City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON CITY COUNCIL MEETING MINUTES Regular Meeting of December 12, 2024 City Council Chambers, 140 West Highway 246 Buellton, California CALL TO ORDER Mayor King called the meeting to order at 6:00 p.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Members Hudson Hornick, Elysia Lewis, Vice Mayor David Silva, and Mayor Dave King Absent: Council Member John Sanchez Staff: City Manager Scott Wolfe, City Attorney Greg Murphy, Public Works Director Rose Hess, Finance Director Shannel Zamora (Via Zoom), Planning Director Andrea Keefer, and City Clerk Linda Reid REORDERING OF AGENDA None PUBLIC COMMENTS A.J. Tarman, Buellton, thanked Mayor King for his service to the City of Buellton and requested additional traffic control on Highway 246 to slow speeding vehicles. CONSENT CALENDAR 1. Minutes of November 14, 2024 Regular City Council Meeting 2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year Fiscal Year 2024/2025 3. Year 2025 Proposed Calendar of City Council Meetings 4. Monthly Treasurer’s Report – October 31, 2024 City Council Meeting Minutes Page 2 December 12, 2024 5. Ordinance No. 24-05 - “An Ordinance of the City Council of the City of Buellton, California, Approving the First Amendment to Development Agreement (21-DA-01 – Amend #1) for The 518 – Mixed-Use Development Project Located at 518 Avenue of Flags on Assessor’s Parcel Number 137-170-006 and Authorizing Execution of the First Amendment by the City Manager” (Second Reading) 6. Ordinance No. 24-06 - “An Ordinance of the City Council of the City of Buellton, California, Approving the First Amendment to Development Agreement (20-DA-01 – Amend #1) for the Creekside Village – Mixed-Use Development Project Located at 480 Avenue of Flags on Assessor’s Parcel Number 137-17-070 and Authorizing Execution of the First Amendment by the City Manager” (Second Reading) 7. Resolution No. 24-29 – “A Resolution of the City Council of the City of Buellton, California, Declaring and Certifying the Results of the General Municipal Election Held on November 5, 2024” 8. Resolution No. 24-30 – “A Resolution of the City Council of the City of Buellton, California, Approving and Adopting the Local Road Safety Plan (LRSP)” 9. Acceptance of the SYVCO CDBG - 140 W. Highway 246 TI Projects 10. Rejection of Bid for the Library/Field Parking Lot Project 11. Approval of the Member Agency Contribution and Reimbursement Agreement MOTION: Motion by Council Member Lewis, seconded by Vice Mayor Silva, approving Consent Calendar Items 1 through 11 as listed. VOTE: Motion passed by a roll call vote of 4-0. Council Member Hornick – Yes Council Member Lewis – Yes Vice Mayor Silva – Yes Mayor King – Yes PRESENTATIONS None PUBLIC HEARINGS None City Council Meeting Minutes Page 3 December 12, 2024 COUNCIL MEMBER COMMENTS/ITEMS 12. Council Reorganization A. Recognition of Dave King for his Dedicated Service to the City of Buellton B. Oath of Office and Seating of Mayor David Silva and Council Member Elysia Lewis, District 2, and Council Member John Sanchez, District 3 C. Appointment of Vice Mayor Council Members and staff thanked Mayor King for his service and dedication to the City of Buellton. The Council presented outgoing Mayor King with an engraved eagle statue. Ethan Bertrand, representing Assembly member Hart and Senator Lemon’s offices thanked Mayor King for his service to the City of Buellton and for serving on various County Boards and Committees and presented him with proclamations. City Manager Wolfe read a letter from former Mayor Holly Sierra, thanking Mayor King for his service and dedication to the City of Buellton and its residents. Mayor King thanked his fellow Council Members and staff for their support during his tenure and said it has been a pleasure to serve the City of Buellton. Mayor King left the dais and the City Council took a short recess and resumed the meeting at 6:25 p.m. Mayor Elect Silva welcomed Council Members Elysia Lewis and John Sanchez for their unopposed election victories. City Clerk Reid issued the Oath of Office to Council Member Lewis and Mayor Elect Silva and they both took their seats at the dais. Council Member Sanchez will be sworn in at a later date. Ethan Bertrand, representing Assembly member Hart and Senator Lemon’s offices thanked Mayor Silva for his service and dedication to the City of Buellton and wished him well with his upcoming Mayoral term. Lieutenant Valencia, representing the Santa Barbara County Sherriff’s Department welcomed Mayor Silva and stated he looked forward to working with him. Mayor Silva spoke about the value of community and continuing to engage with residents. Mayor Silva stated he looks forward to working with everyone and is proud to serve the City of Buellton. Mayor Silva nominated Council Member Lewis as Vice Mayor for 2025. MOTION: Motion by Council Member Hornick, seconded by Mayor Silva nominating Council Member Lewis as Vice Mayor for 2025. City Council Meeting Minutes Page 4 December 12, 2024 VOTE: Motion passed by a roll call vote of 3-0. Council Member Hornick – Yes Council Member Lewis – Yes Mayor Silva – Yes Mayor Silva called a short recess and the meeting resumed at 6:55 p.m. Vice Mayor Lewis thanked staff and the Buellton Chamber of Commerce and Visitors Bureau for hosting Breakfast with Santa and Winter Fest. Council Member Hornick announced he attended several meetings regarding the 1,000 trees project and discussed its progress. Council Member Hornick requested that staff agendize discussion of creating a non-profit organization to allow residents to donate to the 1,000 trees project. Council Member Hornick requested that staff look into creating an electronic newsletter, similar to the Buellton Buzz. The Council agreed by consensus to agendize discussion of preparing a request for proposals to redesign the City’s website. WRITTEN COMMUNICATIONS None COMMITTEE REPORTS None BUSINESS ITEMS 13. Disposition of City Council Seat Vacancy RECOMMENDATION: That the City Council direct staff on how best to fill the vacant two-year Council seat in District 4. STAFF REPORT: City Manager Wolfe presented the staff report. SPEAKERS/DISCUSSION: The City Council discussed how best to fill the vacant two-year District 4 Council seat. DIRECTION: The City Council agreed by consensus to post the two-year, District 4 Council seat position on the City’s website and social media and have interested candidates reach out to Council Members for possible appointment at the January 9, 2025 Council Meeting. Discussion of Planning Commission Appointment Timeline and Process RECOMMENDATION: That the City Council direct staff on how they would like to proceed with filling the three Planning Commission openings. STAFF REPORT: City Manager Wolfe presented the staff report. DIRECTION: The Council agreed by consensus to review the Planning Commission applications and make appointments at the January 9, 2025 Council Meeting. CITY MANAGER’S REPORT City Manager Wolfe provided an informational report for the record.
