Adoption of Resolution No. 71, Series 2023, entitled, "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPOINTING ELIZABETH DAIGLE AS A REGULAR VOTING MEMBER OF THE WATER ADVISORY BOARD." VI. PUBLIC COMMENT Citizen participation where the public can sign up prior to the start of the meeting to speak during public comment. BUSINESS ITEMS A. Chaffee Housing Authority Board Appointments and Letter of Support Request Should the Board of Trustees approve the adoption of Resolution No. 72, Series 2023, entitled, "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPOINTING NICHOL MCCOY TO THE CHAFFEE COUNTY MULTIJURISDICTIONAL HOUSING AUTHORITY."; as well as consider appointing an alternate member to the Chaffee Housing Authority Board of Directors. The Board will also consider endorsing a Letter of Support for the Chaffee Housing Authority's land banking grant application under Proposition 123 for an affordable housing development project that borders the Town of Buena Vista (Alpine West) Estimated time – 20 minutes) B. Shining Mountains Montessori School (SMMS) Fence Extension/Playground Expansion Request The Board will consider a request from SMMS to expand the leased playground area at St. Rose of Lima Church located in Forest Park Square, owned by the Town of Buena Vista. (Estimated time – 20 minutes) C. Change the Town of Buena Vista's Regular Municipal Elections from April to November The Board will discuss having a ballot question on the April 2, 2024, ballot, changing the date of the regular municipal election from April to November in each even-numbered year, and modifying the elected official's terms. (Estimated time – 15 minutes) D. Discounted Right of First Offer - Carbonate Street Should the Board of Trustees approve the adoption of Resolution No. 73, Series 2023, entitled, "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING THE FUNDING AGREEMENT AND ADDENDUM TO AFFODABILITY COVENANTS." This Agenda may be Amended Posted at Buena Vista Town Hall, Post Office and www.buenavistaco.gov on Friday, October 20, 2023  The Board will consider adopting Resolution No. 73, which will approve an addendum to the Affordability Covenants for the Carbonate Street apartments. The addendum would give the Town a $1.65M discount on the future option to purchase the project. (Estimated time – 20 minutes) E. Intragovernmental Agreement Regarding the State of Colorado Opioid MOU and Allocation of Local Government Shares The Board will consider an IGA to reallocate 100% of the intracounty opioid settlement funds to be paid directly to Chaffee County. (Estimated time – 10 minutes) F. Public Hearing – 2024 Town of Buena Vista Budget The Board will hold a hearing on the proposed 2024 Budget to discuss budget requests.
