Adoption of Resolution No. 10, Series 2023, entitled" A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING THE APPLICATION OF A DEPARTMENT OF LOCAL AFFAIRS (DOLA) INNOVATIVE HOUSING OPPORTUNITIES INCENTIVES (IHOI) GRANT FOR THE CARBONATE STREET PHASE I DEVELOPMENT." I. Adoption of Resolution No. 12, Series 2023, entitled" A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING THE APPLICATION OF A DEPARTMENT OF LOCAL AFFAIRS (DOLA) TRANSFORMATIONAL AFFORDABLE HOUSING, HOMEOWNERSHIP, AND WORKFORCE HOUSING GRANT PROGRAM FOR THE CROSSING DEVELOPMENT." Appointment to the Chaffee County Housing Authority The Trustees will consider appointing Town Administrator Lisa‐Parnell Rowe as the Buena Vista alternate on the Chaffee Housing Authority Board. (Estimated Staff time – 5 minutes; discussion – 5 minutes) B. Public Hearing – First Reading of the Sangre de Cristo Electric Association Franchise Agreement Application for a franchise by Sangre DeCristo Election Association, Inc., and first reading of Ordinance No. 01, Series 2023. "AN ORDINANCE OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA APPROVING A FRANCHISE WITH SANGRE DE CRISTO ELECTRIC ASSOCIATION, INC., TO FURNISH, SELL AND DISTRIBUTE ELECTRICITY TO THE TOWN AND TO ALL RESIDENTS OF THE TOWN AND REPEALING AND REPLACING ORDINANCE 4‐1997, CODIFIED AS CHAPTER 5, ARTICLE II, OF THE BUENA VISTA MUNICIPAL CODE." The Trustees will consider approval of a new franchise agreement and ordinance with Sangre de Cristo Electric Association. (Estimated Staff time – 10 minutes; discussion – 20 minutes) VIII. Public Hearing – 2022 Final Budget Adjustments Should the Board of Trustees approve the adoption of Resolution No. 13, Series 2023, entitled, "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, ADOPTING A FINAL ADJUSTED AND SUPPLEMENTAL BUDGET FOR THE TOWN OF BUENA VISTA, COLORADO, FOR THE CALENDAR YEAR BEGINNING ON THE FIRST DAY OF JANUARY 2022 AND ENDING ON THE LAST DAY OF DECEMBER 2022." Should the Board of Trustees approve the adoption of Resolution No. 14, Series 2023, entitled, "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, ADOPTING FINAL SUPPLEMENTAL APPROPRIATIONS FOR THE TOWN OF BUENA VISTA, COLORADO, FOR THE CALENDAR YEAR BEGINNING ON THE FIRST DAY OF JANUARY 2022 AND ENDING THE LAST DAY OF DECEMBER 2022." The Board will consider approving the final adjustment to the 2022 Budget (Estimated Staff time – 5 minutes; discussion – 5 minutes) D. Dillon Companies LLC dba City Market – Permanent Modification of Premise The Board will consider approving a permanent modification of the liquor premise at City Market. (Estimated Staff time – 5 minutes; discussion – 5 minutes) E. Revisions to the Buena Vista Municipal Code Should the Board of Trustees approve the adoption of Ordinance No. 02. Series 2023, entitled "AN ORDINANCE OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA AMEND CERTAIN SECTIONS OF ARTICLE 1, CHAPTER 6 CONCERNING THE DELEGATION OF LIQUOR LICENSES TO THE TOWN CLERK AND REFERRAL TO THE BOARD, DEFINITIONS, FEES, CRITERIA FOR TRANSFER APPLICATION AND APPEAL DEADLINES." The Board will consider approving amendments to the Buena Vista Municipal Code related to liquor licensing. (Estimated Staff time – 2 minutes; discussion – 2 minutes) X. TRUSTEE INTERACTION The Board discusses items of interest for the community and staff. XI. EXECUTIVE SESSION "An executive session to hold a conference with the Town's attorney to receive legal advice on specific legal questions, pursuant to C.R.S. § 24‐6‐402(4)(b), concerning postal service issues in the Town.
