Motion passed by a roll call vote of 5-0.

PRESENTATIONS
7. Proclamation Recognizing National Donate Life Month
Mayor Sierra read the proclamation recognizing April 2022 as National Donate Life Month
and thanked Scott Burns for his dedication to this cause. Mr. Burns discussed the
importance of organ donation and thanked the Council for their support.
8. Proclamation Recognizing National Child Abuse Awareness & Prevention Month
Mayor Sierra read the proclamation recognizing April 2022 as National Child Abuse
Awareness & Prevention Month and thanked Program Director John Crowell for bringing
attention to this important cause. Mr. Crowell spoke about Child Abuse Awareness &
Prevention Month and thanked the Council for their support.
9. Recognizing Lieutenant Jeff Greene for his Service to the City of Buellton
Mayor Sierra and City Manager Wolfe thanked Lieutenant Jeff Greene for his service to
the City of Buellton, presented him with a plaque, and wished him success in his new
position with the Aviation Bureau of the Sheriff’s Department. Lt. Greene thanked the
Council and staff for their support over the past two challenging years and introduced his
replacement, Lt. Garrett TeSlaa. Lt. TeSlaa stated that he looks forward to serving Buellton
and the Santa Ynez Valley.

COUNCIL MEMBER COMMENTS/ITEMS
Council Member Sanchez thanked Executive Director Kathy Vreeland with the Buellton
Chamber of Commerce and Visitor’s Bureau for organizing Lagerville 2022 at Figueroa
Mountain Brewing Company on April 9 and said it was a great event.
Vice Mayor King announced that he and other Council Members will be attending
California Joint Powers Insurance Authority (CJPIA) Elected Official’s Forum in Palm
Desert from May 2-4.
Mayor Sierra thanked staff for the flower arrangement in memory of her husband’s Mother
who passed away on April 12.

COMMITTEE REPORTS
Council Member Sanchez announced that he attended the Arts and Culture Committee
board meeting and provided an oral report regarding the meeting.
Council Member Sanchez announced that he attended the Central Coast Water Authority
(CCWA) Special board meeting and provided an oral report for the record.
BUSINESS ITEMS
10. Ordinance No. 22-05 - “An Ordinance of the City Council of the City of Buellton,
California, Approving a Development Agreement (21-DA-01) for the 518 Avenue of
Flags – Mixed-Use Development Project Located at 518 Avenue of Flags and
Authorizing Execution of the Agreement by the City Manager” (Second Reading)
RECOMMENDATION:
That the City Council adopt Ordinance No. 22-05.

Motion by Council Member Lewis, seconded by Council Member Andrisek adopting
Ordinance No. 22-05 - “An Ordinance of the City Council of the City of Buellton,
California, Approving a Development Agreement (21-DA-01) for the 518 Avenue of Flags
– Mixed-Use Development Project Located at 518 Avenue of Flags and Authorizing
Execution of the Agreement by the City Manager” by title only and waive further reading.
VOTE:
Motion passed by a roll call vote of 4-1, with Vice Mayor King voting no.

11. Request to Authorize Funding for Temporary Planning Department Staffing
RECOMMENDATION:
That the City Council authorize funding for temporary Planning Department staffing.
STAFF REPORT:
City Manager Wolfe presented the staff report.

MOTION:
Motion by Vice Mayor King, seconded by Council Member Sanchez authorizing funding
for temporary Planning Department staffing in the amount of $15,000.
