Call to Order / Attendance A regular meeting of the Airport Board was called to order at 8:30 AM, Tuesday, September 20, 2022 by Chair Dan Courtright. Additional Board Members present were Taylor Albrecht, Bob Dimmitt, Dennis Heap, and Andy Krawciw. Airport Manager Jack Wyles and Airport Operations manager Chandra Swanson and Buena Vista Town Trustee Liaison Sue Cobb also attended. There was no attendance by Zoom Meeting. Board members not present: Mark Muller, Jerry Steinauer and Wayne Lee. II. Pledge of Allegiance Courtright led in the Pledge of Allegiance. III. Public Comment There was no public comment. IV. Approval of Minutes – August 16, 2022 Heap move, Krawciw 2nd, unanimous V. Reports A. Operations – HAATS BBQ was successful. 7 heli, 150 attendance, 2,259 gallons sold. UAS use of office space is waiting for approval by Town. Heli testing schedule is busy. Boeing, Agusta and Leonardo all coming. Leonardo UK AW101 here now. Another fuel load last week of JetA. Loads are up this year. Pricing will remain as is unless spike in prices. Parachutists expected were unable due to aircraft issues. Picked up a skid-loader at the DIA surplus sale. Ops still have some negative numbers with military ops especially. Over 12,500lbs ops have really jumped, up 17% for the year, 58% during August. This is reflected in JetA fuel sales as well. There was discussion about encouraging additional traffic in this area and whether it is something the Town would like. Inquired about whether data is gathered when folks come in. There is some but not really put in a usable order. B. Financial – Taylor asked if they were concerned about the revenue numbers. Jack said the figures are not really accurate to the date shown on the report. The board is seeking clarity on the numbers to make sure the Town is ok with general fund transfers. Andy asked a question about equipment repairs and maintenance item that was well over budget. Liability insurance has doubled as well. Jack will look into those items since they do not make some of those entries. Airport Advisory Board Meeting – September 20, 2022  3 VI. Old Business A. Hangar Development – Letter of Intent – Jack has reviewed the version back from the attorneys. The board had approved a version and nothing of substance was changed, so it can be used with current development opportunities. Dennis encouraged moving a hangar development process forward and let the process help to define things that need to be addressed. Jack wants to understand the entire process completely before moving forward. He has received various conflicting info on some development items. In general, the LOI is ready to be used. B. UAS Round-Up Summary – Dennis reported it was a success. It is attracting a higher end of corporate participant and as we continue the efforts the airport becomes more in play. VII. New Business A. Open House Plan Reviews – Dennis reviewed the plans. Jack reviewed the layout which is very similar to what they used last year. Dan introduced the addition to the Open House Plan as a safety plan that helps address concerns from the FAA. This is NOT an air show, it is an open house. Discussion about fuel ops and how to control movement around the fuel island during that. People will be marshalled behind a physical barrier on the north side of the terminal building. Dan will man a table for information, water, first aid, and airport promo. This will be positioned so that he has a view of the fuel island and display area. Other elements were discussed as well. Given the discussion, will consider this a full plan and not draft. B. Safety Policy – Dan went over a tracked-changes document of the letter. All of the changes were reasonable and there were no objections by the Board. Jack indicated he is able to sign it now. VIII. Other Business IX. Specifically, the airport will develop its infrastructure to accommodate business and military turbine aircraft and establish the airport as a transportation hub for on-demand passengers and cargo. The airport will explore the Unmanned Aerial Systems (UAS) market and opportunities to develop a niche market for this burgeoning industry. Airport Summary / General Description Sitting at 7950ft, AEJ is a predominantly general aviation (GA) airport made up of approximately 184 acres with an 8300ft x 75ft runway and a parallel taxiway. The Airport’s early beginnings date back to the 1960s with a dirt airstrip. The GA-classified airport as we know it today, was constructed in 1983, and ownership transitioned to the Town of Buena Vista in a series of property exchanges in the early 2000s. The airport accommodates both general aviation (GA) and jet traffic and the Airport Enterprise Fund supports the operation of the airport. Financial revenue comes from fuel sales, testing, and support from grants from the Colorado Department of Transportation - Division of Aeronautics (CDOT-A) and the Federal Aviation Administration (FAA).  Central Colorado Regional Airport: AEJ 11 Summary 2 FTE: Airport Manager (Salary) / Ops Specialist (Hourly), 3 x PTE Line Techs (Hourly) The Airport is owned by the Town of Buena Vista and overseen by the Airport Advisory Board. The Board consists of five members and up to two alternates appointed by the Town Board of Trustees. The board members serve five-year terms and meet the third Tuesday of each month.
