Adoption of Resolution No. 52, Series 2021 entitled “A RESOLUTION OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA, COLORADO RATIFYING THE CONDITIONAL APPROVAL TO ISSUE A RETAIL MARIJUANA STORE LICENSE TO PCG ONE LLC.” H. Adoption of Resolution No. 53, Series 2021 entitled “A RESOLUTION OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA, REAPPOINTING PRESTON LARIMER AND CRAIG BROWN AS REGULAR VOTING MEMBERS, APPOINTING TONY LAGRECA AS A REGULAR MEMBER AND APPOINTING THOMAS BROWN AS AN ALTERNATE MEMBER OF THE PLANNING AND ZONING COMMISSION.” VII. (Estimated time – 15 minutes) Should the Board of Trustees approve the adoption of Resolution No. 54, Series 2021, entitled “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING THE PRELIMINARY PLAT FOR PHASE 2, SOUTH MAIN PLANNED UNIT DEVELOPMENT.”? Should the Board of Trustees approve the adoption of Resolution No. 55, Series 2021, entitled “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING THE PUBLIC IMPROVEMENT AGREEMENT WITH THE TOWN COMPANY, LLC FOR THE PROPERTY KNOWN AS PHASE 2, SOUTH MAIN PUD, BUENA VISTA, COLORADO.”? B. Garbage Nuisance and Protection of Wildlife Ordinance Should the Board of Trustees approve the adoption of Ordinance No. 17, Series 2021, entitled “AN ORDINANCE AMENDING CHAPTER 7 OF THE BUENA VISTA MUNICIPAL CODE TO ADD A NEW ARTICLE II CONCERNING GARBAGE AND THE PROTECTION OF WILDLIFE AND TO AMEND SECTIONS 2-99(A) TO ESTABLISH A PENALTY ASSESSMENT FOR RELATED VIOLATIONS.”? The Board will consider adopting an ordinance establishing a penalty assessment related to garbage and protecting wildlife. Water Treatment Project Update and Next Steps Should the Board of Trustees approve the adoption of Resolution No. 61, Series 2021, entitled “A RESOLUTION OF THE TOWN OF BUENA VISTA ENTERING INTO AN AGREEMENT WITH JVA CONSULTING ENGINEERS INC. FOR THE TOWN OF BUENA VISTA WATER TREATMENT PLANT EXPANSION 30 PERCENT DESIGN AND CMAR PROCUREMENT ENGINEERING SERVICES.”? The Board will consider entering into an agreement with JVA Engineering Services to provide engineering services for the Water Treatment Plant Expansion project. (Estimated time – 15 minutes) D. Public Hearing – 2022 Budget Hearing The Board will hold a hearing on the 2022 Proposed Budget to discuss budget requests. (Estimated time - 15 minutes) E. Should the Board of Trustees approve the adoption of Resolution No. 56, Series 2021, entitled “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, ADOPTING THE TOWN OF BUENA VISTA 2022 FEE SCHEDULE.”? The Board will consider the adoption of the proposed 2022 Fee Schedule. F. Should the Board of Trustees approve the adoption of Resolution No. 57, Series 2021, entitled A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, SUMMARIZING EXPENDITURES AND REVENUES FOR EACH FUND AND ADOPTING A BUDGET FOR THE TOWN OF BUENA, VISTA, COLORADO FOR THE CALENDAR YEAR BEGINNING ON THE FIRST DAY OF JANUARY 2022 AND ENDING ON THE LAST DAY OF DECEMBER 2022.”? The Board will consider a resolution approving the revenues and expenditures of the 2022 Proposed Budget. G. Should the Board of Trustees approve the adoption of Resolution 58, Series 2021, entitled “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROPRIATING SUMS OF MONEY TO THE VARIOUS FUNDS AND SPENDING AGENCIES, IN THE AMOUNTS AND FOR THE PURPOSES AS SET FORTH BELOW, FOR THE TOWN OF BUENA VISTA, COLORADO FOR THE 2022 BUDGET YEAR.”? The Board will consider a resolution approving the appropriation of funds presented in the 2022 Proposed Budget H. Should the Board of Trustees approve the adoption of Resolution 59, Series 2021, entitled “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, LEVYING GENERAL PROPERTY TAXES FOR THE YEAR 2021 TO HELP DEFRAY THE COST OF GOVERNMENT FOR THE TOWN OF BUENA VISTA, COLORADO, FOR THE 2022 BUDGET YEAR.”? The Board will consider a resolution approving the certification of property taxes to Chaffee County for the 2022 Proposed Budget. I. Three Mile Plan Should the Board of Trustees approve the adoption of Resolution No. 60, Series 2021, entitled A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, ADOPTING AN UPDATED THREE-MILE PLAN.”? The Board will consider approving the 2021 Three-Mile Plan (Estimated Time - 10 minutes) X. TRUSTEE/STAFF INTERACTION The Board discusses items with staff and staff can bring up matters not on the agenda. XI. EXECUTIVE SESSION To determine positions relative to matters that may be subject to negotiations, develop a strategy for negotiations, and/or instruct negotiators, pursuant to C.R.S. § 24-6-402(4)(e), and to receive legal advice on specific legal questions, pursuant to C.R.S. § 24-6-402 (4)(b), regarding the potential sale of the Buena Vista Fire Station property.
