Call to Order / Attendance A regular meeting of the Airport Board was called to order at 8:31 AM, Tuesday, March 16, 2021, by Chair Dennis Heap. Additional Board Members present were Bob Dimmitt and Mark Godonis and Airport Manager Jack Wyles. Wayne Lee, and Jerry Steinauer joined the meeting via Zoom, as did Dibble Engineering John Cessar. Board member not present were Dan Courtright, Taylor Albrecht, and Mark Muller. II. Pledge of Allegiance Heap led in the Pledge of Allegiance. III. Public Comment There was no public comment. IV. Approval of Minutes Heap asked for approval of the February 16, 2021 minutes. Wayne Lee made a motion to approve. Mark Godonis seconded, and the motion was unanimously approved. V. Reports A. Operations Jack reported that Chandra is on vacation from March 13-21. The AvFuel refueler arrived February 18 and was operational March 2nd. Meters on fuel island, AvFuel Jet-A refuel calibrated and passed CO State requirements. The new Point of Sales system is operational, and Inventory and prices were entered. Training continues. The World Fuel Jet-A refueler was inspected by contractor for return and is good-to-go. Financial At the next meeting Chandra will demonstrate how to navigate on the Town’s website and use ClearGov for financial updates. C. UAS Dennis attended the April 24, Salida Airport Advisory Board meeting via Zoom and updated the Drone Corridor concept and asked for their concrruance in the corridor being developed between the Buena Vista and Salida airports. The Salida Board will take formal action on the request at their March meeting. VI. Old Business A. Avfuel Dealer i. Net Sales Comparison – held over to April Meeting ii. Inventory Report – held over to April Meeting B. 2021 Draft Business Plan i. Marketing Plan – Chandra - held over to April Meeting ii. Runway Strength – Dan Courtright Dan was excused absent as he was given extra duty with Southwest Airlines because of the snowstorm and DIA closure on Sunday and Monday. l The vision for the airport is to become a recognized economic engine for the Town of Buena Vista and Chaffee County. Specifically, the airport will develop its infrastructure to accommodate business and military turbine aircraft and establish the airport as a transportation hub for on-demand passengers and cargo. Key in the ability to accommodate large aircraft is runway strength. Dan developed the following draft language for the Business Plan: The weight bearing capacity of the runway in its current condition will support unlimited operations up to 30,000lbs for single and dual wheel landing gear configurations. This will accommodate a many modern business type turbine aircraft (eg cessna citation). AIRPORT ADVISORY BOARD Page 2 of 4 Regular Meeting, March 16, 2021 Operations above those weights for other gear configurations (eg single tandem c-130 operations from 110,000 to 155,000 lbs increase the risk of damage to the runway surface). Future programmed runway maintenance or rehabilitation should look for opportunities to increase the weight bearing capacity of the runway, taxiways and aircraft parking areas. Doing so will increase the airports marketability to a wider array of turbine aircraft operations (eg gulf stream) and increase its ability to accommodate airlift of supplies, first responders and evacuees during future emergency response operations (eg wildfire, flood or pandemic) The above language will be emailed to Dibble along with the following question: 1. What kind of damage can we expect w/155k ST in our current state? 2. What changes to sub grade or surface will increase WBC the most? 3. Are sub grade changes realistic during near term programmed Mx? Action Items for the board to work on include:  Runway Strength  High Altitude Testing  Flight Training  Marketing  Board Member Bios & Pictures VII. New Business A. Noise Study Jack contacted FAA and was told they no longer fund noise studies – Jack will contact Dibble and discuss the need for a computer model noise study and cost. B. ANK Air Show The Salida Airport will have a full air show Saturday June 26, 2021. They are looking for $15,000 plus for the airshow, which would include four performers like Don Nelson and Dagmar’s Pitts. Scott McMillian would be the Air Boss $1-1,500. Jack is looking at a Saturday in August that doesn’t conflict with other Town events to hold a Flu-In Openhouse. The Airport would use AvFuel dicounts and promotional material to let Front Rnsge pilots know about the even. Motorcycles. Cars, and food trucks would be considered. VIII. Other Business Jack was approached by an adjacent landowner about purchasing a lot form the airport, which is on the south hangar area. Jack will bring a description of the lot in question and drawings to the next meeting for advisory board consideration. . A. Adjournment Jerry Steinauer moved, and Bob Dimmitt seconded a motion to adjourn at 9:11am. Unanimously approved. Email: justin.pikul@state.co.us / (719) 784-3275 Note: both vehicle and driver apprehended. WHEN: Sat, Apr 3, 2021 approx 1530 hrs WHERE: South end of airport property along West and South Fence Lines, off CR 320 WHAT: Vehicle accident at Central Colorado Regional Airport which resulted in wildlife fencing damage on airport property. Vehicle appears to have been traveling southbound on CR 320 and damaged wildlife fencing in 3 separate places. DETAILS: Vehicle was traveling southbound and left the paved road, traveled onto the dirt shoulder headed east and drove over/through the 8-foot wildlife fence on the airport property (Sec 1). Multiple posts snapped, wire fencing and airport signage damaged. Based on the tire marks and vehicle damage on the east side of the wildlife fence (inside the airport property), driver appears to have attempted to regain the roadway by swerving back west and instead compromised another fence section (Sec 2) just south of the place where driver originally drove over/through the fence. Multiple posts snapped, wire fencing and airport signage damaged. Vehicle appears to have continued south across airport property and through another section of wildlife fence to the south, stretching and ultimately, snapping the wire fencing (Sec 3). Multiple posts loosened, wire fencing and airport signage damaged/missing. Target Marketing, Social Media, & Merchandising The objective is to promote the amenities and happenings at the airport by featuring: Target Marketing opportunities through a variety of online resources (CCRA Website, Avfuel offerings), Business Listings & Social Media streams (Google My Business, Facebook, Instagram) and merchandising, all with the intent of increasing CCRA’s online presence and word-of-mouth marketing. TARGET MARKETING (CCRA WEBSITE, AVIATION-SPECIFIC WEBSITES, AVFUEL OFFERINGS)  The Airport has a standalone website which is updated on a regular basis.  Paid, online advertisement to regional pilots and passengers via websites such as Facebook, AirNav, GlobalAir, ForeFlight & FlightAware, etc.  NEW RELATIONSHIP WITH AVFUEL As of March 1, 2021, CCRA uses Avfuel as their fuel services provider and this transition has introduced the opportunity for additional marketing resources. CCRA Operations Specialist will work closely with the Avfuel Marketing Team to coordinate the following: o Unpaid advertisement of branded dealers via Avfuel through their contract fuel program and online Fuel Finder database of FBO’s for pilots. o Marketing Assessment and suggestions based on data we provide and our goals o “Featured Business” opportunities on Avfuel’s website, fuel statements, and in their Contract Fuel Newsletter o CCRA website review by Avfuel with recommendations and including a thorough update by the Operations Specialist of photos and text more consistent with the upgrades airport staff has made to airport facilities and pilot and passenger services o Direct Contact with other flight departments o AvTrip Rewards Program publicity (including promotions) o Promotional materials for the Buena Vista Fly-in to include motor show, food trucks, and exhibitors ONLINE PROFILES, BUSINESS LISTINGS, & SOCIAL MEDIA STREAMS (GOOGLE MY BUSINESS, FACEBOOK, INSTAGRAM, WIKIPEDIA)  Google My Business and other business listings (FlightAware, AirNav, ForeFlight, Airplane Manager): Maintain correct business content, reply to customer reviews, and add photos periodically to ensure “active” status and relevant data  Facebook & Instagram: Operations Specialist will continue to maintain the unique and exciting content on these sites, aided by the variety of aircraft and events at CCRA  Wikipedia: Staff desires, but needs further training, to create a Wikipedia page  Word-of-Mouth (WOM) Advertising: Encourage positive customer reviews online via lobby signage with QR codes for ease of accessing those websites. Drives referrals. MERCHANDISING  Merchandising is important for the same reason that social media is; as referral marketing. The aviation community is a small one and it is to the airport’s advantage to circulate our name to generate word-of-mouth referrals, strengthen our brand image, and entice visitors to our airport and our community.  Having our merchandise worn “out there,” generates conversation and grows our customer base through a reliable network of existing customers. 5. Airport Business, Professional Organizations, & Sponsored Events The objective is to promote and grow the economic development opportunities and professional network at the airport by: attending exhibitions & conferences, membership in professional organizations, and pursuit of networking opportunities & event hosting. EXHIBITIONS & CONFERENCES  The Airport Manager and/or the Operations Specialist will attend 1-3 professional conferences per year for the purpose of professional networking. Of most importance are the CAOA Winter and Spring Conferences and CDOT’s CIP Planning & Grant Hearing  American Association of Airport Executives (AAAE) training seminars and events  In the next few years, the Airport would like to attend and network at HELI-EXPO and NBAA Schedulers & Dispatchers Conference, which provides NBAA Associate Members an opportunity to meet those individuals directly responsible for the scheduling and dispatching of aircraft from corporate flight departments throughout the world. MEMBERSHIPS & ORGANIZATIONS The Airport, its staff, and/or Air Advisory Board members will maintain active memberships in the following key associations:  American Association of Airport Executives (AAAE)  Colorado Airport Operators Association (CAOA)  Colorado Pilots Association (CPA)  Colorado Aviation Business Association (CABA)  Helicopter Association International via CCUAS Club as a UAS Member  National Business Aviation Association (NBAA) PROFESSIONAL NETWORKING & SPONSORED EVENTS  The Airport Manager will travel to other regional airports and other government agencies to foster relationships with the professionals there which may be mutually beneficial to both airport’s professional goals.  Airport will host annual Business After Hours in the fall  Airport staff will attend regional air shows or events as a networking tool  Airport staff will host a summer fly-in as resources or interest allows PROFESSIONAL AIRPORT ORGANIZATION  The board will explore the feasibility of creating a business & professional organization for the Airport, which would address and respond to issues affecting the Central Colorado Regional Airport including safety and operational effectiveness. The organization would help educate the general public about aviation and aerospace activities and act as an advocate for airport related businesses in order to convey the valuable economic asset provided to the community at large. KEY POINTS FOR ACCOMPLISHMENTS & GOALS OF THE MARKETING PLAN  The key to accomplishing the marketing plan is the Airport’s most important asset – the determination and endeavors of its employees.  CCRA is known for employees that are genuinely friendly and sincerely motivated which happens only with the stability of a safe working environment, continuous professional development, and a spirit of cooperation both with each other as well as from the Town of Buena Vista as a forward-thinking supporter of our efforts.  Hiring an Operations Specialist has relieved pressure on the Airport Manager for management of the airport’s daily operational, staffing, and marketing needs so that the Manager may pursue long-term strategic planning, satisfy the increasing need to act as a liaison with multiple government agencies, as well as making time to pursue economic opportunities such as increasing flight testing and additional airport development.  Airport will designate funding in the annual budget for paid promotional opportunities.  Airport staff will continue to recommend local businesses whenever possible in order to influence the area’s commerce and bolster the robust connections we have built.  The FBO and Terminal environment is a central impetus of marketing for the Airport. Service inside the FBO, on the main ramp, the self-serve fueling system, and community offerings of the meeting rooms and facilities create a synergy that is the focal point of marketing the Airport through services, amenities, merchandising, and word-of-mouth.  Dibble will assist the Airport, at no cost, with the design of promotional material and booth graphics, leaving only the production and booth backdrop as an expenditure for future exhibitions.  Avfuel will assist the Airport, often at no cost, with many additional marketing offerings such as website review, inclusion in Avfuel directories and online sites, and other opportunities for exposure.
