A.J. Tarman, Buellton, spoke about traffic, public safety, and growth in the City. CONSENT CALENDAR 1. Minutes of April 11, 2024 Regular City Council Meeting 2. Acceptance of Public Improvements and Termination and Release of Village Specific Plan Subdivision Agreement Mayor King announced a requested change to the April 11, 2024 minutes on page 3, speaker John Dorwin requested his comments include a requested review by both state and federal protection agencies regarding the endangered Southern Steelhead Trout. Staff will make the requested change to the April 11, 2024 minutes. MOTION: Motion by Council Member Hornick, seconded by Council Member Sanchez, approving Consent Calendar Items 1-8 as listed. Resolution No. 24-08 - “A Resolution of the City Council of the City of Buellton, California, Approving the Summary Vacation of Easement and Terminating the Offer of Dedication for Freeway Access Use on 175 McMurray Road (APN: 137-200- 096) and Finding Approval Categorically Exempt Under CEQA Guidelines Section 15305” RECOMMENDATION: That the City Council consider adoption of Resolution No. 24-08. City Council Meeting Minutes Page 3 April 25, 2024 STAFF REPORT: Public Works Director Hess presented the staff report. Council Member Hornick - Yes Council Member Sanchez – Yes Vice Mayor Silva – Yes Mayor King – Yes COUNCIL MEMBER COMMENTS/ITEMS Council Member Hornick announced that he and Council Member Sanchez, Vice Mayor Silva, Mayor King, and City Manager Wolfe attended the City Leader’s Summit in Sacramento and provided an oral report for the record. Vice Mayor Silva requested and the Council agreed by consensus to have staff look into presenting an ordinance to stop “pop-up” vendors in the City. Vice Mayor Silva also requested that staff look into a long term solution for truck parking in Buellton. Council Member Sanchez stated that no waste water ever leaves the treatment plant so there is no concern with waste water adversely affecting the endangered Southern Steelhead Trout. WRITTEN COMMUNICATIONS None City Council Meeting Minutes Page 4 April 25, 2024 COMMITTEE REPORTS Council Member Sanchez announced that he attended the Central Coast Water Authority (CCWA) meeting and provided an oral report for the record. Vice Mayor Silva announced that he attended the Affordable Housing Task Force meeting and provided an oral report regarding the meeting. Mayor King announced that he and Council Member Sanchez attended the Santa Ynez Valley Community Aquatics Foundation meeting and provided an oral report regarding the meeting. BUSINESS ITEMS 10. Consideration of Arts and Culture Project Application: 5th Annual Juneteenth SYV Celebration RECOMMENDATION: That the City Council consider approval of $9,750 to fund the Juneteenth Celebration. STAFF REPORT: Recreation Coordinator Firey presented the staff report. SPEAKERS/DISCUSSION: Vashti Wilson, spoke on behalf of the Juneteenth SYV Celebration and answered questions from the Council. The City Council questioned whether children who cannot afford the entry fee to the event will be able to participate and Ms. Wilson said children who cannot afford a ticket to the event will be able to attend and the fee will be covered. Consideration of a New Contract with Metro Ventures Ltd. for Irma L. Tucker to Provide Professional Planning Services RECOMMENDATION: That the City Council authorize the City Manager to enter into a new contract for Contract Planning Services with Metro Ventures Ltd. beginning May 11, 2024 and ending on May 11, 2025 for a total contract amount not to exceed $31,200 of funds not reimbursed by developers or awarded grants, with a rate of $100 per hour. Buellton Urban Growth Boundary (UGB) Initiative City Council Workshop RECOMMENDATION: That the City Council consider the revised report, conduct the workshop, and provide staff with comments and direction regarding the UGB initiative, to include direction to bring the matter to the City Council for further consideration and possible action on May 23, 2024. STAFF REPORT: City Manager Wolfe presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed how an extended UGB would work and how to move forward with a UGB initiative on the November ballot.  City Council Meeting Minutes Page 6 April 25, 2024 Theresa Reilly, representing We Watch Organization, discussed expanding the City’s boundary to the south and requested that the land to the south not be developed and be left as open-space or used for recreation, in order to protect the rural land to the south. A.J. Tarman, Buellton, spoke about the UGB and that expanding the City’s boundary will create overcrowding and the City Council should not invite more growth. DIRECTION: The City Council agreed by consensus to direct staff to bring the UGB Initiative resolution to the City Council on May 23, 2024, with edited boundary maps for consideration. 13. Discussion Regarding Potential Parking Restrictions on McMurray Road and Valley Vineyard Circle Vice Mayor Silva recused himself from Item 13, due to the proximity of his residence to the item’s discussion and left the meeting at 7:53 p.m. RECOMMENDATION: That the City Council review and discuss the parking restriction options and provide staff with further direction. SPEAKERS/DISCUSSION: The City Council discussed parking restrictions on McMurray Road and Valley Vineyard Circle and how to balance vehicle parking with safety/sight issues. DIRECTION: The City Council agreed by consensus to have staff return with a resolution that outlines parking restrictions at McMurray Road and Valley Vineyard Circle to include a red curb and signage along McMurray Road, adjacent to California Taco during the upcoming construction of McMurray Road; adding green curb, two-hour parking limit along frontage of Village Park and the Crossroads Commercial Center on Valley Vineyard Circle. City Council Meeting Minutes Page 7 April 25, 2024 CITY MANAGER’S REPORT City Manager Wolfe provided an informational report for the record.
