AGENDA FOR THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA, COLORADO November 12, 2019 Regular Meeting at 7:00 PM at the Buena Vista Community Center Piñon Room – 715 East Main Street, Buena Vista, Colorado THE BOARD OF TRUSTEES MAY TAKE ACTION ON ANY OF THE FOLLOWING AGENDA ITEMS AS PRESENTED OR MODIFIED PRIOR TO OR DURING THE MEETING, AND ITEMS NECESSARY TO EFFECTUATE THE AGENDA ITEMS I. CALL TO ORDER II. ROLL CALL III. PLEDGE OF ALLEGIANCE IV. AGENDA ADOPTION The Board approves the agenda at the start of the meeting including modifications. V. CONSENT AGENDA Approval of matters that are routine in nature that require review and/or approval, i.e. minutes and reports. (Professional Service Agreements (PSA) that exceed $25,000.00 require the Consent Agenda to be approved by a Roll Call vote.) A. Minutes 1. BoT Regular Meeting – October 22, 2019 2. First Amendment to Town Administrator Employment Agreement E. Chaffee County Office of Housing Activities Update VI. PUBLIC COMMENT Citizen participation where the public can sign up prior to the start of the meeting in order to speak up to 3 minutes for matters not on the agenda or for agenda items not scheduled for Public Hearing. Neither Town Board nor Town staff should be expected to respond to matters raised in the Public Comment segment of Board meetings. Nevertheless, Board members will always retain the right to ask questions of the speaker and to respond then or at a later time to remarks made by any citizen. VII. BUSINESS ITEM A. Public Hearing – Should the Board of Trustees approve an application for a Tavern License to be issued to Boneshaker Cycles – Partners Simon Stewart and Joe Parkin The Board will consider approving the issuance of a Tavern Liquor License to Boneshaker Cycles. B. Update on Town-Owned Real Property Becky Gray, Chaffee County Director of Housing, will meet with the Board to discuss possible future uses of Town-owned property. C. Update on School Resource Officer (SRO) Program – Megan DiGirolamo Officer DiGirolamo will update the Board on the SRO program. Should the Board of Trustees approve adoption of Resolution No. 40, Series, 2019, entitled “A RESOLUTION OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA DETERMINING THAT THE REGULAR MUNICIPAL ELECTION TO BE HELD ON TUESDAY, APRIL 7, 2020 SHALL BE A MAIL BALLOT ELECTION.”? The Board will consider adopting a resolution to conduct the April 2020 Municipal Election as a Mail Ballot Election. E. Recreational Vehicles (RVs) and Camping in Town Limits Code Enforcement Officer Grant Bryans will bring forward concepts to better regulate the use of RVs on private property within Town limits. F. Should the Board of Trustees approve adoption of Ordinance No. 13, Series 2019 entitled, “AN ORDINANCE OF THE TOWN OF BUENA VISTA, COLORADO AMENDING THE BUENA VISTA MUNICIPAL CODE CONCERNING HISTORIC PRESERVATION.”? The Board will consider approving an ordinance related to demolition of non-designated historical structures. G. Public Hearing – 2020 Budget Hearing The Board will hold a hearing on the 2020 Proposed Budget to discuss budget requests. H. Cancellation of the Board of Trustees meeting scheduled for December 24, 2019 The Board will discuss cancellation of the meeting scheduled for December 24. VIII. STAFF REPORTS 1.
