CALL TO ORDER
Mayor Silva called the meeting to order at 6:00 p.m.

REORDERING OF AGENDA
None
PUBLIC COMMENTS
Scott Harvey, Buellton, submitted written communication via email regarding Hundred
Hills School, which was provided to the City Council and added to the record. Mr. Harvey
attended the Council meeting and read his comments into the record.
CONSENT CALENDAR
1. Minutes of August 14, 2025, Regular City Council Meeting
2. List of Claims to be Approved and Ratified for Payment to Date for Fiscal Year
2024/25 and FY 2025/26

MOTION:
Motion by Vice Mayor Lewis, seconded by Council Member Sanchez, approving Consent
Calendar Items 1 through 4.

PRESENTATIONS
5. Proclamation Recognizing National Hispanic Heritage Month
Mayor Silva presented Dayana Zepeda with a proclamation recognizing National Hispanic
Heritage Month. Ms. Zepeda thanked the Council for their recognition of National
Hispanic Heritage Month.
PUBLIC HEARINGS
COUNCIL MEMBER COMMENTS/ITEMS
Council Member Sanchez thanked Pam Gnekow for hosting the Cars and Cowboys event
at Rancho San Marcos Golf Course.
Council Member Sanchez thanked the Public Works staff for lowering the flags on
September 10.
Mayor Silva requested a moment of silence in remembrance of September 11.
Mayor Silva requested, and the Council agreed by consensus to have staff prepare a request
for proposals to update the City’s website.
Mayor Silva announced he attended Native Skate Day hosted by the Santa Ynez Band of
Chumash Indians. Mayor Silva received Council consensus to recognize Native American
Heritage month during the month of November.
Mayor Silva requested that staff provide guidance on what trees should be planted in
Buellton for the 1000 Tree Initiative, so that the City and residents know what to plant.
Mayor Silva thanked the Public Works staff for adding the communication board to River
View Park and said it is a great asset to the Park.
Mayor Silva thanked those who hosted the ribbon cutting event at Polo Village.

COMMITTEE REPORTS
Mayor Silva announced that he attended the Santa Barbara County Association of
Governments (SBCAG) and the Air Pollution Control District (APCD) board meetings and
provided oral reports for the record.
BUSINESS ITEMS
6. Authorization to Reclassify the Administrative Assistant to Administrative
Assistant/Deputy City Clerk and Staff Assistant/Planning Technician to Planning
Assistant/Code Enforcement Officer
RECOMMENDATION:
That the City Council consider reclassifying the Administrative Assistant Class to
Administrative Assistant/Deputy City Clerk and Staff Assistant/Planning Technician Class
to Planning Assistant/Code Enforcement Officer and adopt the associated job descriptions
and salary schedule.
STAFF REPORT:
H.R. Director Reid presented the staff report.
SPEAKERS/DISCUSSION:
The City Council briefly discussed the newly created hybrid positions and additional
compensation for the positions. The Mayor and Council Members thanked staff for the
advance succession planning.

MOTION:
Motion by Council Member Sanchez, seconded by Vice Mayor Lewis, approving the
reclassification of the Administrative Assistant to Administrative Assistant/Deputy City
Clerk and Staff Assistant/Planning Technician to Planning Assistant/Code Enforcement
Officer and adopting the associated job descriptions and salary schedule.
