Development Working Group; Work Session 1100-1300 This Agenda may be Amended Posted at Buena Vista Town Hall, www.buenavistaco.gov, and Central Colorado Regional Airport on Monday, August 14, 2023. 2 Minutes of the Regular Meeting of the Airport Board OF THE TOWN OF BUENA VISTA, COLORADO July 18th, 2023 Airport Conference Room and Zoom Meeting I. Call to Order / Attendance A regular meeting of the Airport Board was called to order at 8:33 AM, Thursday, July 18th, 2023 by Board Chair, Dan Courtright. Board Members present were Taylor Albrecht, Dennis Heap, Bill DeLay and Ted Osowski. Trustee Sue Cobb, Jack Wyles and Chandra Swanson attended for the Town and Airport Staff. Board members not present: Andy Kraciw, Mark Mueller, Wayne Lee Mr. Christopher Mertes attended as a member of the public II. Pledge of Allegiance Courtright led in the Pledge of Allegiance. III. Public Comment Mr. Mertes introduced himself and shared his intention to apply for appointment to an alternate member position on the AAB. IV. Agenda Adoption Dennis Heap moved to adopt the agenda. Taylor Albrecht seconded this motion and it passed unanimously. V. Approval of Minutes – June 20th, 2023 Bill DeLay moved that the minutes be approved. The motion was seconded by Dennis Heap and passed unanimously. VI. Reports A. Operations i. Ramp rehab will be delayed; ops impact through the end of Sep ii. BIL funds spending plan should be discussed in Aug AAB meeting iii. Planned snow plow purchase via DIA surplus sale will replace retiring equipment iv. Ted Osowski asked for detail on 100LL pricing; Chandra reiterated that our fuel pricing is not subsidized; Jack reminded all of discounted pricing for based aircraft; fuel will not be priced to sell at a loss; 100LL pricing will be reassessed regularly in the future; Jet A sales are a far greater revenue source B. Financial i. Courtright questioned if fuel revenue assumptions would be met as projected in the report 3 ii. Airport staff expects a combination of helicopter testing fuel sales and reduced wholesale pricing will close this gap on fuel revenues VII. Safety A. Monthly Hazard Review i. No new hazards were reported since the last AAB meeting ii. NOTAM for missing TWY A sign must be renewed until installed B. Adoption of AAB Hazard Reporting and Risk Assessment Processes i. Courtright reviewed changes to the hazard reporting form as discussed in the June meeting. ii. Dennis Heap moved that the Hazard Reporting Form and Risk Assessment Process be officially adopted by the AAB for its use in identifying hazards, assessing risk and developing mitigation recommendations for Airport Staff; Taylor Albrecht seconded the motion which passed unanimously iii. Airport staff are welcome to use the hazard reporting forms and risk assessment tools/processes at their discretion for independent analysis but are in no way bound by the adoption of these processes by the AAB iv. Airport Staff agreed to assist in making the hazard reporting form accessible in the airport’s website re-design VIII. Old Business A. Minimum Standards for Commercial Aeronautical Activities Update i. The board discussed options of merging existing drafts or beginning a new draft document ii. The board determined a work session of the AAB’s development working group would be necessary to address details of format and content of any draft iii. This work session should take place ASAP, date, time and location TBD before end of August B. Ramp Rehab – Beginning of Construction delayed until late Aug/Sep; Pavement Mx Services is projected prime contractor waiting on their scheduling to execute; their dates will trigger notifications and NOTMAS C. AAB Google Account i. Courtright presented details of newly created Google account for AAB use; all official e-mails and files related to the AAB will use this account going forward ii. E-mail address is buenavistacoAirportBoard@gmail.com iii. Files related to administration of the AAB will be uploaded to this account’s Google Drive ahead of the August AAB meeting IX. New Business A. Dennis Heap moved that the agenda be amended to include discussion of cancelling the Airport’s 2023 open house to accommodate the ramp rehab construction delays; This motion was seconded by Bill DeLay and it passed unanimously. B. The board explored alternatives for the 2023 Airport Open House; Taylor Albrecht made a motion to cancel the Open House; Dennis Heap seconded and the motion passed unanimously 4 X. Other Business & Updates from Related Organizations A. AAB position regarding establishment of a “drone corridor” for operational testing and development i. Dennis Heap presented additional detail on the intent of dedicated airspace for unmanned aerial systems (UAS) leading to future integration and opportunities involving UAS operations at CCRA ii. The desired end state would be an official statement of support for the concept from the AAB; not an open-ended blanket statement of support for UAS operations in general iii. Ted Osowski re-emphasized the safety challenges inherent in separating UAS and manned aircraft operations iv. The AAB recognized that Heap and Albrecht would likely recuse themselves from a vote on this topic due to their involvement with the Mountain West UAS organization thus preventing a quorum to vote in this meeting v. Heap and Albrecht will craft the wording for a potential statement of support for the concept to be considered by the AAB at a future meeting. Adjournment The Board Chair adjourned the meeting at 10:33 am. Chandra OOO: Aug 11 & 14. Randy VC: Aug 31 – Sept 3. Managing staff burn out and scheduling has been a challenge…. typical for Jul/Aug. • AIRPORT BUSINESS: o 2023 Apron Rehab / Fence project: No firm construction date yet – but getting closer. Dibble confirmed PMS executed the contract. o Met with Joel & Chase to discuss a Master Address Plan for both the terminal building and current / future businesses and hangars on Airport campus. o Stormwater runoff issues on / near McCombs St & CR 319 (AP W parking lot and exec hangar flooding as a result). Photos and precipitation data have been provided to PW & Code Enforcement for follow up. o Possible new annual office rental lease – local pilot and hangar tenant. o FUEL PRICES: 100 LL - $6.50 retail, $6.00 locals | Jet A - $7.25 o LAST FUEL DELIVERIES: 100 LL - Jun 10 | Jet A – Jul 13 • OPERATIONS: CRAZY BUSY! BIG JETS & FAST CARS! (see photos) o HondaJet mechanics have attempted multiple times to fuel their aircraft in the last month, still leaking. Lots of After Hours fuel management. o Jul 25: State fuel meter inspector came, but reschedule needed due to inspector lacking a hose coupler. • EVENTS / TRAINING: o Trikes / Gyrocopters Group in hangar Jul 28-Aug 2. Expected to return next year. o Freestone Endurance & Automobili events went well – debrief with both event organizers was positive… thanks to Leslie (Rec) & Grant (Code Enf). 100 vehicles & 175+ people! o HAATS BBQ Thu, Aug 24 – car club might attend. o Fly-In on Sept 30 officially cancelled. • EQUIPMENT / MAINTENANCE / IT: o Wiring for security cameras and WiFi portal extension complete. PW dug a trench for our new camera cable conduit outside for better hangar coverage. o AWOS not recording precip – reboot seemed to help. Will keep an eye on it. o Jul 25: AWOS inspection scheduled – inspector a no show, no call. o NEW WEBSITE LAUNCHED: Wed, Aug 9. Please see attached. 12 May 30, 2023 Airport Advisory Board Members Town of Buena Vista Trustees Buena Vista, CO Dear Airport Advisory Board and Town Trustees, I recently became aware of a vacancy for an alternate member of the Airport Advisory Board and would like to formally submit my application for the position. My wife and I have lived in Buena Vista since 2017. My wife, Christina (Hachmann) Mertes, was born and raised here. We have three young children and live a few doors away from close family members. I’m a licensed mechanical engineer with a master’s degree in mechanical engineering. My education focused on aerodynamics and fluid mechanics. While I currently use my education in the energy and consulting field, I have always had a passion and interest for aviation. Last year (2022) I earned my private pilot’s certificate, bought a Cessna, and rented a hanger in Buena Vista where I currently keep it. I’m hoping to develop and build a new hangar in the next year or two as ground leases become available, and continue to build my aviation training and experience. My interest in serving on the Airport Advisory Board is both to better network and become a part of the local aviation community, and to also lend my skills, expertise and experience to support Central Colorado Regional as it grows along with our town and the general aviation industry. My recent and ongoing experience with flight training, airplane ownership and maintenance, and background in engineering will be beneficial to the airport, board and town. The general aviation industry, especially in smaller rural airports, is growing fast and facing rapid changes such as development of airport facilities, land and construction costs, availability of qualified maintenance, the future transition to unleaded aviation fuel, and many others. My interest in aviation, dedication to the town of Buena Vista, and experience in engineering and consulting make me a good fit for the board position.
