Call to Order / Attendance A regular meeting of the Airport Board was called to order at 8:34 AM, Tuesday, August 16, 2022 by Chair Dan Courtright. Additional Board Members present were Taylor Albrecht, Bob Dimmitt, Dennis Heap, Andy Krawciw, and Wayne Lee. Airport Manager Jack Wyles and Airport Operations manager Chandra Swanson and Buena Vista Town Trustee Liaison Sue Cobb also attended. There was no attendance by Zoom Meeting. Board members not present: Mark Muller, Jerry Steinauer. II. Pledge of Allegiance Courtright led in the Pledge of Allegiance. III. Public Comment There was no public comment. IV. Approval of Minutes – July 19th, 2022 Heap move, Lee 2nd, unanimous V. Reports A. Operations – Ron Neihoff from the FAA came for triennial compliance on August 15. HAATS BBQ is Thursday, August 25. Board help starting at 0930 running until about 1330 would be appreciated. Agusta had one 139. They want to return for two weeks in September. Working with the other testing crew for hangar use. Other inquiries from Boeing. JetA fuel load received. No price adjustment yet. 4th load this year. Margins are still low though. Saturday, September 17 the parachutists will be here. This is a group associated out of Canon City. They will be doing some jumping and may turn into a more regular thing during the summer. Trustee Cobb mentioned that she heard some negative posting on Facebook about the testing ops. Chandra will look and see from the Airport Facebook and there may be something from the Town. Hangar and Terminal repairs are done! Surplus sale is this week. We are at “max ops” for the summer. Over 12,500 ops are way up! JetA is up for the month of July and YTD. 1000LL is down. B. Financial – Nothing really jumping out to note, but the report is still difficult to understand. Airport Advisory Board Meeting – August 16, 2022 3 VI. Old Business A. Hangar Development – Letter of Intent – Back from attorney. Courtright inquired when we would be ready to present to developers. Wyles says maybe within a year. The fence move is important and other development. Dibble is engaged. We could move to sign a letter with Jed. Godonis’ hangar development agreement to build more has expired. Heap suggested a letter be sent to Godonis to remind this is expired. With regard to the letter, if there weren’t any big markups from the attorney then the Board would still be good with the letter and just want to look at the final draft B. October Open House – P-51 coming, Sea Fury or T-6 coming. Fugajet also. So fuel help being offered will be used in full. They will be a static display only. Knights of Columbus are confirmed to cook breakfast and lunch. Safety plan is being worked on by Courtright. Ark Valley Car Club may be here again too. C. UAS Round-up – September 11 demonstrations, September 12 conference. Drone racing coming. D. UAS Club Office Space Request – Heap provided an update to this. It needs to go to Town for approval. Wyles said during testing is a little of a challenge. The office space may not be available during those times. Weather office is full of stuff. They would trust UAS with that space. Was a concern about fair rental value from the Town. Motion – Courtright moved that the Board recommends to the Town Board of Trustees they endorse the relationship between CCUAS and the Town for utilization of Airport office space as recommended and approved by Airport staff. Dimmit seconded. The motion was unanimously approved with Heap and Albrecht abstaining due to potential conflict of interest. VII. New Business A. SMS – Adoption of Safety Policy Letter – letter was reviewed. Wyles felt it was good and would sign the document. It will be posted somewhere in the airport and on the website as well. Staff will do additional review of the letter. Next meeting will look to see if the letter was signed. B. Airport Improvement Project Review – Courtright would like some form of the CIP be included in the Board packet. VIII. Other Business A. Ramp Rehab Update – FAA is signing off on plans. Funding is expected. RFPs will go out in 2023. Wyles will know more next week as Dibble is visiting. B. Trustee Cobb gave an update on Town Administrator. The candidate has accepted the position. Sold 2,259 gallons. o UAS use of office space at the Airport: “weather room” upon approval of Town Staff and The Board of Trustees. • Operations: o AGUSTA-PHILLY on site Jul 31 – Aug 4 with AW139 helo. o BOEING / Agusta expected back on-site: Sept 26 – Oct 24. o AGUSTA AW169 helo did testing on site Aug 21 - 23 and Sep 1, (but was based out of Leadville). - We did log and respond to a couple of noise complaints. o LEONARDO-UK AW101 Testing – end Sep: team and equipment arrived, Mon, Sep 5. Helo arrived Sat, Sep 10. o Jet A fuel load received on Mon, Aug 29. Retail Fuel Price raised from $8.00 to $8.50. o Will provide LZ and host parachutists, Sat, Sep 17. Coincides with the Tomato Wars event in Salida). - Tandem & Solo FunJumps: www.coloradomountainskydive.com / 719-285-4050 o Reminder: Fly-In Sat, Oct 15. Free event , open to the public. • Equipment / Maintenance: o AP staff attended the annual DIA Surplus Preview Aug 17 and sale Aug 18. This plan is not intended to supersede existing airport emergency response plans. Emergency response for any accident, mishap or incident occurring during the open house will be in accordance with existing CCRA plans and procedures. Contents A. Not Used B. Smoking Q. Hangar Door Safety R. Emergency Contacts B. Airport Operations during Open House 1. The airport will plan to continue normal operations during the open house. 2. Runway and/or taxiway closures or the suspension of any services due to the Open House will be at the discretion of the Airport Manager. C. NOTAM - The airport manager may consider issuing a NOTAM alerting non-participating aircraft to the airport’s open house event. D. Vehicle Traffic Management 1. Privately Owned Vehicles (POVs) will access parking as designated in the Open House plan from Gregg Drive. 2. If required, drop off of passengers will be accommodated from the parking spots immediately south of the terminal main entrance (gates accessing the airport’s secure areas will not be blocked). 17 3. Designated parking for individuals with disabilities will remain available for use by the public during the event. 4. Non-participating POVs will not be driven on the flight line or within the airport’s secure area (behind the fence) except to access parking as designated by the Airport Manager via the Open House plan. 5. Airport staff operating vehicles should avoid driving in areas designated for public access by the Open House plan (generally, avoid driving within the designated static display area). 6. Access and routing for emergency response vehicles during the event is addressed in Section K below. E. Personnel Movement on the Airport 1. To ensure clear access for emergency response vehicles, visitor access to airport property will be controlled either through A. The terminal main entrance or B. The main airport vehicle gate or C. Both access points as determined by the airfield manager. 2. Visitors will be directed to Open House and static display areas by signage and staff (including volunteers) to prevent incursions into aircraft movement areas. 3. Visitors will not be permitted beyond the confines of the designated static display area. 4. Methods of enforcing this cordon will be at the discretion of the airfield manager. 5. In an emergency necessitating evacuation of airport property, visitors will initially be escorted by staff to the executive hangar to ensure traffic lanes remain clear for responding emergency vehicles. F. Public Address Capability - The airport manager should provide some capability for public address to assist in movement of visitors in the event of an emergency (a megaphone may be adequate). G. Static Display Area Entry/Exit Control 1. The airport manager may elect to implement additional control over access to the aircraft static displays to minimize unsupervised visitor physical contact with aircraft. 2. If the airport manager restricts access to the static display area, the control point will be manned by airport staff or volunteers to explain safety precautions (e.g., avoid propeller arcs) to visitors prior to access. 3. Airport staff (including volunteers) will be positioned to ensure visitors maintain acceptable separation from aircraft taxiways; visitors will not be permitted access to taxiways. H. Movement of Aircraft 1. Participating aircraft will not move during the Open House event between aircraft arrival, parking and departure. 2. If a static display aircraft must move and or depart during the Open House, crews will coordinate with the airport manager to have airport staff escort visitors away from the static display area until the movement is complete. 3. Non-participating aircraft arriving during the Open House will be directed to remain clear of the static display parking area enroute to refueling or parking as required. I. Foreign Object/Debris (FOD) Mitigation 1. The Open House coordinator designated in the Open House Plan will coordinate with participating crews to determine desired FOD mitigation measures. 18 2. At a minimum, airport staff and volunteers will conduct a visual inspection of the static display parking area during event set up and will remove any discovered FOD prior to parking if participating aircraft. J. Fueling Operations 1. Participating aircraft will not upload fuel in the static display area while visitors are present. 2. Non participating aircraft will be fueled normally at a safe distance from visitors as determined by the airport manager. K. Aircraft Rescue Fire Fighting (ARFF) and Crash Fire Rescue (CFR) Response 1. Airport owned ARFF equipment may be prepositioned at the Airport Manager’s discretion, however no additional CFR assets are assessed to be needed as no aerial events are planned for the open house. 2. In the event of an emergency during the open house, responding vehicles will access the airport primarily via the airport’s main vehicle gate. A clear lane will be maintained between that gate and the open house static display area. 3. The airport manager will ensure at least one alternate access point is readily accessible by being prepared to have airport staff meet responding emergency vehicles at the gate from Air Park Circle. L. Lightning in the Vicinity – In the event of inclement weather (primarily lightning within 5NM of the airport), airport staff will escort visitors into the executive hangar. Visitors will be directed to remain indoors (or be allowed to leave the airport) until lightning is no longer observed within 5NM. M. First Aid and Medical Support 1. Because open house events are limited to static display of aircraft, ambulance and paramedic support will not be pre-positioned. 2. Airport Advisory Board members will host an aid station adjacent to the static display area to distribute donated basic first aid supplies (e.g., band-aids) and connect visitors to next level care if required. 3. Visitors in need of additional care will be escorted to the aid station in the terminal building as designated by the airport manager. 4. In all cases, call 911 for any life-threatening medical emergencies. N. Lost Children – Lost children will be escorted to the first aid station adjacent to the static display area and supervised there until reunited with their guardians. O. Sanitation 1. Portable toilets if used will be located with adequate separation from any food service activities as determined by the contract provider. 2. Wash stations or hand sanitizer should be provided in close proximity to food service activities. 3. Food safety will be the responsibility of the organizations providing food service support. 4. Trash collection point will be established to minimize foreign objects and debris around aircraft operating areas. P. Smoking – If permitted, smoking will be restricted to areas designated by the Airport Manager. 19 Q. Hangar Door Safety – Power should be removed from hangar doors or access to controls should be locked out to prevent inadvertent movement of hangar doors while visitors are in the area. R. This letter establishes the Central Colorado Regional Airport’s (CCRA) safety policy statement. With continued growth, increasing operations and more capital improvements breaking ground, this is the time to renew our commitment to ensuring a safe environment for our community, our employees and our customers. 2. CCRA Management is responsible for proactive measures to identify hazards, assess risk, and correct hazards or apply mitigating controls as appropriate, everywhere on airport property. The airport manager is the accountable executive for all of the airport’s safety related matters. 3. The airport’s proactive safety processes will be organized under a Safety Management System (SMS) to ensure a coordinated and consistent approach to managing risk. The Airport’s management team operations specialist will lead the execution of processes under the SMS. The Air Aadvisory Bboard will assist the airport staff by providing advice, audits and oversight of the SMS. Hazard reports and associated risk management actions will be documented via the airport’s risk management program. 4. In any decision-making process related to planning and execution of airport operations, safety will always have the highest priority above every other consideration. Everyone involved in airport operations contributes to maintaining a safe operating environment. As such, every employee, every customer and every visitor to our airport is empowered to report hazardous conditions they observe, by any means available. Airport management, with the assistance of the airport advisory board, will follow up on every report by assessing the risk and, applying mitigating controls when a hazard cannot be immediately corrected. 5.
