Minutes of the Regular Meeting of the Airport Board June 15, 2021 I. Call to Order / Attendance A regular meeting of the Airport Board was called to order at 8:30 AM, Tuesday, June 15, 2021, by Chair Dennis Heap. Additional Board Members present were Wayne Lee, and Mark Muller and Airport Manager Jack Wyles, and Chandra Swanson, Airport Operations Specialist. Taylor Albrecht, Dan Courtright, Dibble Engineering Jared Bass, John Cessar, Charlie McDermott and Jenny Watts joined the meeting via Zoom. Board member not present were, Jerry Steinauer, Mark Godonis, and Bob Dimmitt. II. Pledge of Allegiance Heap led in the Pledge of Allegiance. III. Public Comment There was no public comment. IV. Approval of Minutes Heap asked for approval of the May 18, 2021, minutes. Lee made a motion to approve. Mulller seconded, and the motion was unanimously approved. V. Reports A. Operations Jack reported: Staffing: Airport Manager on vacation 9-14 June. Summer hours began May 27th (FBO open @ 0700). • Colorado Airport Operator Association / Spring Seminar in Telluride: Staff did not attend. • CCFD / BVFD: Coord with both departments for exchange of equipment. - Will coord with CCFD for Hazmat and AC Accident Training. • Operations: Notable increase in 12,500 lb+ operations and Jet A pumped in May over previous months and previous years at this time. May 2019 - Ops Over 12,500: 5 | May 2019 - Jet A fuel sold: 2,796 gal • Equipment / Vehicles: Vehicle status = green. Elevator inspected and certified, 9 April. - Fence Line Repair: All West of Colorado - Fence Contractor: Temporary fencing installed for the damaged fence sections. Cost = $1444.00. Still waiting for final estimate for permanent repairs. Repairs expected to be completed in August. AIRPORT ADVISORY BOARD Page 1 of 4 Regular Meeting, June 15, 2021 Highlights of the May operations and fuel report YTD: ➢ Operations +42.4% ➢ Military +62.1% ➢ Helicopter +41.2% ➢ Over 12,500 178.9% ➢ JetA +71.2% ➢ 100LL +46.5% B. Financial A copy of the Airport budget ending May 31, 2021 was in the board packet. Dennis asked if there were any questions on the May financials. C. UAS Dennis updated on the 9th UAS 2021 Fall Roundup will take place October 17 & 18. Sunday afternoon the 17th event will be at the Drone Park, with a Welcome Reception following. All day on the 18th the Roundup will be at the Mt Princeton Pavilion. It is anticipated that a full complement of attendees, and vendors of 110 people will be accommodated. VI. Old Business A. Avfuel Update Jack reported that the Avfuel sign is ready, but not up yet. Avfuel will help market the August 21 Fly In. B. 2021 Final Business Plan AIRPORT ADVISORY BOARD Page 2 of 4 Regular Meeting, June 15, 2021 The only section that has not been reviewed is the Noise section on Page 19 which will be updated after today’s presentation by Dibble. i. Airport History – Dan Courtright Dan has provided a short summary of the history in the Business Plan and is working on a more complete history, which will be linked to the Business Plan. After a final review by the board, Dennis will ask for a motion to approve the 2021 Business Plan and recommend that the Trustees adopt it. C. HAATS BBQ August 10 Jack has not had confirmation on a date for the BBQ. D. Fly In August 21 The Optimist Club cannot support the event with food service. Taylor suggested the BV Baptist Church as they are providing lunch in the park on Thirsday’s. Dennis will reach out to the BV Baptist Church and Knights of Columbus to see if they would provide the food service. Taylor reminded the board that he is the representative for the Colorado Pilots Association. E. Noise Abatement Presentation - Jenny Watts Jenny joined via Zoom and gave a 20-minute slide presentation. Highlights of the presentation: ➢ 65 DNL does not leave Airport property. ➢ Residential land use in vicinity of Airport is within FAA guidelines ➢ Noise analysis was done 2016 as part of the Master Plan Update Voluntary Noise Program would be best using social media, newsletter, and an interactive page on the website, which could be used to convey information and as a collection point for noise complaints. Jenny provided examples from the Boulder and Centennial airports as well as Scottsdale Arizona. VII. New Business None VIII. Other Business A. Mark Godonis – Alternate Board Member In 2013, Mark and his wife Erin sold the manufacturing company located in Wisconsin, and bought a Bed and Breakfast in Buena Vista, Colorado. Within a year, the B & B was the top-rated B & B in Chaffee County, Colorado. Mark and Erin sold the B & B in 2020, and now have business interests in Wyoming, managing the enterprise from their home in Salida, Colorado. Because Mark may not be available for asll board meetings, Dennis and Mark agreed that the board would best be served by Mark being an Alternat Board member and Wayne Lee changed from Alternate to Regular member. A. Adjournment Albrecht moved, and Lee seconded a motion to adjourn at 9:54 am. Unanimously approved.
