Adoption of Resolution No. 44, Series 2024, entitled, “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING COLORADO DIVISION OF AERONAUTIC-DISCRETIONARY AVIATION GRANT RESOLUTION FOR 2024 NORTH APRON REHABILITATION AND EXPANSION PROJECT (24-AEJ-01) PLANNING & DESIGN PHASE.” VII. Public Hearing – Dragon Sushi Bar Hotel & Restaurant Liquor License The Board will consider approving a Hotel & Restaurant Liquor License for Dragon Sushi Bar LLC, dba Dragon Sushi Bar, located at 328 Charles Street. (Estimated time – 10 minutes) B. The Crossing Subdivision Update Paul Andrews with Crossman’s Development Ltd. will provide an update on the Crossing Subdivision located west of US Hwy 24 and north of Crossman Avenue. (Estimated time – 20 minutes) C. Project Update - Carbonate Street The Board will hear an update on the Carbonate Street project, review a draft Request for Proposals for identifying a future childcare operator, discuss potential next steps for Carbonate Street Phase II, and consider the following Resolutions: Should the Board of Trustees approve the adoption of Resolution No. 45, Series 2024, entitled, “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING PARTIAL SUBORDINATION OF DECLARATION OF AFFORDABILITY COVENANTS AND SUBORDINATION OF DEEDS OF TRUSTS FOR MIDLAND APARTMENTS (PREVIOUSLY KNOWN AS MIDLAND APARTMENTS).” Should the Board of Trustees approve the adoption of Resolution No. 46, Series 2024, entitled, “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, APPROVING FIRST AMENDMENT TO DEVELOPMENT AGREEMENT FOR CARBONATE STREET APARTMENTS, LLC.” (Estimated time – 20 minutes) D. The Farm Phase 1 Should the Board of Trustees approve the adoption of Resolution No. 47, Series 2024, entitled “A RESOLUTION OF THE BOARD OF TRUSTEES FOR THE TOWN OF BUENA VISTA, COLORADO, ACCEPTING THE PUBLIC IMPROVEMENTS AND INFRASTRUCTURE FOR THE FARM MINOR SUBDIVISION AND THE FARM MAJOR SUBDIVISION FILING NO. 1.” This Agenda may be Amended Posted at Buena Vista Town Hall, Post Office and www.buenavistaco.gov on Friday, May 24, 2024  The Board will consider adopting Resolution No. 47 approving The Farm Phase 1 Public Improvements. (Estimated time – 10 minutes) E. 2023 Audit Report The Board will consider to accept or reject the 2023 Financial Statement and Audit Report. (Estimated time – 15 minutes) F. Volunteer Firefighter Plan Affiliation Agreement The Board will consider approving an agreement with the Fire and Police Pension Association (FPPA) related to the Town’s volunteer fire department pension plan. (Estimated time – 5 minutes) G. Town of Buena Vista Municipal Code Change Should the Board of Trustees approve the adoption of Ordinance No. 10, Series 2024, entitled, “AN ORDINANCE OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA AMENDING CERTAIN SECTIONS IN CHAPTER 2, ARTICLE I OF THE BUENA VISTA MUNICIPAL CODE CONCERNING THE CHANGE IN THE TOWN’S REGULAR ELECTION DATE.” Should the Board of Trustees approve the adoption of Ordinance No. 11, Series 2024, entitled, “AN ORDINANCE OF THE BOARD OF TRUSTEES OF THE TOWN OF BUENA VISTA AMENDING SECTION 1-46 OF THE BUENA VISTA MUNICIPAL CODE CONCERNING THE PUBLICATION OF ORDINANCES.” The Board will consider adopting ordinances related to the ballot questions approved in the April 2, 2024, Town of Buena Vist Municipal Election. (Estimated time – 5 minutes) H. Together We Stand Project Should the Board of Trustees approve the adoption of Resolution No. 48, Series 2024, entitled, “TOGETHER WE STAND.” The Board will consider adopting Resolution No. 48 supporting the Together We Stand project. (Estimated Time – 5 minutes) IX. TRUSTEE/STAFF INTERACTION The Board discusses items with staff and staff can bring up matters not on the agenda. X. INFORMATION ONLY XI. EXECUTIVE SESSION An executive session to determine positions relative to matters that may be subject to negotiations, develop a strategy for negotiations, and/or instruct negotiators, pursuant to C.R.S. § 24-6-402(4)(e), concerning the Topside Annexation.
