Minutes of September 26, 2024 Regular City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year 2024/2025 3. Approval of Approval of Amendment No. 1 to the Joint Powers Agreement for the Central Management Area relating to Sustainable Groundwater Management Act in the Santa Ynez River Valley Groundwater Basin 4. Award of Construction Contract for the SYVCO CDBG – 140 Highway 246 TI Projects – Flooring/Carpets City Council Meeting Minutes Page 2 October 10, 2024 5. Acceptance of the Reservoir II Roof Repair Project MOTION: Motion by Council Member Sanchez, seconded by Council Member Lewis, approving Consent Calendar Items 1 through 5 as listed. VOTE: Motion passed by a roll call vote of 3-0. Council Member Lewis – Yes Council Member Sanchez – Yes Vice Mayor Silva - Yes PRESENTATIONS 6. Proclamation Recognizing Indigenous Peoples’ Day Vice Mayor Silva presented Chairman Kenneth Kahn with a proclamation recognizing Indigenous Peoples’ Day. Chairman Kahn expressed his gratitude for the proclamation on behalf of the Santa Ynez Band of Chumash Indians. PUBLIC HEARINGS None COUNCIL MEMBER COMMENTS/ITEMS Vice Mayor Silva expressed concern that the City’s senior mobile home parks are not protected as housing options exclusively for low-income seniors and requested that staff look into an ordinance to protect senior status. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS None BUSINESS ITEMS 7. Discussion and Possible Approval of Fall Fest Carnival on the Avenue of Flags and Consideration of Funding Request for the Event RECOMMENDATION: That the City Council consider approval and funding of the Fall Fest event. STAFF REPORT: Planning Director Keefer presented the staff report. City Council Meeting Minutes Page 3 October 10, 2024 SPEAKERS/DISCUSSION: Council Member Sanchez recused himself from the funding portion of this item due to a conflict of interest with En Fuego Events. City Attorney Murphy stated there would be a lack of quorum for the funding request portion of staff’s recommendation and that this issue would be re-agendized for discussion on October 24, however, authorization of the event could move forward with the two remaining Council Members. Applicant Andres Nuños from En Fuego Events discussed the Fall Fest application and answered questions from the Council regarding the event. The City Council discussed how shuttles will operate to and from the event. DOCUMENTS: Staff report with attachments as listed in the staff report. MOTION: Motion by Council Member Lewis, seconded by Vice Mayor Silva approving the Fall Fest event on the Avenue of Flags, scheduled for November 8-10. VOTE: Motion passed by a roll call vote of 2-0.
