PUBLIC COMMENT Citizen participation where the public can sign up prior to the start of the meeting in order to speak during public comment. Presentation from the Southern Colorado Economic Development District on the 5 Year Update of the Comprehensive Economic Development Strategy Michael Yerman, Disaster Recovery Planner for the Southern Colorado Economic Development District will review the Comprehensive Economic Development Strategy with the Trustees. (Estimated time – 10 minutes) This Agenda may be Amended Posted at Buena Vista Town Hall, Post Office, and www.buenavistaco.gov on Friday, November 20, 2020  B. Should the Board of Trustees approve adoption of Ordinance No. 16, Series 2020, entitled, “AN ORDINANCE REPEALING AND REENACTING ARTICLE IV OF CHAPTER 6 OF THE BUENA VISTA MUNICIPAL CODE CONCERNING MEDICAL AND RETAIL MARIJUANA BUSINESSES AND AMENDING THE TOWN’S ZONING REGULATIONS TO INCLUDE MEDICAL AND RETAIL MARIJUANA AS PERMITTED USES IN CERTAIN ZONE DISTRICTS.”? The Board will consider approving an ordinance amending municipal code concerning medical and retail marijuana businesses. (Estimated time – 10 minutes) C. Should the Board of Trustees approve adoption of Ordinance No. 17, Series 2020, entitled, “AN ORDINANCE ADDING A NEW SECTION 4-73.5 TO THE TOWN OF BUENA VISTA MUNICIPAL CODE LEVYING A SPECIAL SALES TAX ON RETAIL MARIJUANA SALES.”? The Board will consider adopting an ordinance levying a 5% Special Sales tax on retail marijuana sales. (Estimated time - 5 minutes) D. Proclamation Policy Discussion The Board will have a discussion regarding a policy/procedure for proclamations. (Estimated time - 10 minutes) E. Should the Board of Trustees approve adoption of Ordinance No. 18, Series 2020, entitled, “AN ORDINANCE OF THE TOWN OF BUENA VISTA, COLORADO, AMENDING CHAPTER 4, ARTICLE III, OF THE BUENA VISTA MUNICIPAL CODE CREATING A MARIJUANA SPECIAL REVENUE FUND.”? The Board will consider establishing a special fund to deposit the revenues from the special sales tax on retail marijuana and for expenditures as permitted pursuant to the ballot issue approved by the voters. (Estimated time – 5 minutes) F. Should the Board of Trustees approve adoption of Ordinance No. 19, Series 2020, entitled, “AN ORDINANCE OF THE TOWN OF BUENA VISTA, COLORADO, AMENDING CHAPTER 4, ARTICLE III, OF THE BUENA VISTA MUNICIPAL CODE CREATING AN ALL HAZARD RESPONSE FUND.”? The Board will consider establishing an All Hazard Response Fund designated for reimbursement of payments from the State of Colorado, FEMA, and other emergency agencies for the time spent by responders and Town equipment, and to set aside the revenue for the specific purposes and expenditures as determined by the Trustees. (Estimated time – 5 minutes) G. Public Hearing – 2021 Budget Hearing The Board will hold a hearing on the 2021 Proposed Budget to discuss budget requests. (Estimated time - 15 minutes) H. Cancellation of the Board of Trustees meeting scheduled for December 22, 2020 The Board will discuss cancellation of the meeting scheduled for December 22nd. (Estimated time - 2 minutes) VIII.
