Adoption of Resolution No. 32, Series 2023, entitled, "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPOINTING MALLORY BOORKS AND CALEB EFTA AS REGULAR VOTING MEMBERS AND CORRECTING TERM APPOINTMENT FOR SARAH KUHN OF THE TREE ADVISORY BOARD. VII. PUBLIC COMMENT Citizen participation where the public can sign up prior to the start of the meeting to speak during public comment. Temporary Moratorium The Board will consider adopting an ordinance which implements, with immediate affect, a 120-day moratorium on the acceptance and processing of new subdivision applications. The Board may choose to adopt an ordinance that also includes a moratorium on the acceptance of new annexation petitions requiring water. Ordinance Option A Should the Board of Trustees approve the adoption of Ordinance No. XX, Series 2023, entitled, "AN EMERGENCY ORDINANCE IMPOSING A TEMPORARY MORATORIUM ON THE ACCEPTANCE, PROCESSING AND APPROVAL OF SUBDIVISION APPLICATIONS WITHIN THE TOWN." Ordinance Option B Should the Board of Trustees approve the adoption of Ordinance No. XX, Series 2023, entitled, "AN EMERGENCY ORDINANCE IMPOSING A TEMPORARY MORATORIUM ON THE ACCEPTANCE, PROCESSING AND APPROVAL OF SUBDIVISION APPLICATIONS AND ANNEXATION PETITIONS WITHIN THE TOWN." (Estimated Staff time – 10 minutes; discussion – 30 minutes) B. Central Colorado Regional Airport – CDOT Funding Should the Board of Trustees approve the adoption of Resolution No. 33, Series 2023, entitled, "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING COLORADO DIVISION OF AERONAUTIC-DISCRETIONARY AVIATION GRANT RESOLUTION FOR PROFESSIONAL SERVICES FOR THE 2023 APRON REHABILITATION AND FENCE RELOCATION PROJECT (23-AEJ-01) CONSTRUCTION PHASE." The Board will consider approving the Discretionary Aviation Grant from the Colorado Division of Aeronautics. Amend the 2023 Fee Schedule Should the Board of Trustees approve the adoption of Resolution No. 34, Series 2023, entitled, "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, AMENDING THE TOWN OF BUENA VISTA 2023 FEE SCHEDULE." The Board will consider amending the 2023 Fee Schedule that includes increasing fill station fees, adding asphalt paving to cash in lieu fees, water operation service fee costs, and backflow testing for compliance measures. (Estimated Staff time – 5 minutes; discussion – 5 minutes) D. Proposal from Wright Water Engineers Inc. for Buena Vista Well No. 4 Should the Board of Trustees approve the adoption of Resolution No. 35, Series 2023, entitled, "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, ACCEPTING A PROPOSAL FROM WRIGHT WATER ENGINEERS, INC FOR ENGINEERING SERVICE FOR WELL #4." The Board will consider approving a proposal from Wright Water Engineers, Inc. for engineering service for Well No. 4. (Estimated Staff time – 5 minutes; discussion – 5 minutes) E. Trustee Vacancy With the resignation of Trustee Mark Jenkins, the Trustees will determine if the vacancy will be filled by an appointment of the Board or an election held. (Estimated Staff time – 5 minutes; discussion – 5 minutes) X. TRUSTEE INTERACTION The Board discusses items of interest for the community and staff. XI. EXECUTIVE SESSION An executive session to hold a conference with the Town's attorney to receive legal advice on specific legal questions, pursuant to C.R.S. § 24-6-402(4)(b), concerning legal issues related to an employment matter. EXECUTIVE SESSION An executive session to consider a personnel matter, pursuant to C.R.S. § 24-6-402(4)(f) and not involving: any specific employees who have requested discussion of the matter in open session; any member of this body or any elected official; the appointment of any person to fill an office of this body or of an elected official; or personnel policies that do not require the discussion of matters personal to particular employees.
