D. Adoption of Resolution No. 14, Series 2022 entitled A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO APPROVING THE APPLICATION OF A DEPARTMENT OF LOCALARRAIRS (DOLA) ENERGY AND MINERAL IMPACT ASSISTANCE FUND (EIAF) GRANT FOR CONSTRUCTION OF THE BUENA VISTA POLICE STATION”. E. Adoption of Resolution No. 15, Series 2022 entitled “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING THE PROFESSIONAL SERVICES AGREEMENT BETWEEN THE TOWN AND CAPPELLI CONSULTING, LLC, TO CONDUCT A THOROUGH AUDIT OF THE TOWN’S UNIFIED DEVELOPMENT CODE AS WELL AS OUR INTERNAL DEVELOPMENT REVIEW PROCESSES AND PROCEDURES”. VII. PUBLIC COMMENT Citizen participation where the public can sign up prior to the start of the meeting in order to speak during public comment. Terrace on Main Street – Tavern Liquor License The Board will consider approving a Tavern Liquor License for the Terrace on Main Street. (Estimated time – 10 minutes) B. Continuation of Updates to the Unified Development Code UDC Should the Board of Trustees approve the adoption of Ordinance No. 06, Series 2022, entitled “AN ORDINANCE AMENDING CERTAIN SECTIONS OF TITLE 16 OF THE BUENA VISTA MUNICIPAL CODE CONCERNING LARGE MULTIFAMILY DWELLINGS IN THE HIGHWAY COMMERCIAL DISTRICT.”? The Board will consider approving amendments to the UDC to allow for apartments in the Highway Commerical Zone district. (Estimated time – 15 minutes) Should the Board of Trustees approve the adoption of Ordinance No. 07, Series 2022, entitled “AN ORDINANCE AMENDING CERTAIN SECTIONS OF TITLE 16 OF THE BUENA VISTA MUNICIPAL CODE CONCERNING SINGLE ROOM OCCUPANCY.”? The Board will consider approving amendments to the UDC allowing Single Room Occupancy Use. (Estimated time – 20 minutes) IX. STAFF REPORTS (Estimated time – 25 minutes) 1. Town Administrator 2. Stackhouse Annexation Should the Board of Trustees approve the adoption of Resolution No. 16, Series 2022, entitled “A RESOLUTION ACCEPTING THE PETITION FOR ANNEXATION AND ESTABLISHING [INSERT DATE] AS THE DATE OF PUBLIC HEARING ON THE REQUESTED ANNEXATION OF A PARCEL OF UNINCORPORATED TERRITORY LOCATED IN CHAFFEE COUNTY (STACKHOUSE ANNEXATION NOS. 1 AND 2).”? This Agenda may be Amended Posted at Buena Vista Town Hall, Post Office, and www.buenavistaco.gov on Friday, February 18, 2022  The Board will decide whether the petitioner has submitted a petition for annexation that is substantially compliant with statutory annexation criteria under the Municipal Annexation Act. (Estimated time – 5 minutes) B. Apartment to Condominium Conversion Moratorium Should the Board of Trustees approve the adoption of Ordinance No. 08, Series 2022, entitled “AN EMERGENCY ORDINANCE EXTENDING THE TEMPORARY MORATORIUM ON THE ACCEPTANCE, PROCESSING AND APPROVAL OF ANY APPLICATION FOR THE CONDOMINIUMIZATION OF EXISTING BUILDINGS WITHIN THE TOWN.”? The Board will consider how, or if, to address the expiration of a 6-month moratorium on the conversion of existing apartment buildings into condominiums. The current moratorium expires on Thursday, February 24th, 2022. (Estimated time – 15 minutes) C. 2021 Fourth Quarter Financial Report Treasurer Michelle Stoke will provide the Board with information on the 2021 4th Quarter Financial Report. (Estimated time – 5 minutes) XI. TRUSTEE/STAFF INTERACTION The Board discusses items with staff and staff can bring up matters not on the agenda. XII.
