City Manager Review: SW Council Agenda Item No.: 1 CITY OF BUELLTON SPECIAL CITY COUNCIL MEETING MINUTES Special Meeting of Saturday, January 10, 2026 – 9:00 a.m. 202 Dairyland Road (Community Room) Buellton, California CALL TO ORDER Mayor Silva called the meeting to order at 9:05 a.m. PLEDGE OF ALLEGIANCE ROLL CALL Present: Council Member Elysia Lewis, Council Member John Sanchez, Vice Mayor Carla Mead and Mayor David Silva Absent: Council Member Hudson Hornick Staff: City Manager Scott Wolfe, Deputy City Clerk Katherine Dary, and City Clerk Linda Reid PUBLIC COMMENTS Len Fleckenstein, Buellton, reminded the Council about the Botanic Garden's 20 th Anniversary and upcoming celebration. Event details to be determined. BUSINESS ITEMS 1. Discussion of City Council Meeting Structure and Protocol  General discussion regarding meeting structure, protocol, and procedural practices, including agenda preparation, public participation, roles during meetings, and item sequencing.  Consideration of approaches to streamline meetings and improve clarity, efficiency, and fairness. 2. Suggestions for Future “Deep Dive” Report Topics  Identification of possible subject areas for future informational presentations to the Council. Special City Council Meeting Minutes Page 2 January 10, 2026  Topics discussed included public safety, community services, emergency preparedness, housing initiatives, recreational programming, nonprofit partnerships, and legal or transparency requirements. 3. Suggestions for 2026 Cultural Observance Proclamations January - Human Trafficking Awareness, Law Enforcement Appreciation Day March - Vietnam War Veterans Day April - Arbor Day/Biodiversity Day(Joint proclamation with Santa Barbara Botanic Garden) May - Military Appreciation Month, Teacher Appreciation Month June - Juneteenth, LGBTQ+Pride Month July - Americans with Disabilities Act August - Women’s Equality Day September - National Hispanic Heritage Month, Voter Registration Month, October - Breast Cancer Awareness Month November - Native American Heritage Month, Veterans Day 4. Discussion of City Council Priorities Council Members ranked their individual priority projects for 2026, and City Manager Wolfe used the rankings to determine the priority order, which will be agendized to formally accept the updated priority list, including projects already in progress. Staff will also review the Paid Disability Leave (PDL) Policy and agendize discussion of a revised PDL policy, employers contribution to medical premium, and other employee policies and Personnel Rules for Council’s consideration. Any person may address the Council on any subject pertaining to City business, including all items on the agenda not listed as a Public Hearing, including the Consent Agenda and Closed Session. Limited to three (3) minutes per speaker. By law, no action may be taken at this meeting on matters raised during Public Comments not included on this agenda. Public Speakers using a translator are allotted a total of six (6) minutes to speak, unless simultaneous translation equipment is used. BUSINESS ITEMS (DISCUSSION/DIRECTION) 1.
