D. Adoption of Resolution No. 84, Series 2023, entitled, "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING A UTILITY EASEMENT AGREEMENT WITH COLLEGIATE COMMONS, LP, THE COLORADO HOUSING AND FINANCE AUTHORITY, AND THE STATE OF COLORADO FOR SERVICE TO THE CARBONATE STREET APARTMENTS PROJECT." E. Adoption of Resolution No. 85, Series 2023, entitled, "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING THE SUBORDINATION AGREEMENT WITH COLLEGIATE PEAKS BANK AND CARBONATE STREET APARTMENTS, LLC FOR THE CARBONATE STREET APARTMENTS PROJECT." Public Hearing – 2024 Budget Hearing The Board will hold a hearing on the 2024 Proposed Budget to discuss budget requests. Interested persons from the general public may speak and address the Board (three (3) minute limit) as part of the public hearing. (Estimated time – 10 minutes) B. Should the Board of Trustees approve the adoption of Resolution No. 78, Series 2023, entitled "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, ADOPTING THE TOWN OF BUENA VISTA 2024 FEE SCHEDULE." The Board will consider the adoption of the proposed 2024 Fee Schedule. (Estimated time – 5 minutes) C. Should the Board of Trustees approve the adoption of Resolution No. 79, Series 2023, entitled "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, SUMMARIZING EXPENDITURES AND REVENUES FOR EACH FUND AND ADOPTING A BUDGET FOR THE TOWN OF BUENA VISTA, COLORADO FOR THE CALENDAR YEAR BEGINNING ON THE FIRST DAY OF JANUARY 2024 AND ENDING ON THE LAST DAY OF DECEMBER 2024." The Board will consider a resolution approving the revenues and expenditures for the 2024 Proposed Budget. Should the Board of Trustees approve the adoption of Resolution No. 80, Series 2023, entitled "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROPRIATING SUMS OF MONEY TO THE VARIOUS FUNDS AND SPENDING AGENCIES, IN THE AMOUNTS AND FOR THE PURPOSES AS SET FORTH BELOW, FOR THE TOWN OF BUENA VISTA, COLORADO, FOR THE 2024 BUDGET YEAR." The Board will consider a resolution approving the appropriation of funds presented in the 2024 Budget (Estimated time – 5 minutes) E. Public Hearing – Second Reading Building Code and Adoption Should the Board of Trustees approve the adoption of Ordinance No. 20, Series 2023, entitled "AN ORDINANCE OF THE TOWN OF BUENA VISTA, COLORADO, REPEALING AND REENACTING ARTICLES II, III, IV, V, VI VII, XII, XIII, XV, XVI, XVIII, AND XIX OF THE BUENA VISTA MUNICIPAL CODE TO ADOPT BY REFERENCE THE 2021 INTERNATIONAL BUILDING CODE, 2021 INTERNATIONAL RESIDENTIAL CODE, 2020 NATIONAL ELECTRIC CODE, 2021 INTERNATIONAL MECHANICAL CODE, 2021 INTERNATIONAL PLUMBING CODE, 2021 INTERNATIONAL ENERGY CONSERVATION CODE, 2021 INTERNATIONAL FIRE CODE, 2021 INTERNATIONAL FUEL GAS CODE, 2021 INTERNATIONAL EXISTING BUILDING CODE, 2021 INTERNATIONAL PROPERTY MAINTENANCE CODE, AND 2021 INTERNATIONAL SWIMMING POOL AND SPA CODE, AND AMENDING CHAPTER 18 OF THE BUENA VISTA MUNICIPAL CODE BY THE ADDITION OF NEW ARTICLE XVIII TO ADOPT BY REFERENCE THE 2023 COLORADO MODEL ELECTRIC READY AND SOLAR READY CODE." Water Conservation Plan Bids Should the Board of Trustees approve the adoption of Resolution No. 81, Series 2023, entitled "A RESOLUTION OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA, COLORADO, A RESOLUTION OF THE TOWN OF BUENA VISTA, COLORADO, APPROVING A NOTICE OF AWARD TO SWIFTWATER SOLUTIONS, LLC FOR THE WATER CONSERVATION PLAN PROPOSAL." The Board will consider accepting a proposal from Swiftwater Solutions LLC for engineering services to prepare and update a Water Conservation Plan. (Estimated time – 15 minutes) G. Billy Cordova Memorial Park Should the Board of Trustees approve the adoption of Resolution No. 87, Series 2023, entitled "A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING A PROFESSIONAL SERVICES AGREEMENT WITH STAR PLAYGROUNDS FOR PLAYGROUND EQUIPMENT FOR BILLY CORDOVA MEMORIAL PARK." The Board will consider approving a Professional Services Agreement with Star Playgrounds. (Estimated time – 10 minutes) H. Request for Proposal for Comprehensive Plan The Board will consider proceeding with the publication of a Request for Proposal for the Comprehensive Plan. (Estimated time – 15 minutes) I. Central Colorado Regional Airport – Engineering and Consulting Services Should the Board of Trustees approve the adoption of Resolution No. 86, Series 2023, entitled "A RESOLUTION APPROVING THE PROFESSIONAL SERVICE AGREEMENT BETWEEN THE TOWN OF BUENA VISTA AND DIBBLE & ASSOCIATES CONSULTING ENGINEERS INC. FOR CONTINUED AIRPORT ENGINEERING AND CONSULTING SERVICES FOR THE NEXT FIVE (5) YEARS, 2024-2029."
