Adoption of Resolution No. 58, Series 2020 entitled “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPOINTING MARK GODONIS AS A REGULAR MEMBER OF THE AIRPORT ADVISORY BOARD MEMBER.” VII. PUBLIC COMMENT Citizen participation where the public can sign up prior to the start of the meeting in order to speak up to 3 minutes for matters not on the agenda or for agenda items not scheduled for Public Hearing. BUSINESS ITEMS A. Public Hearing - Should the Board of Trustees approve an application for issuing a Hotel and Restaurant Liquor License to The Cellar on Railroad The Board will consider issuing a liquor license to The Cellar on Railroad, 301 E. Main Street, Unit 180, Antley Fowler, Owner, and Candace Bryans, Manager. (Estimated time –10 minutes) B. Chaffee County Economic Development Corporation Wendell Pryor, Chaffee County Economic Development Corporation Director will provide the Trustees with updates and 2021 funding needs. (Estimated time –10 minutes) C. Texaco Lease and South Main Agreement Amendment The Board will consider approving the lease agreement for the Texaco property, and an amendment to the South Main Development Agreement. (Estimated time –15 minutes) Should the Board of Trustees approve adoption of Resolution No. 59, Series 2020, entitled, “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING A LEASE AGREEMENT WITH SPP INVESTMENTS, LLC.”? Should the Board of Trustees approve adoption of Resolution No. 60, Series 2020, entitled, “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING A THIRD AMENDMENT TO DEVELOPMENT AGREEMENT FOR SOUTH MAIN PLANNED UNIT DEVELOPMENT, PHASE 1.”? D. Code Enforcement Citation Ordinance The Board will consider amending Chapter 2 Section 99 of the Municipal Code related to penalty assessments for code violations. (Estimated time –10 minutes) Should the Board of Trustees approve adoption of Ordinance No. 15, Series 2020, entitled “AN ORDINANCE AMENDING SECTIONS 2-99 AND 2-100(E) OF THE TOWN OF BUENA VISTA MUNICIPAL CODE TO MAKE CERTAIN MUNICIPAL CODE VIOLATIONS ELIGIBLE FOR PROCESSING VIA THE PENALTY ASSESSMENT PROCESS.”? E. Extension of COVID-19 Temporary Use Permit and CVRF Allocation The Board will consider options for allocating the remaining CVRF dollars, and the extension of the COVID-19 Temporary Use Permits. (Estimated time -15 minutes) F. Third Quarter Financial Status Report and Update The Town Treasurer will present the Board with information on the 2020 3rd Quarter Financial report. (Estimated time -10 minutes) G. Public Hearing – Supplemental Amendments to the 2020 Budget The Board will consider adopting supplemental appropriations to the 2020 Budget. (Estimated time -10 minutes) Should the Board of Trustees approve adoption of Resolution No. 61, Series 2020, entitled “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, ADOPTING AN ADJUSTED AND SUPPLEMENTAL BUDGET FOR THE TOWN OF BUENA VISTA, COLORADO, FOR THE CALENDAR YEAR BEGINNING ON THE FIRST DAY OF JANUARY 2020 AND ENDING ON THE LAST DAY OF DECEMBER 2020.”? EXECUTIVE SESSION An executive session to consider the purchase, acquisition, lease, transfer or sale of real, personal or other property, pursuant to C.R.S. § 24-6-402(4)(a), concerning potential parkland property.
