Resolution No. 24-02 - “A Resolution of the City Council of the City of Buellton, California, Adopting the Measure A Five-Year Local Program of Projects for Fiscal Years 2024/2025 - 2028/2029” RECOMMENDATION: That the City Council consider adoption of Resolution No. 24-02. STAFF REPORT: Public Works Director Hess presented the staff report. SPEAKERS/DISCUSSION: Mayor King opened the public hearing at 6:08 p.m. There being no public comment, Mayor King closed the Public Hearing at 6:09 p.m. DOCUMENTS: Staff report with attachments as listed in the staff report. Vice Mayor Silva requested that staff agendize discussion of providing additional funding to Santa Ynez Valley Community Outreach, as their Meals on Wheels distribution is increasing, along with the cost of food. City Manager Wolfe stated he will ask Pam Gnekow to attend a future Council meeting to speak about increased meal distribution and funding shortfall. Council Member Sanchez thanked local law enforcement for enforcing the speed limit in Buellton. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS Council Member Sanchez announced that he attended the Central Coast Water Authority (CCWA) meeting and provided an oral report for the record. Council Member Sanchez announced that he attended the Buellton Chamber of Commerce and Visitors Bureau board meeting and provided an oral report for the record. Council Member Lewis announced that she attended the Santa Ynez Valley Community Aquatics Foundation meeting on behalf of the Santa Ynez Valley School District and provided an oral report for the record. Vice Mayor Silva announced that he attended the Central Coast Community Energy (3CE) board meeting and provided an oral report for the record. Mayor King announced that he attended the Coast Rail Coordinating Council (CRCC) board meeting and provided an oral report for the record. BUSINESS ITEMS 4. Introduction of Initial Concept of an Update to the Buellton Urban Growth Boundary (UGB) Initiative RECOMMENDATION: That the City Council review the exhibits and proposed process included in the staff report, and direct staff to proceed with additional public outreach. STAFF REPORT: City Manager Wolfe presented the staff report and displayed a PowerPoint presentation explaining the Urban Growth Boundary concept. City Council Meeting Minutes Page 4 February 22, 2024 DOCUMENTS: Staff report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: The City Council discussed various issues related to expanding the Urban Growth Boundary and how best to move forward. DIRECTION: The City Council agreed by consensus to proceed with additional public outreach regarding the update to the Buellton UGB initiative. 5. Authorization of Contract Extension with KOA to Prepare Caltrans Traffic Study RECOMMENDATION: That the City Council authorize the City Manager to execute an “Agreement for Professional Contract Services between City of Buellton and KOA (A Lochner Company). STAFF REPORT: City Manager Wolfe presented the staff report. DOCUMENTS: Staff report with attachments as listed in the staff report. SPEAKERS/DISCUSSION: The City Council questioned when the traffic study will be completed and requested that staff initiate a service request with Caltrans to install reflectors on the center island, located at Highway 246 and La Lata Drive. MOTION: Motion by Council Member Lewis, seconded by Council Member Sanchez authorizing the City Manager to execute an “Agreement for Professional Contract Services between City of Buellton and KOA (A Lochner Company).
