Adoption of Resolution No. 12, Series 2021 entitled “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, RE-APPOINTING KELLY COLLINS AND PAT MCCARTHY AS REGULAR VOTING MEMBERS, APPOINTING JIM HIGHT AS A REGULAR VOTING MEMBER, AND COLLEN FITZGERALD AND GINA LUCREZI AS ALTERNATE MEMBERS OF THE TRAILS ADVISORY BOARD.” VI. PUBLIC COMMENT Citizen participation where the public can sign up prior to the start of the meeting in order to speak during public comment. Public Hearing – Block 21 Alley Cost Allocation Should the Board of Trustees approve the adoption of Ordinance No. 03, Series 2021, entitled “AN ORDINANCE OF THE TOWN OF BUENA VISTA, COLORADO, ESTABLISHING PROCEDURES FOR THE ASSESSMENT OF THE COSTS OF THE BLOCK 21 ALLEY IMPROVEMENTS UPON THE BENEFITTED LANDOWNERS.”? The Board will consider approving an ordinance outlining the cost assessment methodology for the construction of an alley behind Block 21 on East Main Street. (Estimated time - 15 minutes) B. Update from Chaffee County Development Services Dan Swallow, Director of Development Services, will provide the Board with an end-of-year update on building activity in Chaffee County. (Estimated time – 10 minutes) C. Short-Term Rental Board Discussion The Board will have a general discussion on the Short-Term Rental Policy. (Estimated time – 20 minutes) VIII. STAFF REPORTS 1. TRUSTEE/STAFF INTERACTION The Board discusses items with staff and staff can bring up matters not on the agenda. X. EXECUTIVE SESSIONS A. To determine positions relative to matters that may be subject to negotiations, develop a strategy for negotiations, and/or instruct negotiators, pursuant to C.R.S. § 24-6-402(4)(e), and to receive legal advice on specific legal questions, pursuant to C.R.S. § 24-6-402 (4)(b), regarding potential annexation of certain property into the Town. B. To determine positions relative to matters that may be subject to negotiations, develop a strategy for negotiations, and/or instruct negotiators, pursuant to C.R.S. § 24-6-402(4)(e), and to receive legal advice on specific legal questions, pursuant to C.R.S. § 24-6-402 (4)(b), regarding master planning for Town’s Rodeo property and strategy for position in potential water court case.
